2009 2010 European Policy Center s Influence on EU s North Africa Policy: with a Focus on the Channels and Means XIN Hua (XIN Hua, Associate Professor, Center for EU Studies, Shanghai International Studies University) Abstract This paper hopes to clarify European Policy Center (EPC) s influences on EU s North Africa policy, with a special focus on EPC s channels and means to effectively exert its influences onto EU s policy making structure. The general analytical framework is established through a combination of Kingdon s model of multi-streams in the agenda setting and the perspective of the central space in the field of power. Applying this framework, the author surveys the EPC s role in shaping EU s policy making over two evolutionary changes of its Union for Mediterranean (UfM) framework for North Africa, which refer to UfM s establishment in 2008 and EU s adjustments to it in response to the Arab Spring.
