, 33,,,,,,,;,, 34,, Abstract :Administrative contract is a special form of act between administrative act and civil contract. It consists two variables : the degree of consensus and the existence of power elements similar to that of ad2 ministrative act. Therefore, administrative contract should be defined as : Consensus on the creation, change and extermination of legal relationship with a subject of administration as one of the parties. An administrative contract can be established only when it contains elements of both variables. 33:,, 34Cf. Carol Harlow & Rechard Rawlings, op. cit., p. 210. 65
