1. 簡介 Introduction 香港考試及評核局 ( 考評局 ) 一直致力和傳媒合作, 務求促進與社會各界的溝通及有效地向公眾提供資訊 傳媒資料冊 為傳媒工作者提供常用的考試及評核服務資料 統計數據, 以及考評局的資訊, 方便日常採訪工作 The Hong Kong Examinations and Assessment Authority (HKEAA) is committed to enhancing communication and information flow among all stakeholders and the press. The purpose of this manual is to facilitate the work of journalists by making frequently requested information about examinations and assessment services more accessible. 2. 抱負和使命 Vision and Mission 抱負 Our Vision 成為世界知名及信譽昭著的考試及評核服務機構 To be a world renowned and well-trusted examination and assessment services provider. 使命 Our Mission 為切合教育及社會的需要, 我們會以專業 具創意及成效兼備的方式提供有效度 信度和公平的考試和一系列的評核服務 To meet educational and societal needs, we shall provide valid, reliable and equitable examinations and a range of assessment services in a professional, innovative, efficient and effective manner. 2
3. 考評局架構 Organisation Structure 考評局於 1977 年成立, 是財政獨立的法定機構, 主要負責籌辦香港的公開考試及評核服務, 除自行籌辦考試外, 亦與其他機構合辦考試及評核的服務 考評局委員會是考評局的監管組織, 由主席及 16 名代表業界及社會不同界別的人士組成, 成員包括由香港特別行政區行政長官委任的人士 大學校長會提名的代表及當然委員 考評局委員會致力改善其管治架構, 精簡運作及決策過程, 為迎接未來的挑戰作好準備 考評局委員會轄下設有多個事務委員會, 支援考評局的各項重要職能 考評局秘書長為唐創時博士, 秘書處聘用約 400 名全職人員, 當中包括考試及評核發展 考試行政 評核科技及研究等方面的專業人員 除了全職人員外, 每年考試期間亦須額外聘請數以千計的考務人員, 協助舉辦各項大型公開考試 他們大部分為中學及大學教師, 部份協助擬定試題和評分準則, 或擔任閱卷員 口試主考員及監考員等工作 The HKEAA is an independent, self-financing statutory body, established in 1977. It plans and conducts public examinations and assessments in Hong Kong, both on its own and in cooperation with others, and engages in related activities and services. The HKEAA is governed by an Authority Council, comprising a chairman and 16 members who represent the views of stakeholders and the community. Members of the Council are either appointed by the Chief Executive of the Hong Kong Special Administrative Region Government, nominated by the Heads of Universities Committee or are ex-officio members. The Council is committed to improving its governance structure and streamlining operational and decision-making processes to ensure the organisation is poised to tackle every emerging challenge. The governance of the major activities of the HKEAA is supported by various standing committees appointed by the Authority Council. Led by the Secretary General, Dr Tong Chong-sze, the HKEAA have about 400 full-time employees, including specialists in the development and administration of examinations and assessments, as well as in the uses of technology and other areas of research. In addition to the full-time workforce, thousands of examination personnel provide assistance with large-scale examinations annually. Most of them are teachers in secondary schools and universities. Some assist in the design and development of question papers and marking schemes, while others perform the roles of markers, oral examiners and invigilators. 3

5. 於考評局場地或試場拍攝或錄影的申請方法 Photography and Filming on HKEAA Premises or at Examination Centres 所有於考評局場地或試場進行的拍攝或錄影均須事先申請 建議傳媒於拍攝或錄影前最少五個工作天提出申請 All photo-taking, filming or video-recording on HKEAA premises or at examination centres require prior approval from the HKEAA. Requests should reach PACU five working days before the target date for filming. 6. 考評局及香港中學文憑標誌 Use of HKEAA Corporate & HKDSE Logos HKEAA Corporate Logo: HKDSE Logo: 考評局及香港中學文憑的標誌是註冊商標, 並廣泛應用於各種產品及服務 傳媒如欲使用考評局或香港中學文憑的標誌, 請事先向公共事務及傳訊組申請 The HKEAA has registered its trade mark and the HKDSE logo in Hong Kong in relation to a wide range of goods and services. Members of the media are encouraged to seek approval from the PACU before using the logos. 7

The Handbook contains important information on examination regulations, procedures and various instructions for candidates. No barcode label or candidate number need to be put on the cover of the unattempted Part B1/B2 question-answer book of English Language Paper 1. 中國語文科 ( 廣東話組和普通話組 ) 口試 Chinese Language (Cantonese and Putonghua versions) Speaking Examination 自 2014 年開始, 中國語文科試卷四 ( 說話能力 ) 已取消 朗讀 部分, 考試只設 口語溝通 在 10 分鐘的準備時間後, 考生需依次作 1 分鐘的首輪發言, 然後進入自由發言時間 口語溝通 的考試時間維持不變, 以 5 人為一組計算, 考試時間為 15 分鐘 Starting from 2014, the Reading Aloud part has been cancelled and the speaking examination will only consist of the Oral Communication. Candidates will have 10 minutes to prepare for the examination. In the Oral Communication", each candidate will be given 1 minute for individual presentation in the first round and it is then followed by the group discussion. The examination time for the Oral Communication remains unchanged, i.e. 15 minutes for a group of 5 candidates. 22

If they display the photographs or recordings electronically or publicly, a subject downgrading will be imposed on the subject concerned. During speaking examinations, candidates must not talk to other candidates (except during the group discussion) or use an electronic device (such as mobile phone or tablet) to communicate with others or access the internet/email/sms/whatsapp etc. after entering the reporting room (i.e. in the reporting room/preparation room/examination room/corridor) until the end of the examination. C. 教師語文能力評核 Language Proficiency Assessment for Teachers (LPAT) 教師語文能力評核由考評局及教育局合辦, 專為評核教師的英國語文及普通話能力而設 兩個科目的評核均包括口試 筆試和課堂語言運用評核 ( 由教育局舉辦 ) 教師須於各項評核中獲得相關等級, 才被視為合符教學資格 非英國語文或普通話科教師及公眾人士若符合報考要求, 除課堂語言運用外, 亦可參加其他卷別的評核 LPAT is conducted jointly by the HKEAA and the Education Bureau (EDB) to assess the language proficiency of teachers in English Language and Putonghua. Both assessments consist of speaking and written papers as well as a classroom language assessment (conducted by EDB). Qualifying regulations require that teachers must have achieved a certain level in each part of the assessment. D. 基本能力評估 Basic Competency Assessments (BCA) 基本能力評估 包括 學生評估 和 全港性系統評估 兩部分 The BCA consists of two parts: Student Assessment and Territory-wide System Assessment. 學生評估 Student Assessment (SA) 學生評估 是由考評局管理並為學生而設的中國語文 英國語文及數學科的網上評估系統 學生評估 是協助學校改善學與教的工具, 系統可就學生在上述科目中的表現提供報告, 以便教師及早採取跟進及改善工作 The SA administered by the HKEAA is an online system of assessment tasks for students in Chinese Language, English Language and Mathematics. The main objective of the SA is to provide an extra tool for teachers to improve teaching and learning as well as evaluating and reporting students learning progress in the above mentioned subjects, so that remedial actions may be taken as early as possible. 全港性系統評估 Territory-wide System Assessment (TSA) 全港性系統評估是一項低風險的評估, 主要評估學生中國語文 英國語文及數學科的表現 評估在 2004 年首次於小三推行,2005 年推展至小六, 並於 2006 年進一步推展至中三 每年大概有 1,000 間中 小學, 約 17 萬名學生參加 評估的結果有助學校優化學與教, 亦協助政府當局向學校提供學與教支援 2011 年 11 月, 教育局宣布於 2012 及 2014 年暫停舉辦小六級的全港性系統評估, 學生只需參加中一入學前香港學科測驗 ;2013 年的小六學生則只需接受全港性系統評估而無需參與中一入學前香港學科測驗 學校於 2012 及 2014 年仍可自願參與小六級全港性系統評估, 並獲得學校報告 The TSA is a low-stakes assessment of the performance of students in three subject areas: Chinese Language, English Language and Mathematics. It first commenced at Primary 3 in 2004, Primary 6 in 2005 and Secondary 3 in 2006. Around 170,000 students from about 1,000 primary and secondary schools participate in TSA each year. TSA results are available for schools to facilitate learning and teaching and for the government to provide teaching and learning support to schools. In November 2011, the suspension of Primary 6 TSA in 2012 and 2014 was announced by the EDB. Primary 6 students in 2012 and 2014 are required to participate in Pre-S1 Hong Kong Attainment Test (HKAT) while in 2013, participate in the TSA. In 2012 and 2014, the Primary 6 TSA is implemented on a voluntary basis with provision of school reports to participating schools. 26
