These t hree element s are mut ually beneficial, mut ually interchangeable and mut ually t ransformable. In the process of changing, both law and policy are not mature. How to change safely, how to prevent the waste of good social capital and the vice relation regulation s erosion to the social order, and how to make the rule - of - man, the rule - of - law and the rule - of - relation mutually beneficial are the focuses of the practice of pluralism. The experience of the change in China and Russia shows that it is important to have a safe change of law according to the mechanism of mutual benefit, mutual transformation, inter2 change and interact in t he process of practicing plural regulations.
