1 : (2008) ,.,., (, ) :,,.,,, 2 2,,.,,,. : ; ; ; 2 2 ; ; : P31519 ;N945 : A Meta2synthesis pattern of systems engineering of post2earthquake reconstructions XU Jiu2ping,LU Yi (School of Business and Administration, Sichuan University, Chengdu ,China) Abstract : This paper makes a comparative study on the pre2earthquake prevention and post2earthquake emergency measures of the world famous earthquakes, summarizes the existing problems in the process of rehabilitation and recon2 struction, and analyzes the reasons for why these earthquakes trigger enormous destruction. From the perspective of harmony and equilibrium, the systems engineering of post2earthquake reconstructions must be under the guide of meta2 synthesis theories and methods. In order to construct the theoretical foundation of the systems engineering of post2 earthquake reconstructions, the scientific development view should be taken as the guiding ideology for post2earthquake reconstructions. Meanwhile, meta2synthesis system, Wuli2Shili2Renli system approach and Hall s three2dimensional morphology are introduced as the theoretical support. On this basis, the meta2synthesis pattern of systems engineering of post2earthquake reconstructions is proposed. The pattern is composed of two aspects. One is the whole process inte2 gration management in post2earthquake reconstructions, which contains three phases, temporary resettle, reconstruc2 tion preparation and reconstruction in an all2round way. And the other is the reconstruction guarantee system, which guarantees the smooth progress of systems engineering of post2earthquake reconstructions on the aspects of organization, funding, policies, laws, supervision and information. The meta2synthesis management of post2earthquake reconstruc2 tions would be recognized breadthwise and lengthways from these two aspects.
