There are some problems existing in China's bonded logistics surveillance. In view of the existing problems and on the basis of learning from the useful experience of foreign countries, we should comprehensively sort out and perfect the legal system of bonded logistics supervision, optimize and adjust the operation mechanism of bonded logistics supervision, and promote the innovation system reform of bonded logistics supervision in pilot free trade zones. The economic strength of 39 poor counties is very differentand the train of thought of cultivating and developing characteristic industries should also be different. By using the evaluation index system and principal component analysis and cluster analysisthe economic differences of 39 counties are classified into stronggeneral and weak levels. The cultivation and development of characteristic industries at all levels are as followscounties with strong economic strength should give full play to their regional location and resource advantages; general counties should focus on market -oriented; weak counties should focus on tourism and modern agriculture. Each county should also implement different strategies at different stages of its characteristic industrial development. In the initial stage of characteristic industrywe should concentrate on selecting one or several key advantage industries. In the development stagewe should pay attention to introducing industry associations and productivity promotion centers to promote the growth and development of enterprises.
