1. 簡 介 Introduction 香 港 考 試 及 評 核 局 ( 考 評 局 ) 一 直 致 力 和 傳 媒 合 作, 務 求 促 進 與 社 會 各 界 的 溝 通 及 有 效 地 向 公 眾 提 供 資 訊 傳 媒 資 料 冊 為 傳 媒 工 作 者 提 供 常 用 的 考 試 及 評 核 服 務 資 料 統 計 數 據, 以 及 考 評 局 的 資 訊, 方 便 日 常 採 訪 工 作 The Hong Kong Examinations and Assessment Authority (HKEAA) is committed to enhancing communication and information flow among all stakeholders and the press. 3. 考 評 局 架 構 Organisation Structure 考 評 局 於 1977 年 成 立, 是 財 政 獨 立 的 法 定 機 構, 主 要 負 責 籌 辦 香 港 的 公 開 考 試 及 評 核 服 務, 除 自 行 籌 辦 考 試 外, 亦 與 其 他 機 構 合 辦 考 試 及 評 核 的 服 務 考 評 局 委 員 會 是 考 評 局 的 監 管 組 織, 由 主 席 及 16 名 代 表 業 界 及 社 會 不 同 界 別 的 人 士 組 成, 成 員 包 括 由 香 港 特 別 行 政 區 行 政 長 官 委 任 的 人 士 大 學 校 長 會 提 名 的 代 表 及 當 然 委 員 考 評 局 委 員 會 致 力 改 善 其 管 治 架 構, 精 簡 運 作 及 決 策 過 程, 為 迎 接 未 來 的 挑 戰 作 好 準 備 考 評 局 委 員 會 轄 下 設 有 多 個 事 務 委 員 會, 支 援 考 評 局 的 各 項 重 要 職 能 考 評 局 秘 書 長 為 唐 創 時 博 士, 秘 書 處 聘 用 300 多 名 全 職 人 員, 當 中 包 括 考 試 及 評 核 發 展 考 試 行 政 評 核 科 技 及 研 究 等 方 面 的 專 業 人 員 除 了 全 職 人 員 外, 每 年 考 試 期 間 亦 須 額 外 聘 請 數 以 千 計 的 考 務 人 員, 協 助 舉 辦 各 項 大 型 公 開 考 試 他 們 大 部 分 為 中 學 及 大 學 教 師, 部 份 協 助 擬 定 試 題 和 評 分 準 則, 或 擔 任 閱 卷 員 口 試 主 考 員 及 監 考 員 等 工 作 The HKEAA is an independent, self-financing statutory body, established in 1977. It plans and conducts public examinations and assessments in Hong Kong, both on its own and in cooperation with others, and engages in related activities and services. The HKEAA is governed by an Authority Council, comprising a chairman and 16 members who represent the views of stakeholders and the community. Members of the Council are either appointed by the Chief Executive of the Hong Kong Special Administrative Region, nominated by the Heads of Universities Committee or are ex-officio members. The Council is committed to improving its governance structure and streamlining operational and decision-making processes to ensure the organisation is poised to tackle every emerging challenge. The governance of the major activities of the HKEAA is supported by various standing committees appointed by the Authority Council. Led by the Secretary General, Dr Tong Chong-sze, the HKEAA have over 300 full-time employees, including specialists in the development and administration of examinations and assessments, as well as in the uses of technology and other areas of research. In addition to the full-time workforce, thousands of examination personnel provide assistance with large-scale examinations annually. Most of them are teachers in secondary schools and universities. Some assist in the design and development of question papers and marking schemes, while others perform the roles of markers, oral examiners and invigilators. 3

Journalists, who would like to seek opinions from the Authority s staff, collect information or arrange interviews should contact PACU. We will provide information and assistance as appropriate. Apart from the HKDSE, the HKEAA also administers examinations and assessments for various organisations, including the LPAT, TSA and a number of international or professional examinations. We can only comment or disclose examination related information with prior authorization of the relevant examination body. Press enquiries should be directed to the examination body concerned. 5

5. 於 考 評 局 場 地 或 試 場 拍 攝 或 錄 影 的 申 請 方 法 Photography and Filming on HKEAA Premises or at Examination Centres 所 有 於 考 評 局 場 地 或 試 場 進 行 的 拍 攝 或 錄 影 均 須 事 先 申 請 建 議 傳 媒 於 拍 攝 或 錄 影 前 最 少 五 個 工 作 天 提 出 申 請 All photo-taking, filming or video-recording on HKEAA premises or at examination centres require prior approval from the HKEAA. If a candidate chooses to take the Extended Part (M1 / M2) of Mathematics, the result of the Extended Part will be reported separately, though it will not be regarded as an additional subject. For candidates choosing eight subjects, at least one of the subjects chosen must come from the following areas: Category A: Ethics and Religious Studies / Music / Physical Education / Visual Arts Category B: Applied Learning subjects Category C: Other Language subjects 13

The Handbook contains important information on examination regulations, procedures and various instructions for candidates. All candidates must do Part A and then choose either Part B1, the easier section, or Part B2, the more difficult section. Invigilators will collect the attempted Part A + Part B1/B2 question-answer books and the unattempted Part B1/B2 question-answer book separately. If they display the photographs or recordings electronically or publicly, a subject downgrading will be imposed on the subject concerned. During speaking examinations, candidates must not talk to other candidates (except during the group discussion) or use an electronic device (such as mobile phone, tablet or smart watch) to communicate with others or access the internet/ email/ SMS/ WhatsApp, etc. after entering the reporting room (i.e. in the reporting room/preparation room/examination room/corridor/toilet) until the end of the examination. Candidates failing to follow the regulations will receive a mark penalty, subject downgrading or may even be disqualified from the whole examination. 23

C. 教 師 語 文 能 力 評 核 Language Proficiency Assessment for Teachers (LPAT) 考 評 局 及 教 育 局 自 2001 年 起 合 辦 教 師 語 文 能 力 評 核, 以 評 核 考 生 是 否 具 備 任 教 英 國 語 文 和 普 通 話 的 語 文 能 力 兩 科 的 評 核 包 括 口 試 筆 試 和 課 堂 語 言 運 用 等 參 加 評 核 者 在 各 卷 別 達 到 3 等 或 以 上 的 等 級, 即 被 視 為 符 合 語 文 能 力 要 求 任 教 其 他 科 目 的 教 師 或 公 眾 人 士, 除 了 課 堂 語 言 運 用 外, 亦 可 參 加 其 他 卷 別 的 評 核 Since 2001 the HKEAA and the Education Bureau (EDB) have jointly conducted the Language Proficiency Assessment for Teachers (LPAT) which assesses candidates proficiency in English Language and Putonghua for teaching the respective subject in schools. Both assessments consist of oral and written papers, as well as a classroom language assessment. Candidates, who attain Level 3 or above in all papers of the assessment, are deemed to meet the Language Proficiency Requirement. D. 基 本 能 力 評 估 Basic Competency Assessments (BCA) 基 本 能 力 評 估 包 括 學 生 評 估 和 全 港 性 系 統 評 估 兩 部 分 The BCA consists of two parts: Student Assessment and Territory-wide System Assessment. 學 生 評 估 Student Assessment (SA) 學 生 評 估 是 由 考 評 局 開 發 及 管 理 的 網 上 評 估 系 統, 題 庫 內 約 有 37,000 道 中 國 語 文 英 國 語 文 及 數 學 科 的 題 目, 可 供 第 一 至 第 三 學 習 階 段 的 學 生 使 用 學 生 評 估 是 協 助 學 校 改 善 學 與 教 的 工 具, 系 統 可 就 學 生 在 上 述 科 目 中 的 表 現 提 供 報 告, 以 便 教 師 及 早 採 取 跟 進 及 改 善 工 作 The SA developed and administered by the HKEAA is an online assessment system. The item bank contained about 37,000 items in Chinese Language, English Language and Mathematics provided for students at key stages 1-3 to use. The TSA is a low-stakes assessment of the performance of students in three subject areas: Chinese Language, English Language and Mathematics. It first commenced at Primary 3 in 2004, Primary 6 in 2005 and Secondary 3 in 2006. Around 170,000 students from about 1,000 primary and secondary schools participate in TSA each year. TSA results are available for schools to facilitate learning and teaching and for the government to provide learning and teaching support to schools. Starting from 2011, the Primary 6 TSA is implemented in alternate years. Schools can participate in the Primary 6 Assessment on a voluntary basis during the years in which TSA is suspended and receive school reports. Schools not participating in the Primary 6 assessment can request assessment papers for learning and teaching purposes. In response to the requests from the different stakeholders, the EDB implemented the following enhancement measures for the TSA starting from 2014: 1. Not disclosing BC attainment rates of Chinese Language, English Language and Mathematics for individual primary schools; 2. Removing the TSA from the Key Performance Measures (KPM) for primary schools; 3. Extending the alternate-year arrangement for the Primary 6 TSA and Pre-S1 Hong Kong Attainment Test (HKAT), i.e. the Primary 6 TSA will be implemented in odd-numbered years whereas the Pre-S1 HKAT in even-numbered years. The arrangement for administering Primary 3 and Secondary 3 TSA will remain unchanged; and 4. Optimizing TSA reporting functions in a phased manner, with the provision of a more interactive reporting platform for teachers to access the system to view the students overall performance. It is believed that the aforementioned measures can alleviate the stress felt by teachers and students as well as ensure continued benefits of the TSA on learning and teaching. 27
