向中华人民共和国出口马匹检疫证书 ANIMAL HEALTH CERTIFICATE FOR THE EXPORT OF HORSES TO THE PEOPLE S REPUBLIC OF CHINA 此出口检疫证书是根据中华人民共和国国家质量监督检验检疫总局和爱尔兰农业食品和海事部关于中国从爱尔兰输入马的检疫和卫生要求议定书签发的检疫证书为打印文本, 一正本两副本, 手写或涂改无效, 正本随输出马一起运输, 同时抵达中国爱尔兰马匹运抵中国入境口岸时, 如没有检疫证书或无有效检疫证书, 中方将作退回或销毁处理爱方重申, 当爱尔兰发生非洲马瘟日本脑炎马脑脊髓炎 ( 东部型和西部型 ) 马传染性贫血马媾疫委内瑞拉马脑脊髓炎马鼻疽流行性淋巴管炎苏拉病西尼罗热亨德拉病炭疽和水泡性口炎疫病时, 爱方将在二十四小时内向中方通报发生疫病的详细情况, 内容包括 : 疫病名称发生疫病的农场的名称和地点被感染动物的种类和数量, 以及已采取的控制措施, 并立即停止向中国输出马 This Export Health Certificate is issued in accordance with Protocol on Quarantine and Health Requirements for horses to be imported from Ireland to China between the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Department of Agriculture, Food and the Marine (DAFM). The original health certificate shall be typed. Handwritten or altered versions are invalid. There will be one original and two copies of the health certificate. The original health certificate shall accompany the horses so that it shall arrive in China at the same time as the horses. Should the horses from Ireland arrive at the Chinese port of entry with invalid certificate or without a certificate, the horses will be returned or destroyed by AQSIQ. DAFM reaffirms that whenever any outbreak of diseases, like African horse sickness, Japanese encephalitis, equine encephalomyelitis (Eastern and Western) equine infectious anaemia, dourine, Venezuelan equine encephalomyelitis, glanders, epizootic lymphangitis, surra, West Nile fever, Hendra disease, anthrax, and vesicular stomatitis, occurs in Ireland that it will immediately notify AQSIQ with the details of the outbreak within 24 hours, including the name of the disease, name and address of the farm in which the outbreak occurs, number and species of the animals involved in the outbreak, and the control measures that have been taken and refrain from exporting horses to China at once. 1(a) 本人, 即下面签字人, 是爱尔兰农业食品和海事部 (DAFM) 授权的兽医检察官, 在此确认爱尔兰无非洲马瘟日本脑炎马脑脊髓炎 ( 东部型和西部型 ) 马传染性贫血马媾疫委内瑞拉马脑脊髓炎马鼻疽流行性淋巴管炎苏拉病西尼罗热亨德拉病炭疽和水泡性口炎 I, the undersigned, a duly authorized Veterinary Inspector of the Department of Agriculture, Food and the Marine (DAFM), Ireland, hereby confirm that Ireland is free of African horse sickness, Japanese encephalitis, equine encephalomyelitis (Eastern and Western) equine infectious anaemia, dourine, Venezuelan equine encephalomyelitis, glanders, epizootic lymphangitis, surra, West Nile fever, Hendra disease, anthrax, and vesicular stomatitis. 1(b) 我确认, 爱方兽医局负责输出马的检疫工作, 并出具检疫证书爱方收到中方签发的进境检疫许可证后, 才开始实施检验检疫每份进境检疫许可证只允许输入一批次马输出的马是符合进境检疫许可证的要求 I confirm that the Veterinary Service of DAFM shall be responsible for the quarantine and inspection procedures and the issuance of the health certificate for the horses to be exported. The quarantine and inspection commenced after having received the import permit from AQSIQ. 5. 符合议定书中所规定的所有检疫要求 All the requirements of quarantine and inspection stipulated in the protocol have been met 原饲养场 Farm of Origin (a) 在过去 12 个月内, 输出马的原饲养场无马鼻肺炎马病毒性动脉炎马流行性淋巴管炎马传染性贫血马传染性子宫炎马脑脊髓炎 ( 东部型和西部型 ) 日本脑炎委内瑞拉马脑脊髓炎马副伤寒 ( 流产沙门氏杆菌病 ) 马痘和马疥癣的病例记录 During the past 12 months on the farm of origin no clinical case of equine rhinopneumonitis, equine viral arteritis, equine epizootic lymphangitis, equine infectious anaemia, contagious equine metritis, equine Encephalomyelitis(Eastern and Western ), Japanese encephalitis, Venezuelan equine encephalomyelitis, equine paratyphoid (salmonella abortus-equi), horse pox or equine mange has been recorded. (b) 在进入官方批准的隔离场前, 马匹在原饲养场逐头进行了临床检查, 经验证没有传染病的临床症状, 并在爱方认可的实验室做了下列疾病的检测, 检测结果为阴性 On the farm of origin, prior to entry into the Government approved isolation premises, the horses were subjected to a clinical examination one by one and found to be free from clinical signs of contagious and infectious diseases, and were subjected to the following tests with negative results in a laboratory approved by DAFM. (i) 马鼻肺炎 (EHV-1 型和 EHV-4 型 ): Equine Rhinopneumonitis (EHV-1 and EHV-4): 未免疫的马,ELISA 试验, 结果为阴性 For unvaccinated horses, ELISA, with negative result; 免疫的马, 两次血清中和试验, 间隔 14 天, 血清 1:2 稀释, 第二次抗体滴度不高于第一次滴度的四倍 ; 或, 用鼻咽拭子或全血样品做病毒分离试验或 PCR 检测, 结果为阴性 For vaccinated horses, two serum neutralization tests with an interval of 14 days, at a serum dilution of 1:2, and the second result is less than a four-fold titre of the first test with negative results, or a virus isolation or PCR test (using nasopharyngeal swabs or whole blood samples) with negative results. (ii) 马病毒性动脉炎 Equine Viral Arteritis Certificate no: 未免疫的马, 血清中和试验, 血清 1:4 稀释, 结果为阴性 ; For unvaccinated horses, serum neutralization test, at a serum dilution of 1:4 with negative result; 免疫的马, 两次血清中和试验, 间隔 14 天, 血清 1:4 稀释, 第二次抗体滴度稳定不变或降低, 并且, 做病毒分离试验或 PCR 检测 ( 母马和骟马采集鼻咽拭子或全血样品, 公马采集精液 ), 结果为阴性 For vaccinated horses, two serum neutralization tests with an interval of 14 days, at a serum dilution of 1:4, and the second result demonstrating a stable or declining antibody titres, followed by a virus isolation or PCR test ( using nasopharyngeal swabs or whole blood samples for mares and geldings, semen samples for stallions ) with negative results. (iii) 马梨形虫病 ( 马巴贝斯虫, 驽巴贝斯虫 ) Equine Piroplasmosis (Babesia equi, B. Caballi) celisa 试验, 结果为阴性 celisa with a negative result (iv) 马流感 Equine Influenza 在输出马进入隔离场前六个月, 马匹在 ( 日期 ) 和 ( 日期 ) 至少两次注射生产的 ( 疫苗种类 ) 马流感疫苗 ( 使用灭活疫苗 ), 每次剂量为, 疫苗保护期 ( 日期 ) In the six (6) months prior to the commencement of isolation, the horses were vaccinated against equine influenza (using inactivated vaccine) on at least two occasions on...(date) and (date) using (type of vaccine) manufactured by., at a dose rate of.with a period of effectiveness expiring on. (d) 在隔离检疫期间, 马匹逐头接受了临床检查, 经检验身体健康, 没有任何传染病的临床征状, 并在爱方批准的实验室进行的下列测试, 结果为阴性 During the quarantine period, the horses were clinically examined one by one and found to be healthy and free of any signs or evidence of infectious and contagious disease and were subjected to the following tests with negative results in a laboratory approved by DAFM. Caballi) - celisa 试验, 结果为阴性 celisa with a negative result (iv) 马流感 Equine Influenza 在出口中国前第七天, 用从马匹上取得的鼻咽拭子进行抗原捕获 ELISA 或 RT- PCR 检测 A 型流感, 结果为阴性 Either an antigen-captured ELISA or a RT-PCR for influenza A was conducted with negative results on a nasopharyngeal swab taken from the horse seven (7) days prior to export to China. (f) 装运马的装箱车船飞机运输工具已经清洗, 并使用爱方批准的消毒剂进行消毒, 这一工作是在爱方官方兽医的监督下进行 All crates, vehicles, ships or aircraft used for transportation of the horses were cleaned and disinfected under the supervision of an Irish official veterinarian, using disinfectants approved by DAFM. 消毒剂名称和浓度 Name of disinfectant and concentration 消毒剂生产厂家 Manufacturer of disinfectant. 清洁 / 消毒日期和地点 Date and location of cleaning/disinfection (g) 在隔离检疫期间和运输途中所使用的草料和草垫均来自马的传染病的非疫区, 并符合兽医卫生条件 All fodder and bedding used during the quarantine period and the transportation came from an area free from epizootic equine disease and conformed to veterinary hygiene requirements. (h) 在隔离检疫期间及从原饲养场运往隔离检疫场, 直到爱尔兰离境口岸及到达中方入境口岸的运输途中, 输出马没有经过传染病疫区, 没有与其他动物相接触, 也没有与其他动物同一运输工具运输 In the quarantine period and on the way of transportation from the origin farm to the isolation premises through the port of embarkation in Ireland, and to the port of China, the horses did not pass through serious disease infected areas and did not have contact with and were not transported in the same conveyance as animals not of the same consignment. (i) 上述马匹已在今天 ( 启运前 24 小时内 ) 进行临床检查是健康的, 没有任何传染病迹象 the horses described above have been subjected to close clinical examination today (within 24 hours of export) and are healthy and free from any sign of infectious or contagious disease.
