Penang Skills Development Centre (PSDC) chief executive officer Muhamed Ali Hajah Mydin said about 30 local companies in Penang were looking at the proposal and would be presenting it to Chief Minister Chow Kon Yeow after it is completed. Once the recommendations are ready, we will present it to the Chief Minister. We hope that the Chief Minister can help us to bring it to the relevant authorities to be considered. We hope that we can propose this idea to Prime Minister Tun Dr Mahathir Mohamad within this two months, he said. Muhamed Ali said Penang needed a technical university to take the manufacturing sector to the next level. We need this to grow the industry. Currently, we do not have a technical university within the industry area in Penang. Penang s manufacturing success has earned the state the name as the Silicon Valley of the East, but we have no technical university within the industry area. In other Silicon Valleys, technical universities are located within the industry area, such as in San Jose, California in the United States, he told reporters during the press conference in PSDC on Oct 9 on the sidelines of the annual IEEE International Microwave, Electron Devices and Solid-State Circuit Symposium (IMESS) Chow was present at the event. Muhamed Ali said the technical university should be a public university and not a private one. We feel that this is the time to have one university that focuses on technical skills where the industries can contribute within their reach. It does not matter if the technical university is located within the industry area in Batu Kawan or Bayan Lepas. It would be best if it is located within the industry area in Bayan Lepas. Collectively, you can call it the Penang Technical University. However, the campuses or departments can be scattered within the industry area, he added. Having the technical university within the industry area will be beneficial to both the students and the industry. The students will have a different mindset when they study in a university located within the industry area as compared to those studying in a campusenvironment university located elsewhere. Industry stakeholders can also work closely with the technical university on research projects. The industry can propose specific research projects to the university for it to work on, he said. Chow said education plays an important role in the electrical and electronics (E&E) sector. Training and education are important aspects to support the E&E sector, but we do not have a technical university here (in the industry area) to support the industry although it has been 45 years, he said. The manufacturing sector formed the backbone of the state s economy since the 1970s but was recently overtaken by the services sector as the lead contributor to the state s Gross Domestic Product. The theme of this year s IMESS was IOT, AI and 5G: Intelligent Solutions for a Connected World. This insightful and meaningful theme has indeed offered a holistic overview of the future world where Internet of Things (IoT), Artificial Intelligence (AI) and the Fifth Generation Communication Technology (5G) are all interconnected. We cannot stay stagnant and use old knowledge or methods to solve new problems which are more complex. We need to keep abreast with development of these intelligent solutions, Chow said. 2 2 November 1 15, 2018 Bandar Cassia deserves Chinese school Story by Victor Seow DEPUTY Education Minister Teo Nie Ching and Chief Minister Chow Kon Yeow were at Bandar Cassia in Batu Kawan to inspect the six-acre site earmarked for a Chinese primary school to meet the needs of the local population. The need for such a school arises, as according to the information provided by the Penang Development Corporation (PDC), the local population is expected to hit 250,000 in the years to come. We are of the opinion that this area is truly in need of a SJKC (Chinese primary school) as there are currently a national primary school, Tamil primary school and a secondary school here. Furthermore, the local population is projected to reach 250,000 in the coming years, Teo said in her speech at the Batu Kawan PDC Sales Gallery on Oct 14. Asked on the size of the SJKC to be built, Teo replied that a 24-classroom school costing between RM8 and RM10 million should be sufficient for the time being. She also noted that the ideal number of students per class should be 35 and not exceed 40. Architects propose low carbon blueprint for society THE Malaysian Institute of Architects Northern Chapter (PAMNC) has proposed a low carbon blueprint to face climate change. PAMNC chairman Loh Chiak Eong said that architecture could play a crucial role in meeting climate challenges. Holistically, we can design a low carbon blueprint for the society. We can promote renewable and alternative energy, encourage more green building with Green Building Index (GBI) certification, engage the community in low carbon lifestyle, and more, he said in his speech during the PAMNC World Architecture Day 2018 on Oct 20. The World Architecture Day is celebrated annually in October by The International Union of Architects (UIA) members since This year s event marked the third celebration organised by PAMNC. Incentives for two Penang athletes PENANG athletes Goh Jin Wei and Amirul Hamizan Azahar who brought honour to the country through their excellent achievement in the recent Youth Olympic Games 2018 will receive incentives under the Penang State Sports Victory Scheme (SKI- MAS) programme. Exco member for Youth and Sports Soon Lip Chee, during the announcement, stated the state government appreciates the contribution of the duo in taking the country s name to the world stage. Ong Pix by Law Suun Ting SPEAKING during a press conference on the upcoming Global Education Day (GED) 2018, Deputy Chief Minister II Prof Dr P. Ramasamy told SEGi College Penang students and lecturers of his encounter with high achievers who were unable to communicate. Once upon a time, Malaysians were excellent students overseas. But today, I don t see that cream anymore. Something is wrong. We re very good at rote learning, memorising and passing exams but when it comes to application, we re not good, he said in his speech at the SEGi College Penang at Jalan Green Hall on Oct 18. I think we should have more skill courses. Americans or the Europeans know about 20% but they can communicate 80%, but we ve 80% knowledge but can communicate only 20%. I sit on the board of PDC (Penang THE Education Ministry has stressed on the importance of narrowing the gap between special and mainstream education. Deputy Education Minister Teo Nie Ching said quality education for children with special needs was important. When we said we are committed to raise our education quality, that commitment includes the education quality for children with special needs. We want to close the education gap between the peninsula and Sabah and Sarawak; we want to close the Development Corporation) and PBA (Penang Water Supply Corporation) and I interviewed students with First Class Honours and Second Class Upper. Ramasamy suggested that institutions of higher learning and major companies explore ways so that the former could design programmes that gap education between schools in the urban and rural areas; and we need to also close the divide between the special and mainstream education, Teo said in her speech during her working visit to SJKC Aik Hua in Muntri Street on Oct 14. The school has been hoping for a relocation for the past 10 years. The school s board chairman Datuk Choot Ewe Beng thanked the state Education Department for allowing the school to be relocated. We are now raising funds to build the school. We have managed to raise RM18 million so far. The estimated cost of the project is RM22 million. We hope to begin the construc- Athletics. About 30 first-year students of SEGi College Penang s school of Engineering & IT are involved in organising the college s second Global Education Day 2018 to create better awareness among young people, especially school leavers, of the importance of equipping themselves with knowledge, skills and qualifications to secure and build a future. State executive council member Chong Eng said the Penang government would provide allocations to schools according to their needs. This is to provide fair and equal opportunities to all students, she said. Headmistress Lee Shok Koon said there were 76 pupils studying in the school including 31 with special needs. Thaarshenii THE Seberang Perai International Conference on Ecotourism and Conservation Efforts (SPICEC 2018) hosted by Seberang Perai Municipal Council (MPSP) involved speakers from nine countries including Malaysia. The conference was officiated by Chief Minister Chow Kon Yeow on Oct 8. The focus of SPICEC 2018 was to provide the platform for discussion and sharing of knowledge and best practices with regards to ecotourism and Promoting Local Economic Development (LED) as well as ecotourism products. Chow, in his speech, remarked that the development of ecotourism will have a positive impact on climate change, as noted by the experts. Ecotourism, he added, is not a dull subject as it is about giving emphasis on ecotourism as a tool to conserve nature and empower the local communities. Even though tourism is not the core business of MPSP, the municipal council is taking initiatives to make Seberang Perai a world class tourist destination. This conference will not only benefit the big industry players but also to look after the local traders. It would be a useful avenue to create a forum for local governments in Malaysia and ASEAN to share ideas and develop knowledge in ecotourism and nature conservation, Chow said. He added that Seberang Perai tourism assets should be listed in the state Tourism Development Plan as a whole. Under such circumstances, tour agency packages for Penang will definitely include the island and Seberang Perai as far as ecotourism is concerned. It is now important to repackage 5 tourism in Penang to include what ecotourism has to offer. Hopefully, the Tourism Master Plan in Penang will be implemented smoothly, so that we can chart a new direction with a new focus. PENANGITES have been told not to throw their rubbish into drains and rivers. State Works, Utilities and Flood Mitigation Committee chairman Zairil Khir Johari said he noticed that there were lots of rubbish in the rivers during his working visits. Penangites love to throw their rubbish into drains and rivers. This bad habit will clog up drains and cause floods. The maintenance cost to clean the rivers is high. Tax money is used to pay for the maintenance cost and it burdens everyone. Please keep our drains and rivers clean, he told a press conference at the Sungai Dua JKKK hall in Butterworth today. Zairil visited five flood-prone areas in Permatang Berangan and Sungai Dua on the mainland on Oct 21. The locations he visited were Kampung Desa Puri in Permatang Berangan, a village near Simpang Tiga in Permatang Berangan, Pengkalan Jarak in Permatang Berangan, Sungai Merbau Kudung in Sungai Dua and Sungai Pengkalan Machang in Sungai Dua. Zairil said several measures were mooted to address flood problems in those areas. The state has allocated about RM1.778 million until November this year to address flood problems in Tasek Gelugor. The allocation was set aside for 25 flood mitigation projects. Most of our rivers are downstream from Kedah. We will be at the receiving end of Kedah s flood problems, if Kedah does not address its flood issues. This is one of the problems we faced, he said, hoping that the Federal Government could assist on the matter.

7 November 1 15, Commemorating contributions of elderly folk Story by K.Thaarshenii pix by Darwina Mohd Daud HUNDREDS of energetic elderly residents were in a happy mood when they gathered to celebrate Senior Citizens Day at the Silver Jubilee Home for the Aged in Sungai Dua on Oct 7. Chief Minister Chow Kon Yeow and his wife Tan Lean Kee were present at the event. He said the main aim of the event was to recognise the elderly s past contributions to society and to remind our community that these people are an important segment of our society. The elderly folks from five other homes in the state also attended the annual do and had much fun singing and chatting with each other. Chow, who is also Silver Jubilee Home Board of Trustees chairman, said there were about 150 residents staying at the home. Senior citizens are important to us all as they say jia you yi lao, ru you yi bao. Over the past 83 years Silver Jubilee Home has been providing shelter, food and care for old people who have no one to support them in their twilight years. Starting from very basic shelters in the initial years, the accommodation has been upgraded a few times to what we see today, a modern complex of cluster homes complete with medical wards, physiotherapy centre, dining hall, recreation facilities and a lot of green open space. At the event, various performances and entertainment programmes were conducted to entertain the guests. The guests were served an array of delicious local delicacies for lunch. Hussain said follow-up programmes involving agencies and private sectors would be held from time to time to encourage better awareness. State Works, Utilities and Flood Mitigation Committee chairman Zairil Khir Johari, who launched the programme, congratulated IWK Penang under the leadership of Hussain and Operations Penang head Oung Chee Kuan for their initiative. But after the upgrading of the sewage treatment plant at a cost of over RM40 million and completed last year, Hussain said the treated effluent was discharged directly 500m away from the Batu Ferringhi seashore. Before, the discharge was from the plant to the river. Two other rivers in Batu Ferringhi - Sungai Satu and Sungai Emas - were also deepened after the black water incident. Today, Sungai Batu Ferringhi looked much cleaner. And with the Friends of Rivers programme undertaken by IWK, it is expected to be further transformed.

Every child deserves an equal opportunity of acquiring education and this is not something to be overlooked. Bukit Bendera MP Wong Hon Wai who attended the graduation ceremony (high school graduation) of students from Sekolah Menengah Kebangsaan Pendidikan Khas Persekutuan Pulau Pinang (SMKPKPPP) sent forth a powerful message on providing equal opportunities to children especially those with special needs. In Bukit Bendera constituency (parliamentary) there are some 30 over schools but this school is very special for me. Students from different states are studying here. I was informed that the school was established in 1954 and has played a pivotal role in educating thousands of children with special needs. I believe that the education philosophy should be focusing on upholding the No child should be left out philosophy. Every child needs to be given an equal opportunity and space to unleash their potential to the fullest, let it be academically and non-academically, said Wong during the graduation ceremony on Oct 15. Wong also encouraged the children to learn computer skills as it is a universal language which can enable them to communicate with people without any barriers. The language of computer is same everywhere, so I see the need in learning the skills for instance, coding, graphics and so on. Apart from that, it is essential for society to be rich with love and kindness so that we can be of help for each other. Recently, the ministry of education announced that stateless children can get enrolled at schools, this is what I mentioned earlier, No child should be left behind, said Wong. The ceremony saw around 70 Happy moments for the graduates of SMKPKPPP. students with special needs graduating (PMR, SPM and STPM). Also present were Penang education department director Mohd Jamil Mohamed and principal of SMKPKPPP Eshamuddin Abdul Rahim. Buletin Mutiara got an opportunity to have a quick chat with one of the high achievers from the school, Chow Sui Yuan, 18. Breaking the odds, Chow who has hearing impairment and she is also unable to speak was among the recipients of Academic Excellence Graduate award. Chow is the eldest and she has a younger brother. Her father Chow Chean How, 54, and her mother Chan Lay Yean, 52, were brimming with joy looking at their daughter s achievement. With the help of her former teacher Soundradevi Arumugam who interpreted the conversation, Chow shared some insights about herself. When asked about her favourite subject, Chow excitedly said that she likes English and she finds it to be easy. She is also taking a subject from the vocational studies, which is the domestic construction (construction and brick building) for which she scored a B in her SPM trials. Chow who performed well in her trial examination (SPM), targets to get 4 A s in her upcoming SPM examination. On what she is up to upon successfully completing her SPM studies, Chow said she plans to take up her Form Six studies in the same school. Social activities like gotong royong and fun run and walk will continue to improve the relationship of the local communities following Vision THE Penang government has set up a special committee to look into the cause of the fatal landslide in Bukit Kukus. Chief Minister Chow Kon Yeow said the executive council members had agreed with the proposal to set up the special committee. We view this incident very seriously. This special committee will investigate the cause of the landslide and to identify those who are responsible for it. This is the time for investigation to take place as the Fire and Rescue Department and the police have announced the end of the search and recovery operations. The Penang government has also received two reports - each from the Penang Island City Council and the Drainage and Irrigation Department - with regards to the Jalan Bukit Kukus paired road project and the landslide, Chow told a press conference in Komtar on Oct 24. The special committee will be headed by Deputy Chief Minister I Datuk Ahmad Zakiyuddin Abdul Rahman. State Works, Utilities and Flood Mitigation Committee chairman Zairil Khir Johari and an engineer from the State Secretary Office would be part of the special committee. Chow said the special committee would invite the Institute of Engineers Malaysia (Penang branch) to assist the committee. We will also instruct all Penang government agencies to re-examine their infrastructure and building projects. All agencies must review their plan from the start. Re-examine from the design stage to the appointment of contractors. This calling is also for the private sectors - developers and building contractors - so that we can uphold the 2030 as outlined by Chief Minister Chow Kon Yeow recently. Bakhtiar said this on Oct 14 when officiating the event at White Resort at Kampung Genting in Balik Pulau. Joining him was Pulau Betong assemblyman Mohd Tuah Ismail. Some 700 residents from the Balik Pulau community took part in the 5km event, which started from White Resort in Kampung Genting. On a related matter, Bakhtiar said a Pesta Boria will be held from Dec 7 to 9 at Politeknik Balik Pulau. Special committee to probe cause of Bukit Kukus landslide highest standards. Monitoring and compliance need to be asserted, he said. Chow said that the special committee would bring to the attention of the respective professional bodies if they found any professional negligence. Earlier, Chow had instructed the contractor and engineers of the Jalan Bukit Kukus paired road project to provide a report on the cause of the fatal mishap. The contractor and engineers are all responsible to come out with the report on why the incident occurred. We know that the mishap is related to the slope and rainfall, based on the visual inspection. A Commission of Inquiry may not be necessary, but we will discuss this. We will set up the Commission of Inquiry if it is necessary. The inquiry is a lengthy process. Even the inquiry into the construction site incident last year at Lembah Permai, Tanjung Bungah is not completed, he said, referring to the construction site tragedy that killed 11 workers last year. The landslide at the Jalan Bukit Kukus construction site in Paya Terubong has claimed eight lives as of 12.50pm on Oct 22. According to a news report, the 1.56pm incident on Oct 19 occurred following downpour in the state since Oct 18 evening that caused the hilly areas to collapse and slide down bringing the containers and workers quarters to be buried together at the Jalan Bukit Kukus paired road project construction site. Chow said the state government hoped that the Department of Occupational Safety and Health (DOSH) would recognise the need for mitigation and slope stabilisation work to be conducted although the stop-work order has been enforced. I believe that the site is currently Mohd Tuah (black cap) and Bakhtiar (white cap) joining the walkers at the event in Balik Pulau. 16 2 要闻 2018 年 11 月 1 日 15 日 珍珠快讯 首长的日常 文 首席部长曹观友 这个早晨, 我将和槟州发展机构的董事们一起到访峇都交湾 我要求安排这次的访问, 主要是想考察到这个新的综合发展城镇以及槟城下一个工业区的发展情况 午餐过后, 我的行程是会见首相署之下的执行协调单位 (I C U), 紧接下来, 则是出席北马走廊执行局的汇报会 随着政治局势的变迁, 联邦政府旗下的单位越发觉得必须在各州的计划与活动上, 与当地政府保持紧密合作 在过去数年来, 这些单位无法和我们直接联系, 原因是上头早已经下了指示, 他们唯有遵从 我的下一个行程是接见槟州回教法庭的首席法官 过去 10 年来, 槟州政府一直被诬蔑为边缘化伊斯兰和穆斯林, 罔顾他们的福利 然而随着政权的更迭, 这样的攻击已经大大减少了 最后的一个行程, 是和光大太平洋超市的负责人 会谈, 后者面对了一些和州政府有关问题, 有待解决 白天的行程看似结束了, 但晚上的节目正等着开始 一般上, 我们晚上的行程都是出席各式各样的宴会活动 作为首席部长, 我的办公室常常收到排山倒海而来的邀约, 邀请我出席州内的各种晚宴 庆幸的是, 今晚一个晚宴也没有, 原因是普天同庆的九皇大帝宝诞已经开始了 即便不必出席晚宴, 但我的日程还是没有结束, 因为晚上 8 时, 我还需要主持行动党州委会的一项会议 类似如此的会议, 动辄 3 小时, 这意味着当我开完会回到家后, 就已经接近凌晨了 这就是一名首席部长的日常 在我的办公室里, 有一名特别官员专门负责制定我的日程 这不是一件简单的工作, 因为相关官员必须确保首席部长能够履行其作为国家行政部门负责人, 以及若干州政府子公司主席的所有法定职责, 甚具挑战 性 除了州务, 我现在也要出席一些全国层级的会议 作为首席部长, 自动成为一些全国委员会的一员, 因此必须出席这些由首相主持的全国层级会议 上任至今已有五个多月, 我们还是很努力地尽量安排每个行程, 以便满足州内各造的需求 执政初始, 我把大部分精力都投入振兴州内的经济, 并积极和工业界联系 除此之外, 我也有机会参访多个跨国公司的厂房, 以了解他们的营运和如何迈向工业 4.0 之路 我竭尽所能顾全各行各业的经济, 同时也不忘槟州各县的需求, 确保基层都能得到发展 我必须承认, 我无法参加每项活动或满足每次会议的要求 但这些会议让我更好地了解我的责任 希望我们能改进我们的时间管理, 以便使我们拥有更好的工作效率 对话会上的 表演 文 首长新闻秘书张燕芬 不管是什么阶级的政府领导, 敢敢挺身出席对话会, 对我来说, 真的是一件很了不起的事 要站在台上, 面对一窝蜂理性 + 不理性的问题及攻击, 并不是每一个领导人有勇气的 ( 你见过国阵领导出席对话会吗?) 不管是前首长林冠英, 还是现任首长曹观友, 他们从来没有抗拒出席对话会, 甚至在面对有备而来的非政府组织, 一点也不怯场, 逐一回答疑问 所以, 只是情况许可, 我都会选择列席, 看自己的老板怎样 表演 在过去 ( 国阵的年代 ), 不够聪明和不厉害的领导, 往往可以透过官员或助理准备好的内容, 熟背或 照稿念, 就可以混着过关 但是对话会, 考的不只是一个领导人对时事课题的掌握和认识度, 更是回答问题时的急智 脑筋转得不够快的政治人物, 一旦当上了政府的领导, 回答对话会的问题, 就很快 露陷 了 所以, 不只对课题了如指掌, 领导人还需要有 E Q 地回答 有效地控制场面 以下给几个例子, 让大家回味一下或许新闻报导比较难摘录成 新闻的部分 在 槟城 对话会上, 举办了多次连环反交通大蓝图的非政府组织成功排队发问 她说, 兴建道路不是解决交通阻塞的方案 PIL 用地下隧道的方式是不安全尤其是要在水坝和升旗山邻近路过 首长曹观友不愠不火地说, 这个问题我们已经回答了不知多少次 是你们拒绝接受我们的回答 不要讲到一条筑路工程, 好像会把整个升旗山炸掉这样 我们的隧道, 是一寸一寸做, 英文有一个词叫 I n c h i n g, 这边挖了立刻盖隧道, 不是把整个升旗山炸掉来建的 才说完, 全场笑弯了腰 之后, 有一名女性歇斯底理地说, 你们 ( 希盟 ) 不是说要 3 0 % 女性领导人的目标吗, 干嘛行政议员只有一个女性? 你们根本是违诺! 曹首长接过麦克风说, 3 0 % 是我们为自己设下的目标, 但是我问你, 有足够的 ( 女性议员 ) 具资格的人选给我选吗? 不是我不要, 是没有人给我选! 语毕, 全场哗然 除了面对大众的对话, 有时媒体就某一新闻要首长曹观友回应时, 他的回答也是让人震撼的 比如, 有一回, 非政府组织又有新点子 他们召开新闻发布会, 认为一项新的交通概念可行, 吁请州政府展开研究 于是, 采访的记者就很无奈地循例要求首长的回应 那一天曹首长刚好不在槟城, 这种不算太急但又不属于不急的事项, 我们一般选择用手机传讯给首长大人, 看看他要不要回应 才拷贝完, 曹首长那一端就回讯写着, 我们讲得够多了, 是时候落实时 No more study( 不要再研究 ) 提问的记者回问 : 这算是曹观友首长的回应吗? 我们应该写什么? 曹首长回讯, 说 是的, 这就是我的回应 讲够了, 是做的时候了 ( 句号, 完结 ) 留下手机另一端满满感叹号的记者

18 4 要闻 2018 年 11 月 1 日 15 日 珍珠快讯 槟州首长曹观友带领张念群到峇都加湾视察有关被列为校地的地段, 在视察后获得副教长首肯, 初步敲定兴建华小计划 张念群过后在记者会透露, 当地做为新的卫星市, 未来人口预计达到 25 万人, 而当地已经有各源流学校, 却独缺华校, 因此, 她认为, 当地的确有需要兴建华校, 来应付教育需求 峇都加湾确定建华小 新校或光育迁校稍后定夺 威南峇都加湾 6 依格校地确定建华小, 至于兴建新华校或允许作为威北本那牙光育学校迁校, 副教长张念群透露, 她将会和牵涉部门及校方讨论后, 再做出最后决定 张念群 曹观友 吴俊益等人围观峇都加湾兴建学校地段图册 建校料需 800 万令吉张念群冀 3 年后投入运作询及新学校的初步概念, 她认为, 拥有 24 间课室的校园, 是最符合当地需求的学校, 而兴建如此规模的校园, 预计需要最少 800 万令吉 我希望尽快落实这项计划, 让学校能够在 2021 年投入运作 首长 : 州政府全力配合另外, 曹观友强调, 州政府将给予全面支持, 以求尽快让计划成功执行 威南及威中一带发展迅速, 许多新住宅区的兴起, 导致这些地区的学校开始供不应求, 我们早前也接到发展商报告, 指出在这些新区兴建学校的急迫性, 所以我们将配合当局, 让计划能够在最短时间内进行 他补充, 地段确定下来后, 将有两大问题需要再次讨论, 既建校的经费问题和选择兴建新华小或搬 迁光育华小, 当局必须对此做出抉择 他说, 早前有关地段仅接到兴建新校舍申请, 唯在较后光育华小释出迁校意愿, 在接获两个校地申请的情况下, 当局必须在权衡之后做出选择 一旦这些问题达成共识, 我相信教育部很快就能宣布建校细节 教育部副教育部长张念群宣布拨款 100 万令吉予益华小学作为建校基金, 并赞扬益华小学是全槟第一所推动特殊儿童教育的学校, 希望新校舍会将特殊儿童的需要纳入考虑 她日前在巡视南华医院街益华小学时, 如是指出 她说, 教育部非常看重拥有特殊需求的特殊儿童, 希望为他们打造一个更优良的学习环境 目前在马来西亚教育体系里, 大约有 8 万名的特殊儿童是在政府学校就读, 其中 40% 的特殊儿童是在 融合教育 (Inclusive Program) 里与其他普通的学生一起学习 她说, 政府的目标是希望在 2025 年时, 有 70% 的特殊儿童进入主流课室学习, 让他们觉得自己也是正常的学生, 增加他们的自信, 与此其同时也让主流班的学生知道, 社会上是有一些人需要给予关怀的 改善特殊教育素质她强调, 教育部未来会进一步改善特殊教育的素质, 并放眼明年推出中文和淡米尔文特殊儿童教材, 让他们能够以母语学习, 改善他们的学习效应, 希望社会人士也可积极协助与关心这些特殊学生, 让他们可以有舒适的学习环境 [ ] 张念群访益华小学拨 100 万充建校基金 祝友明 : 明年展开建校随着部长宣布拨款, 益华小学董事长拿督祝友明表示该校建校工程明年可以展开, 预计在两年后落成, 于 2021 年在新校舍上课, 打造绿色建筑与高科技教学学校 他说, 益华小学建校需耗资 2200 万令吉, 目前已经筹获 1900 万, 尚需 300 万令吉的建校基金会透过各种管道继续筹款 益华小学是于 20 年前开始有迁校的梦想, 获得槟州政府在槟岛西南区拨地 4.3 英亩, 在州教育局局长的协助下于去年 3 月 28 日获得迁校准证, 而第一阶段新校舍可以容纳 1200 名学生 章瑛 : 明年拨款予国民学校槟州行政议员兼华校事务委员会主席章瑛说, 尽管联邦政府及州政府如今有同一阵营执政, 但州政府非旦不会减少发给国民型学校及教会学校的拨款, 还将在明年增设 300 万令吉拨款给州内国民学校 每一个孩子都有接受教育的权利, 而政府的大方向就是要对每一个孩子公平, 无论是普通学生或特殊学生 益华小学校长李淑君说, 益华小学共有 10 个班级,76 名学生, 其中 6 班为主流班及 4 班为特殊儿 童班, 但由于课室有限, 一些学生只能在礼堂上课 益华小学是自 2012 年获得教育局批准开设全槟第一间拥有特殊教育的学府, 但却因此而被华社标签为 特殊学校, 因此目前共有 31 名特殊学生在特殊班上课, 而 21 名特殊学生则在主流班学习 出席者包括槟州首席部长曹观友 槟州教育局主任莫哈末查米尔及迁校委员会主席拿督林秋雅等人 益华小学外观

24 10 要闻 珍珠快讯 2018年11月1日 15日 师生齐心协力 颍川小学缔神奇绿色之旅 微型学校志气高 师生团结一致 把校园当成家园 打造有机蔬果园及绿色景观 让大家在心旷神怡 绿意怏然的环境下上课 更为他们带来2018年绿色学校竞赛槟岛区小学组冠军 缔造神奇绿色之旅 报导 黄文慧 摄影 罗孙庭 这所令人惊叹的学校 就是六条路颍川小学 他们 在环保工作上的用心 赢得了各界的肯定及赞许 更有来自韩国的教育组织 Arts-Ed 特地前来该 校进行分享与交流 除了教授基础教育外 颍川小学校长孙秀娇和老 师们相当着重培养学生的环保意识 使学生们在 自然的环境中培养自己的智慧 成为环保的领军 者 在绿色理念主导下 该校师生们都习惯了节省能 源 垃圾源头分类 再循环工作及为校园进行绿化 工作等 蔡老师及朱老师在接受 珍珠快讯 专访时表 示 万事起头难 要打造绿色校园必须付出时间 精神与永续努力去进行 我们在2015年才开始参与绿色学校竞赛 由于 缺乏经验 首次参赛仅获得参与文凭而已 只有54个学生 9位教职人员及1位校长的颍川小 学 在数10位前校友及董事部成员协助下 种植了 各式各样有机蔬果如番薯叶 茄子 羊角豆 四季 豆 辣椒 香叶 苋菜 葡萄 百香果等 商家有意购花草 师生们也响应绿色学校节源的举措 他们在早 蔡老师及朱老师说 目前已有一家来自亚依淡的 上9时才开风扇 且每个教室都置放了6个分别有 花圃商将向校方购入师生们所种植的花草 所有 着白纸 颜色纸 玻璃 塑料 铝罐及铁罐标签的 回收桶 鼓励学生从家中带来可再循环的物品 再 收入将用来推广该校的绿色计划 此外 校方也打造了一个在花园旁的阅读角落 那 将那些物品进行分类 些精美桌椅都是校友们用回收板制造而成 学生 朱老师表示 校方把所有的回收物变成黄金 这 们也乐于在綠意的花园旁阅读 这让他们在阅读 些所谓的 黄金 都用来充作绿色基金 用来购买 植物 花盆 泥土等 当儿也能感到一丝绿意 心情更愉悦 收集雨水灌溉 孙秀娇挺州政府倡导健康生活 蔡老师说 校方也视雨水为珍贵的天然资源 他们 把雨水储存在鱼缸里 再由自动浇花器抽取鱼缸 里的雨水 自动为花园里的花草进行浇水工作 这 让师生们省略了不少时间 为了慰劳参与绿色计划的全体师生 校方也会举办 自助餐及将可收成的蔬果与同学们分享 让他们尝 试自己种植的蔬果 若有多余的蔬果则会分给家 长 颍川小学校长孙秀娇非常支持槟州政府所倡导的 健康生活 让槟城成为更清洁 绿意 安全和健康 的州属 她为了鼓励更多学校参与环保行列 也经 常在百忙中以身作则前往不同的学校与他们分享 与交流绿色计划的心得 师生在校园里种植了各式各样的蔬果 校方化腐朽为神奇 以废弃水管种植花草 学生开心收割已成熟的羊角豆 细心照料 自制堆肥 蔡老师透露 绿色计划已从2015年持续至今 师 生们都会在每逢星期三课外活动时间 各司其职 负责清除杂草 枯叶及进行施肥工作等 此外 学 生们还在学校四周进行景观设计 造就更舒适环 境 颍川小学的师生们也自制堆肥 校园里的花草树 木及蔬果在师生们的细心照料及适当施肥灌溉 下 茁壮成长 当被询及是否有意于未来出售自制 堆肥 两位老师表示 若有多余的堆肥 校方或许 会在未来出售堆肥充作学校基金 起初所制造堆肥方法并不是那么正确 但我 们很庆幸获得了来自 Happy Move好人好事快乐 网 的特工队前来学校用了3个月的时间教导师生 们以正确的方式自制堆肥 颍川小学阅读角落旁的小花园

25 珍珠快讯 2018年11月1日 15日 要闻 11 老师们用心的使用废物设计及制作成的创意游戏 让 孩子们玩得不亦乐乎 辅友小学在全校师生 董事 家长的通力合作下 在2018年槟岛校 园资源回收运动中获得3大奖项 环保概念渗透教学与校园 辅友小学用心耕耘绿色 位于槟城乔治市喧闹市区里的百年学府辅友小学 占地只有0.8依格 小小校园虽然没有旷阔的草场 也没有绿意盎然的大树 但辅友小学全校上下都非常注重环保 并将此概念渗透到教学和校园每个角落 报导 冯芷芸 摄影 程晋玮 辅友小学校园内每个角 落都有小小回收站 不难 看出师生们的用心 获得最 具创意资源回收角落优生 奖 左起 何丽晶 周慧 萍 陈冰丝及骆惠霞 为了方便浇灌校园内的植物 学生们构思并 制作了浇水桶手推车 方便日常使用 不仅如此 年年获奖的辅友小学更是在槟州政府 举办的2018年槟岛校园资源回收运动中 从49所小 学中脱颖而出 获得小学组季军 每名学生平均回 收量84.7公斤 最高铝罐回收奖 2064公斤 以及 最具创意 资源回收角落 奖 满载而归 珍珠快讯 记者到访这所 绿色学校 映入眼 帘的虽然不是一片绿油油的环境 但深入采访后 无论从环保走廊 教学器材 校园美化布置 创意 资源回收角落到小小生态园 都可看出师生齐力打 造绿色环境的用心 辅友小学校长周慧萍受访时说 本身掌校虽然只 有短短一年 但是在来到辅友小学后 看到全体师 生 家长和校友们积极参与环保 身体力行的精 神 让她倍感惊讶 因为他们之间已经达成了一定 的默契和共识 我之前在北海光华小学执教 虽然学校也有进 行环保活动 但是辅友小学的环保概念与活动进 行得非常彻底 真是让我大开眼界 若往后本身被 调往其他学校任职 我也会将辅友小学的绿色文 化 带到其他学校去 由于时代的进步与电子产品当道 她认为现在的孩 子们都缺乏了环保意识 但是在学校里透过利用废 物制作 新产品 以及参与创意游戏 可让环保的 概念深深烙印在他们心里 成为生活中的习惯 透过环保活动 会让孩子们知道垃圾其实有它 的价值 是可以变成 黄金 的 现在很多学生们在 喝完罐装饮料后 都会找分类垃圾桶丢弃 不会随 意乱丢 她说 灌输环保意识必须从小做起 例如辅友幼儿 园的小朋友们已经开始学习垃圾分类 教师们在日 常教学中也会灌输他们爱护环境的重要性 而当这 些孩子们来到小学时 就已经有这种认知了 辅友小学的环保运动做得非常成功 因为不仅是 老师和学生在做 就连董事 校友 家协以及学校 和附近的邻居与商家 都会自动自发的将回收物品 送来学校 积极响应 这已经成为他们的习惯 她也透露 学生在放学回家后 也会把这些知识和 概念 传达给家人 父母以及兄弟姐妹等 进而影 响更多人加入环保行列 环保收入回馈学生 从2013年开始参加创意环保运动的辅友小学 6年 以来所获得的奖金已经多达1万7500令吉 而售卖 回收物品的收入也高达5万令吉 除了为学校节省 了日常开销 也让校方有多余的资金回馈到学生身 上 环保教师陈冰丝说 学校大约有80%物品 都是透 过废物循环利用 加上老师和学生们的创意制作 出来的 包括黑板擦 练字板以及教材道具等 就 连灌溉校内花草树木的道具 也是学生们集思广 益设计而成 老师鼓励学生创意思维 另一环保教师骆惠霞则说 学校不仅仅是进行环 保运动及灌输环保概念 透过环保手作及创意游 戏 老师们也鼓励学生们进行创意思维 培训他们 往后在面对各种事情时 要学会 变通 在收集那么多的再循环物品后 我们会让学生们 自由发挥去思考如何运用这些物品 若有不错的意 见 老师们也会采纳他们的创意概念 并制作成品 及游戏 他们会因此而感开心和成就感

29 珍珠快讯 2018年11月1日 15日 要闻 15 北海迟钝儿童中心入不敷出 彭文宝允设法解负担 北海迟钝儿童中心每个月都入不敷出 槟州行政议员彭文宝承诺寻找方案 减轻该中心的负担 据知 有关中心每个月的行政开销高达1万5000令 吉 这些开销都依靠着善心人的捐献 才能维持该 中心营运 为特殊儿童提供学习场所 有鉴于此 彭文宝说 他将与相关部门的官员商量 以尽力争取拨款协助该中心 彭文宝是于日前 为该中心的北海特殊智能工作坊 主持开幕时 这么指出 彭氏补充 目前该迟钝儿童中心的学生 每个月都获 得150令吉的补助 其中50令吉则是他们的学费津 贴 另外 政府也会每年给予3万9500令吉的膳食津贴 以减轻该中心的负担和让特殊儿童们有更好的环境 学习 北海迟钝儿童中心主席伍梦隆指出 新成立的特殊 智能工作坊耗资70万令吉 并在去年开始投入运作 目前有27名特殊人士工作 而大部分是该中心的前 学员 他介绍说 工作坊底层作为烘培室 目前有10名工作 人员 而楼上则是加工厂 是该中心聘请特殊人士进 行简单的商品包装所用 工作坊时间从上午9时至下午1时 我们通过测试录 取这些能够胜任工作的特殊人士 而他们也可以申请 特殊人士就业补助金 槟州行政议员孙意志也呼吁更多商家给予机会特殊 人士 聘用他们进入职场让他们和常人一样工作 我希望商家们最少能提供5%至10%的就业机会 让 特殊人士能够有工作 彭文宝 右二 及孙意志为北海特殊智能工作坊主持开幕 特殊智能工作坊让特殊 人士有机会投入工作 [ 掌管青年体育委员会的槟州行政议员孙意志强 调 负责筛选及训练槟州州手参与大马运动会 的体育团体 不能在舒适圈中停留 反之应该即 刻开始投入工作 为提升州内的体育项目素质 而努力 他透露 该会在检讨霹雳州大马运动会成绩得 失后 决定通过3个方案改善州内的运动氛围 即策划更多体育青训活动 运动团体长期营运 计划和配合及重审教练素质 他是在霹雳州马运会成绩解剖报告出炉后 在 记者会上分析槟州在马运会中的整体表现时 向州内的运动团体喊话 要团体与该会全力配 合 积极备战来届马运会 点名田径脚车篮球表现差 ] 马运会成绩解剖报告出炉 孙意志提3方案改善 的协会一起合作 让槟州田径回到巅峰 在教练这一领域 我们已鉴定了数个项目 决定聘请新教练增强这些项目的运动员素质 如田径 脚车 射击 游泳 羽球及空手道等 欢迎教练来槟执教 他欢迎从事上述项目的教练来到槟州执教 至 于其他项目的教练 他也希望能够接到推荐 一 旦该会认为有必要 都将会给予考虑 我希望教练们 尤其是来自槟州的子民 能够 回到这里来贡献自己的力量 一起推动州内的 体育发展 有意成为该理事会的教练 可以联 系 或 询问详情 或电邮履历 至info.msnpp@gmail.com及soonlipchee@ penang.gov.my 他也点名此次马运会中表现不佳的项目 如田 径 脚车和篮球 其中田径作为槟州曾经的体育 强项 如今表现却差强人意 因此 槟州体育理 整体成绩虽进步仍存弱点 事会有意成立一个田径特别小组 和负责田径 槟州在霹雳州马运会中共参与29个项目 其中 11个项目贡献金牌 总成绩为32金 30银及30 铜 整体成绩超越上届马运会 其中 柔道 游泳 空手道及体操贡献最多金 牌 四个项目共赢得21面金牌 孙意志指出 霹雳州大马运动会槟州整体成绩 虽然进步 但他们在检讨后发现州内的体育发展 仍然存在弱点必须改进 为此 他已会见负责各 个项目的团体 与他们商讨提升运动员素质的 方案 我们必须现在开始行动 而不是为了失败寻 找借口 看不到自己的弱点就永远不能进步 他强调 本身希望能够打造槟城人的体育队 伍 因为这样才能有效的提升州内的体育素 质 而非通过拉拢来自其他州属的强力运动 员 来让州内的夺奖数目增加 但实际上州内的 运动素质却得不到提升 他促请州内的体育团体和该理事会全面配合 让槟州的体育在未来能够更进一步

40 November 1 15, MGS marks 46th Oktoberfest Story by Danny Ooi Pix by Law Suun Ting THE 2018 German Oktoberfest, which entered its second day on Oct 20, was made merrier with the presence of Chief Minister Chow Kon Yeow and Finance Minister Lim Guan Eng. Also present were the honorary Consul of Germany Datuk Hans Brenner and president of Malaysian German Society (MGS), Petra Muller. The chief minister said the evening marked the 46th year of Oktoberfest in Penang. It is my utmost privilege to join the celebration as the fifth Chief Minister of Penang, he said when addressing the crowd at the Oktoberfest 2018 function held at the MGS compound in Jalan Air Itam. Chow added the fact that MGS has been continuously organising this traditional German festival in Penang for decades with great success is not only a celebration of German culture, but also a reflection of brotherhood, family and togetherness. While detractors tried to disrupt last year s Oktoberfest celebration in Kuala Lumpur, we were fortunate that the German community and friends in Penang stood united in rising to the challenge to make Oktoberfest here, better and safer. Where unity is concerned, I would like to congratulate the German community in Penang and worldwide for having celebrated the German Unity on Oct 3, 2018, Chow said. Chow expressed his hope that MGS continues to be the bridge that enables the intercultural exchanges between Germans and Malaysians. He also thanked the organising committee and all parties involved in ensuring Oktoberfest remains an annual event. THE Malaysian Secondary & Primary Property Exhibition (MASPEX) 2018 Penang is back for the sixth time this year and will be held from Oct 25 to 28. According to its organiser, the Malaysian Institute of Estate Agents (MIEA), the event will be the largest and most successful MASPEX ever as the exhibition will feature more than 15 real estate firms and two prominent local developers offering 5,000 plus primary as well as secondary properties. Most listings are for homes priced from RM250,000 to over RM1,000,000. Speaking to the press on Oct 22, exco member for Local Government, Housing and Town & Country Planning Jagdeep Singh also expressed his hope for the federal government to come up with solutions to the high rejection loan rate affecting first-time home buyers. One of the issues I brought up at the National Housing Council meeting chaired by the deputy prime minister, is that Penang calls for the federal government to address the high rejection rate of loan application by firsttime home buyers. I will repeat the call because it is not something new as I called upon the former regime as well but nothing happened. The biggest challenge for the property sector is the high rate of loan rejection. I can speak from my personal experience where the state government is concerned. The state government also has public housing projects under the low-cost and low-medium cost categories and yet, there s a high rate of rejection rate for loans, what more for the non-affordable? IAP requests state govt funds for multipurpose hall project A TOTAL of 15 representatives from the Indian Association Penang (IAP) made a courtesy visit to Chief Minister Chow Kon Yeow at his office on Oct 12 and shared some details concerning the association which was established in IAP president A.L. Nathan briefed Chow on the activities conducted by the association thus far and also on its upcoming programme such as the Literary Competition for Tamil school students. Nathan also highlighted one of the major building projects currently undertaken by the IAP at Jalan Bagan Jermal in Pulau Tikus. Our project is divided into two phases. Phase one is the four-storey building which is almost 78% completed and the second phase is the construction of a multipurpose hall which is 25% completed, said Nathan. Further elaborating on the matter, Datuk P. Kuvenaraju, who s IAP vice-president, stated that phase 2 is a significant project for IAP as till now there are no multipurpose halls in Penang which belong to the Indian community. The multipurpose hall is not meant for IAP members only but for the community but we are unable to continue with the project due to lack of funds. We are now seeking financial assistance from the state government to enable us to revive the project, said Kuvenaraju. Responding to the matter brought up by the delegates, Chow stated that he will look into it upon receiving an official letter from the association pertaining to the request for financial assistance.

42 16 November 1 15, 2018 MBPP to pay SST imposed on its parking lots THE Penang City Council (MBPP) has agreed to bear the Sales and Service Tax (SST) imposed on fees at the parking lots under the supervision and management of the council. MBPP mayor Datuk Yew Tung Seang (pix) said this is just like how previously, the council had agreed to absorb the Goods and Services Tax (GST) imposed on MBPP s parking services. This is similar to GST where we had agreed to bear the cost of its implementation involving parking spaces managed by the council, said the mayor in a press conference after the full council meeting held on Sept 27. According to Yew, effective Sept 1, under Group I, Article 4, Table 1 Service Tax Act 2018, whoever manages or provides parking space with parking charges is subjected to SST. Meanwhile, MBPP treasury director, Suhaida Kamalul Ariffin explained that the council will pay 6% of the total collection of parking coupons and monthly passes. Roughly, if one month the council collects about RM600,000 from the sale of parking coupon and monthly passes, 6% from the amount will be paid to the government, she said. This means the council will be paying around RM36,000 per month for the SST imposed on its parking spaces. Motorists can get the parking tickets and monthly passes at their usual price. Famafest held for first time in Penang THE Federal Agricultural Marketing Authority (Fama) organised the first Penang Famafest on Oct 6 at the Bukit Jambul shopping complex. Around 45 booths together with five food trucks showcased their products at the Penang Famafest which was launched by Batu Uban assemblyman A.Kumaresan. This is the first time Fama is holding such an event in Penang and I am glad to see it taking place here. Through Penang Famafest, our local entrepreneurs can showcase their products, he said during a press conference held after the event was launched. PDC to adopt QLASSIC, SHASSIC safety standards THE Penang Development Corporation (PDC) will be adopting the Quality Assessment System for Building Construction Works (QLAS- SIC) and the Safety Health Assessment System in Construction (SHASSIC) in its construction projects. Construction Industry Development Board (CIDB) Malaysia and PDC signed a Memorandum of Understanding (MoU) in Komtar on Oct 24 to empower the quality and safety of the building industry in Penang. CIDB Malaysia senior general manager Datuk Elias Ismail thanked the state for its commitment through PDC to increase the standard of building industry in Penang. The building sector is one of the economic growth drivers in Malaysia. It is important to ensure that the quality and safety standards of the building industry are in line with the Construction and Industry Transformation Programme (CITP) I would like to congratulate PDC for adopting the QLASSIC assessment in its Suria 1 affordable housing project in Bandar Cassia. The project managed to obtain a score of 74%, a score which is higher than the 61% threshold for public housing projects. The threshold for private housing projects is 66%, he said in his speech. This base which was built in 1973 with an area of 22 acres holds a historic significance and serves as a training ground for officers and now needs some serious attention in terms of its basic amenities. During the British colonial days, a shooting range was built here and hence this area (Padang Tembak) was known as Rifle Range. So, today with the current political reforms taking place at the federal level, we have got the opportunity to pay a courtesy visit to the squad and I think it is important to look into the welfare of the FRU personnel, said Wong. According to Wong, the FRU Unit 3 quarters are in dire condition and need to be upgraded so as to provide a conducive living environment for 305 residents. I will be bringing up the matter during the next Parliament session. This is also as a gesture of showing appreciation to the FRU squad for their Promise of better facilities for FRU Unit 3 significant contribution in maintaining public order, said Wong upon visiting the quarters. MPSP president Datuk Rozali Mohamud and council secretary Rosnani Mahmod were among those who participated in the forest activities. Speaking to reporters afterwards, Rozali said his administration organised this forest bathing programme, the sixth for this year, to promote the benefits of the activity to Seberang Perai residents. Various diseases can be controlled through this forest bathing activity besides enhancing body immunity, reducing blood pressure and stress, enhancing positive moods, accelerating healing from distress and pain, increasing energy and improving sleeping quality. As there are various health and recreational benefits, besides contributing towards conservation and preservation of the environment, this forest bathing programme has been listed as one of the programmes under the MPSP Strategic Plan Year , and will be held six times a year, he said during the programme at Bukit Mertajam Forest Park, Cherok To Kun on Sept 29. It is understood that the concept of forest bathing or mental therapy was first introduced in Japan in the early 1980s, as Shirin-You. So said Long Soo Keat, 49, who was revived after suffering a sudden cardiac arrest on Sept 1 by five students from Chung Ling High School (CLHS). Long was about to walk out of the school football field when he abruptly collapsed. The five students Gabriel Soon Chai Long, 16, Liong Jun Yong, 16, Shaman Suresh, 14, Ansley Tan Zhong, 14, and Tang Yi Ze, 14 were coincidentally on duty as members of the St John Ambulance during the CLHS alumni football competition and immediately attended to him. They performed cardiopulmonary resuscitation(cpr) and also used the school s automated external defibrillator (AED) to keep Long s heart beating. I had been playing futsal for the past two years and I had never felt any discomfort. On that particular day, I had probably overstretched myself in the second match. I didn t know what happened after I blacked out and only regained consciousness after three or four days in the hospital, Long said. That was the first time I had a cardiac attack and I wish there will never be a second time. I m grateful that I m now normal. Long was so delighted to meet his rescuers for the first time on Oct 9 that he hugged each of them during the mass CPR-AED programme that was held at the pesta site in Sungai Nibong. He was among the 1,100 participants for the half-day programme which was officiated by state Agriculture and Agro-based Industry, Rural Development and Health Committee chairman Dr Afif Bahardin. If the boys had not performed CPR on me, my brain would have been damaged after four minutes. I am really, really very lucky because in Malaysia, I was told that the survival rate is only 1% and I m in that 1%. God has arranged everything for me to live on. To show their appreciation of the help given to Long and the importance of having an AED, Long, on behalf of his Class of 87, donated two cheques totalling RM17,000 one to Chung Ling High School (CLHS) and another to Penang Hospital Blood Bank for them to purchase an AED machine each. Present to give Long the moral support at the event were his CL87 classmates like Tan Joo Teik, Choong Shuit Thang, Lim Kee Seah, Khaw Fook Soon and Tan Su Zoo. Long, who now restricts himself to walking exercises, and his wife, Lim Chun Siew, 38, are real estate agents. They have three children, aged 14, five and three. Penang Heart Safe Programme chairman Datuk Dr Luah Lean Wah said it is vital for sudden cardiac arrest (SCA) survivors to see a cardiologist for a checkup. For Long Soo Keat s case, he actually had a coronary artery disease. He had a triple vessel disease. That s why after surviving, he immediately went to see a cardiologist to get the blocked vessels stented. Not all SCA survivors have blocked vessels. Sometimes, it could be due to overexertion or electrical disturbances of the heart. It could be a one-off thing. It may not be due to the heart like electrolyte imbalances or excessive sweating. 46 November 1 15, Call to probe needle in banana news Story by Danny Ooi Pix by Law Suun Ting BATU Lancang assemblyman Ong Ah Teong hopes business of hawkers in market complexes in Fettes Park, Batu Lanchang and Jelutong will not be affected over the recent fake news concerning the case of needle in banana sold in these places. Ong told the media that on Oct 9, he received the video clip of the fake news via his WhatsApp. I feel that I need to make a police report over the case, urging police to investigate this viral message of needles found in bananas sold in several markets in Fettes Park, Jelutong and Batu Lanchang. Following the spreading of the news, Penang residents now fear for their safety, Ong told newsmen at a press conference held in front of the Northeast district police headquarters in Jalan Patani on Oct 11, after lodging the report there. Joining Ong at the press conference was Jelutong Hawkers Association secretary, Chew Kok Guan. Elaborating further, Ong said he received the WhatsApp message with the photo of a needle stuck inside a banana and the voice of an unknown woman speaking in Hokkien alleging that her friend became a victim after she bought the banana in Batu Lanchang. KDU Penang makes it into Malaysia Book of Records THE School of Hospitality, Tourism and Culinary Arts of KDU Penang University College made it into the Malaysia Book of Records for successfully completing the Most Number of Mocktails Serving challenge. The team comprising 18 students and their lecturer Prakash R.Jegathesan made a total of 801 mocktails within 40 minutes. The challenge was held on Oct 6 at KDU Penang in conjunction with KDU s Technicolour Multicultural Festival. Deputy Chief Minister II Prof. P. Ramasamy and exco member for Tourism Development, Heritage, Culture & Arts Yeoh Soon Hin were among the guests present during the festival. Also present were office manager of Malaysia Book Records Lee Pooi Leng and vicechancellor of KDU Penang University College Prof. Dr. Chong Beng Keok. When approached by the Buletin Mutiara team, Prakash said they trained intensively for three weeks to take part in the record breaking event. It was my dream to take part in this challenge, I had the idea since 10 years ago and eventually this year everything fell into place. I felt that this batch of students was ready, thus we took up the challenge and now we have won it. Organised by Malaysian Cat Club, the festival was a family-friendly and animalthemed event, which aimed to raise awareness on pet care and responsible ownership. Among the activities at the event were cat grooming tips and talk. A vet was also present to meet pet lovers who need advice on pet care. Pet lovers also participated in the cat competitions, cat fashion show and best cat grooming contest. The competition was deemed international level for the judges were flown in from the United States and Europe to preside at the show, said Malaysian Cat Club president Khalid Rashid. 47 November 1 15, MBPP committed to planting more saplings Story by Tanushalini Moroter Pix by Alissala Thian THE Penang Island City Council (MBPP) has been taking various initiatives to make Penang cleaner, greener, safer and healthier. Planting saplings of shade trees around Penang island is among the efforts undertaken by the council for the past 10 years and till September this year, 363,676 saplings have been planted here. Currently, the council has planted 11 saplings of shade trees by the river bank in the constituency of Sungai Pinang. On Oct 7, MBPP mayor Datuk Yew Tung Seang, Sungai Pinang assemblyman Lim Siew Khim, Komtar assemblyman Teh Lai Heng and MBPP councillors took part in the planting of raintree saplings, or Samanea saman (pokok hujan-hujan), near Sungai Pinang river bank situated in the vicinity of Jalan S.P Chelliah. The mayor stated that MBPP and Seberang Perai Municipal Council (MPSP) are committed to planting 100,000 tree saplings in the island and mainland. MBPP will undertake onethird of the target, MPSP onethird and the rest by the Forestry Department (Penang). A flood mitigation project for Sungai Pinang river is coming up here next year, so what we intend to incorporate here is, the planting of the raintrees and we want to play a part in beautifying the place. The trees that we are planting are raintrees which will provide us shade, as it will grow to a canopy-like shape. The river banks normally have maintenance access for The MBPP squad also helped to plant the raintree saplings. Department of Drainage and Irrigation (JPS), so we also want to take this opportunity to turn the maintenance access into a jogging and cycling track. Tanjung Run marks 32nd year of celebrating governor s birthday THE Penang Amateur Athletic Association continued its tradition of organising the Tanjung Run in conjunction with the birthday celebrations of Governor s Tun Abdul Rahman Abbas. Held for the 32nd year, the 10km run saw some 700 participants gathering at the start line at Sepoy Lines road on a warm and bright Saturday morning. The governor s official residence (Seri Mutiara) was part of the route for the race where the runners had to pass it and return to Sepoy Lines road (finish line) to complete the race. State executive councillor Yeoh Soon Hin who represented Chief Minister Chow Kon Yeow at the prize-giving ceremony commended the association s initiative to promote a healthy lifestyle through events such as this. The run is a good example where we are celebrating the governor s birthday, engaging in physical activities and contributing to the community programmes through the proceeds, a 3-in-1 package. Free haircut for 120 folks ABOUT 120 residents, young and old, from Desa Mawar in Air Itam received free haircut from Hairstory International on Oct 10.
