ISIS in Libya exploited the weakness of Libya's governance to expand and rise rapidly acting as a spoiler and as a governor in the areas under its control. ISIS in Libya poses a threat to Libya's transition regional security and to Europe's stability. In theory we may solve the problem of Libya's ISIS through military operation institutionalization and socialization but in practice there are quite a few obstacles. Because of the existence of ISIS and other armed groups Libya will remain in a weak and fragmented situation in the near future. In order to better promote the construction of One Belt One Road China needs to devote itself to enhance its soft power build the new Silk Road into an international artery of peace cooperation and harmony based on its own attractiveness. Keywords Silk Road Soft Power Civilization Exchange People-to-people Bonds Turkish AKP Government's Policy and Practice in the South Caucasus and its Restraining Factors Li Yanz hi Chang Shoufeng Abstract After the collapse of the Soviet Union the geostrategic position of the South Caucasus or Caucasian countries becomes more and more outstanding. As the AKP came to power it reshaped the foreign policy in the South Caucasus according to the depth strategy. Turkey has strongly endorsed the independence sovereignty stability and territorial integrity of all Caucasian countries. Turkey proposed a Caucasus Stability and Cooperation Platform and shaped it as the regional energy and transportation hub. These all promote the development of bilateral relations between Turkey and Transcaucasia countries. The internal conflicts of Caucasian countries lead Turkey into a dilemma which holds back bilateral ties and the implement of the Caucasus Stability and Cooperation Platform. Russia has a geographical superiority in the South Caucasus which makes it is superior to Turkey in the geopolitical competition and therefore influences AKP Government's Policy in the South Caucasus. European energy strategy is currently blocking the energy corridor of Turkey. This EU intervention in South Caucasus affairs makes Turkey's plans for the Caucasus Stability and Cooperation Platform hard to realize.
