20 On the Rule of Law and the Legal General Education Chen-Hsiung Hsu Abstract The rule of law is the most important principle in liberal democracy. At the center of the rule of law is the idea that a government should not exercise its power in an arbitrary manner. In other words, the essence of the rule of law, so it is said, law and right, thus far we have seen that the rule of law promises important legality and democratic legitimacy. The study falls into three parts: 1) The analysis of the origins of the rule of law, and the discussion about the legal general education from the spirits of university, 2) To get the core of legal general education lies in the spirits of university that as integrity from human dignity and intellectual goals, then 3) Reflections on the viewpoint of problems in legal general education. In the end, the practice of legal general education is to reach the value of the rule of law, so it cannot be an instrument of ruling or the will of state.
