Rethinking Liberty On Sen s impossibility of a Paretian libertarian theorem Su Zhenhua & Zhao Dingxin 48 Abstract Amartya Sen s impossibility of a Paretian libertarian theorem proves that there exist conflicts between two seemingly self-evident principles minimum liberty principle and Pareto principle. The theorem implicates a meta-question what is the basis of determining liberty In order to eliminate the paradox of the theorem some proper preferences should be formed. The rationality liberty and right boundary of preference are generated dynamically in historical process and are adjusted in different historical periods of social development. Understanding the theorem is of great practical value in analyzing the various right conflicts that china is faced with nowadays. Collective Consultation and the Governance of Labor Relations under State Dominance The strategies and practice of index management Wu Qingjun 66 Abstract Based on State dominance China has practiced a model of collective consultation completely different from Europe and the United States. The objective of Chinese government is to take both employers and labor into legal framework during collective consultation. However the State s regulation on labor relations is not simply through control and coercion but attempts to design legal and contract standards to regulate both employers and labor. Index management is the key strategy for the State to promote collective consultation. Local governments and trade unions have mobilized various resources to increase collective contracts centered around index goals. In practice the third party role of local governments has changed and the representative role of trade unions has been enhanced. The nature of collective consultation has been transformed from the game between labor and capital to the bargaining between government trade unions and capital. The Factors Shaping the Outcomes of Collective Actions A comparative study on three collective action cases Yu Zhiyuan 90 Abstract This article compares three policy advocacy campaigns in China s healthcare policy domain and examines factors leading to different outcomes of those collective actions. The three cases include Hepatitis B carriers anti-discrimination campaign hemophilia s patients collective action seeking compensation for being af- 243

25 fected by HIV /AIDS through contaminated blood products and the policy campaign seeking compensation and justice initiated by the patients who got infected with HIV / AIDS through hospital transfusion. The former two campaigns were successful but the last one failed. The author argues that the different outcomes could be explained by the different organizational capabilities of the three collective action organizations the use of various tactics and the political opportunity structures shaped by problem framing schemes and the interactions with various political actors within the policy domains. The Implementation of the New Institution The vertical boundary structure and its operation in Danwei organization Zhang Zhaoshu 113 Abstract This paper attempts to examine the decision logic group behavior characteristics and legitimacy acquirement strategies in the course of new institution s implementation in a vertical boundary structure between decision-makers and the members of the organization. The case shows that the implementation of the new institution is firstly an operation of backstage decision and its basic logic is to put the designated person on the designated position through designated policy. Due to the absence of stable consensus of a fixed group the responses of the Danwei members bear a characteristic of checks and balances which has reduced the possibility of institutional revision. To a certain degree the implementation scheme s acquirement of legitimacy is related to the situational pressure and its influence on voting which is constructed by ritual organizational activities. In brief the implementation of the new institution is a process of overcoming the vertical boundary structure and its structural tensions. Mobilization Effect and Economic Rationality The behavior logic of peasant households participation in new-type rural social pension insurance Zhong Zhangbao & Li fei 139 Abstract The questionnaire survey results show that peasant households generally understand the new-type rural social pension insurance and actively participate in it but with low level of payment. Propaganda and mobilization could improve peasant households understanding on the new social pension program so it has positive effect on the scope of participation but has no significant effect on the depth of participation. When information is sufficient pension participation is a completely rational economic behavior and social mobilization has no significant effect on the depth of participation when information is insufficient pension participation is a limited rational behavior and social mobilization has a positive effect on the scope of participation but lack of effect on participation depth.
