高速公路營建成本之校審模式研究 - 以北宜高速公路為例 Abstract A comparative and examinatorial model is proposed to estimate the reasonable ultimate bound of construction budgets of domestic highway systems efficiently and precisely. Firstly, according to foreign exchanges over years and domestic construction price indices and annual changes composed by civil, architectural, material and labor indices, construction costs of highway systems based on the specified base period can be evaluated. Therefore, the reasonable and convincible construction cost of the Sun Yat-sen freeway, examined by comparing with foreign freeways, can be regarded as the standard cost for the model. Secondly, using seven major items of construction cost of the Sun Yat-sen freeway as comparative criterions, the reasonable ultimate bound of construction cost of domestic highway systems can be calculated by the developed model. Finally, using the comparative and examinatorial model proposed in this paper, the construction cost of the Taipei-Ilan freeway is evaluated and discussed.
