2012-01-31 100871 Zangzu, Kangzu or Bozu: The Discourse Politics of Ethnicity in Khams during Republic Era Wang Juan Abstract: During the period of the Republic of China, there were three means to define the ethnic classification of indigenous population in Khams: Zangzu, Kangzu and Bozu. These three names came from three different political powers respectively - the central government, Liuwenhui s Xikang province government and the indigenous ethnic elites, such as Gesangzeren. This paper regards these three means of naming as three kinds of discourse, and the divergence reflects the competition among these three powers which had different backgrounds, positions and political claims. By making an analysis of such a discourse combat, this paper attempts to explore an approach to better understand the political change and ethnicity process in Khams during the Republic era, and further to reveal how ethnicity - as a historical phenomenon - emerged and got its political implication gradually during the process of China s transformation from a traditional dynastic empire to a modern nation state. Key words Khams ethnicity discourse Northwestern Journal of Ethnology Positive Experiences and Negative Lessons Brought by Western Racial or Ethnic Preferential Policy in Western Educational Field - An Example of Affirmative Action Wang Fanmei Abstract: The author probes into what kinds of positive experiences and negative lessons brought by Affirmative Action, a racial or ethnic preferential policy in western educational field. The American experience tells that, when necessary, a government can use racially or ethnically conscious policy to narrow the socio-economic disparities existing a- mong various ethnic groups. However, as long as these disparities are getting smaller over the time, the intervention policy should be stopped at the end. Moreover, the government should be able to make sure the flexibility of implementation of the policy and to avoid the issues such as Reverse Discrimination and Stigmatization. In recent years, the fact that Affirmative Action goes into trouble tells us two things 1 when a racially or ethnically conscious policy is supposed to be stopped, a long transition period is necessary; 2 preferential policy cannot only focus on those applicants who apply for higher education, since the disparities of fundamental education existing among various groups are the key to the problem.
