This paper holds that SOE should be firstly reformed incrementally but the remaining problems of SOE should not be omitted systematic reform measures should be taken at the same time. New conception of control measures for state capital such as golden share preemptive share and dual - class share should be used meanwhile the principle of equality for domestic and foreign capital and for employee shareholding should be insisted on.
