No.39 第十卷第三期中華民國 103 年 10 月 The Correlation of Core Capability of Public Policy Examination and the Political and Economic Development Abstract Yu-Tou Hsieh Yu-Ying Kuo The public policy is problem-solving oriented, which highly affected by the change of politics and economy. In terms of politics, Taiwan has transformed from an authoritative political power to democracy. It has gone through Martial Law, end of Martial Law, direct presidential election, alternation of political parties in power. With respect to the development of economy, Taiwan has transformed from planned economy to market economy. Along the process of democratization and economic liberalization, the core capabilities of public policy have changed. Civil servants are the ones who formulate, implement, and evaluate public policy. This study analyzed the type and content of public policy subject in national examination over two decades and concluded that democracy consolidation, policy marking and advocacy coalition, economy liberalization, and public-private partnership are the primary core capacities of public policy.
