This article makes a bird view to t he source, forming and evolutio n of western co nstit utio nal democracy, which supplies a backgro und to t he relatio n be2 tween constitutional democracy and economic develop ment. After an analysis to t he word constit ution in western states as well as Chinese, t his article makes a historical review to constit utional democratic polity in England, France, and Germany. In conclusion, this article makes an analysis on t he reason t hat legal system created in constitutional democratic polity in modern Europe.
