6 1 Function and Organizational Structure of AQSIQ 国家质检总局的职能和组织机构 With purpose to perform the function of entry-exit inspection and quarantine, AQSIQ has set up in total 35 Entry-Exit Inspection and Quarantine Bureaus (CIQ) in China's 31 provinces, near 300 branches and more than 200 local offices across the country, with employees totaled over 30,000 in goods distributing center at sea ports, land ports and airports. AQSIQ conducts legal inspection, supervision and administration over commodities included in the List of Entry-exit Commodities subject to the Inspection and Quarantine of Entry-exit Inspection and Quarantine Administrations, and conducts sampling test over the non-listed commodities. 根据进出口商品检验法及其实施条例, 国家质检总局对进出口商品及其包装和运载工具进行检验和监管对列入出入境检验检疫机构实施检验检疫的进出境商品目录中的商品实施法定检验和监督管理 ; 对目录外商品实施抽查

The Bureau is a comprehensive inspection and quarantine authority with strong technical strength and complete testing means. TJCIQ has set up 15 authority offices to carry out policy research, operational coordination, and law enforcement. 20 5 The import inspection application procedure and fee standards 入境报检流程及收费 (2)For import goods, TJCIQ will issue an Import Goods Clearance Slip after receiving application for inspection. Tianjin Customs will examine and release the goods upon presentation of the slip. Goods that pass inspection and quarantine will be issued an Import Goods Inspection and Quarantine Status Notice, while those that fail will be issued a quarantine inspection report for claiming compensation. (2) 对于进口货物, 天津检验检疫局将会出具入境货物通关单, 海关凭出入境检验检疫机构签发的入境货物通关单验放经检验检疫合格的入境货物, 签发入境货物检验检疫证明, 经检验检疫不合格的货物签发检验检疫证书

21 5 The import inspection application procedure and fee standards 入境报检流程及收费 (3)Inspection and quarantine procedures normally include six steps: application for inspection, acceptance of application, calculation and collection of fees, inspection and quarantine, decontamination treatment, and issuance of certificate and release of goods. (4) Inspection fee standards: 0.8 of the imports value and necessary Documentation charge.all revenue turned over to the National Finance. The items and standards of fees will be made public, accept the supervision of the people who has the relationship with entry-exit affairs. (3) 检验检疫程序基本上分为六个步骤 : 企业申报受理报检计收费检验检疫卫生处理出具检验检疫结果 (4) 检验检疫费收费标准为报检货值的万分之八加上必要的单证费

22 6 Management of Record and Supervision on application agency 对代理报检企业的监督管理 Any enterprise applying for record as an inspection and quarantine application agency, shall meet the following conditions: (1)Having obtained the "Business License of Enterprise Legal Person" issued by a competent industry and commerce administration; (2) Having a registered capital of at least RMB ; (3) Having fixed office premises and facilities necessary for application business; (4) Having a sound management system in the enterprise; (5) Having at least 5 due applicators obtaining the Qualification Certificate of Inspection and Quarantine Applicator. 在天津口岸申请代理报检企业登记的企业 ( 以下简称申请人 ) 应当具备以下条件 : (1) 取得工商行政管理部门颁发的企业法人营业执照 ; (2) 企业法人营业执照注册资金人民币 100 万元以上 ; (3) 有固定经营场所及办理代理报检业务所需的设施 ; (4) 有健全的企业内部管理制度 ; (5) 有不少于 5 名取得报检员资格证书的拟任报检员

When the application is approved, a Registration Certificate of Inspection and Quarantine Application Agency shall be issued to the applicant, and can conduct the agent business of inspection and quarantine application. TJCIQ conduct routine review on application agencies once every 2 years. 天津检验检疫局根据法定条件和程序对受理的申请进行审查, 并指派两名以上工作人员对申请材料的实质内容进行现场核查符合条件的, 准予注册登记, 企业方可在规定的报检服务区域内从事代理报检业务天津检验检疫局每两年对代理报检企业实行一次例行审核制度

In contracts concluded between consignors and consignees on the import of wastes, it must be clearly stipulated that the wastes to be imported measure up to China's environmental protection standards and must be inspected and approved by AQSIQ or inspection organizations recognized by the state before shipment. Five categories of commodities are listed in the catalogue under this system.
