Chief Minister Chow Kon Yeow said the state strives to deliver its promises to its people. One of the most pressing issues that must be addressed is floods. For the past 10 years, it was an uphill task to mitigate floods in Penang due to the constraints placed by the previous federal government. The people had suffered floods for years. Being a caring and a responsible government, Penang took the initiative to use some of the state funds to finance flood mitigation projects about two years ago, he said in an interview recently. Chow said the previous federal government only allocated RM150 million for flood mitigation in Penang in It was reported then that the RM150 million allocation was for Sungai Pinang and its tributaries under the Sungai Pinang Flood Mitigation project. The total cost of the Sungai Pinang Flood Mitigation project could be RM600 million. We hope that the federal government can seriously look into this matter and provide us with the necessary aid. The state is tired of waiting. Alternatively, we can allocate between RM100 million and RM300 million from the state s reserves to execute some of the flood mitigation works. We also hope that the federal government can expedite the implementation of the proposed Sungai Perak Raw Water Transfer Scheme, he said. Chow said industry s confidence in Penang is high. From the feedback I obtained from industry key players, the future of Penang looks promising, the Chief Minister said. Chow reiterated that the state would do its best to deliver on its promises. We do not want to disappoint our rakyat who have supported us, he said.

The state government would like to emphasise that the present alignment is only in its preliminary design stage. It is still subject to further enhancements upon discussions with the community. We value all comments and concerns received. Each suggestion will be taken into consideration. The Penang government is looking for opportunities to further improve the existing alignment to minimise inconvenience and impact to the community, he said. Chow said active engagements are currently ongoing to gather valuable feedback and views from all elected members and affected communities. The state is fully committed to meet all mitigation measures as proposed in the Environmental Impact Assessment (EIA) (Second Schedule) Report for the PIL 1 Highway project, Chow told a press conference during lunch break at the state legislative assembly on Aug 7. Chow emphasised that the proposed 19.5km PIL 1 Highway project would only proceed after the required federal government approval is obtained, and after the funds to kick-start the Penang Transport Master Plan (PTMP) are available. He said the PIL 1 Highway is much needed to alleviate congestion in key residential and commercial areas on Penang island. The PIL 1 Highway can also relieve the heavy traffic load on the Tun Dr Lim Chong Eu Expressway. Traffic congestion will continue to worsen from the present scenario without the PIL 1. The traffic congestion will affect the productivity and the quality of life of Penangites, he added. Chow together with special purpose vehicle chief Lim Hock Seng and project delivery partner SRS Consortium project director Szeto Wai Loong explained the present alignment to the media during the one-hour press conference. About 226 structures (residential, commercial, religious structures, minor structures or squatters) will be affected. Some 376 lots will have to be acquired. We have never said that the project will not affect anyone. It will be wishful thinking to say that we carry out a major road project and not affect anybody. The key is how to minimise the impact and deliver the project, he said. Szeto said they had identified the affected areas according to the preliminary design alignment. Those affected can come forward to give their feedback, he said. Chow said a traffic management plan is required to minimise public inconvenience during the construction of the project. He also said the PIL 1 would also help to generate extra traffic to the Sultan Abdul Halim Muadzam Shah Bridge. Szeto said before any tunnelling works begin, approval has to be obtained from the state Department of Mineral and Geoscience Malaysia. Our geotechnical engineers will talk to the department. We will also provide a method statement of what we are going to do to various authorities for their approval. I foresee that it will be a controlled chemical blasting to minimise vibration. This is a new kind of blasting method, Szeto said. Szeto also said the tunnel which would be bypassing the Penang Hill funicular railway would be located 150m below the railway. The Department of Environment (DoE) has extended the public feedback period until Sept 7. Reclamation project an economic development solution for Penang s future BESIDES financing Penang s transportation projects, the Penang South Reclamation (PSR) project is also the economic development solution for the future of the state. Chief Minister Chow Kon Yeow (PH-Padang Kota) said the PSR project would not only fully finance the LRT project and the Pan Island Link 1 (PIL 1) Highway; but could also help to bear the operation and maintenance cost of both projects in the future. The income generated from land development at the reclaimed islands can be used to help finance the operation and maintenance cost of the LRT and PIL 1. The PSR project is also the solution to the shortage of land on the east of Penang island due to the state s rapid development. The shortage of land will impact property prices and restrict industrial growth in Penang, Chow said in reply to an oral question from Lee Khai Loon (PH-Machang Bubuk) during the state legislative assembly sitting on Aug 10. Chow said the PSR project could also solve various city problems such as unplanned infrastructure development, lack of job opportunities and ad hoc development in the state. We are very serious in realising the Penang Transport Master Plan (PTMP). The state has written to the federal government to appeal for an allocation to finance the LRT project. We hope the federal government can consider providing a loan without interest to implement the LRT project if it is unable to finance it, Chow added. Chow said he wrote to Prime Minister Tun Dr Mahathir Mohamad on June 29 to seek an allocation to finance the LRT project, as well as to request for a soft loan. We are still waiting for the reply and we hope for a positive response, he said. I objected to toll, not PORR CM CHIEF Minister Chow Kon Yeow at a press conference on Aug 10 refuted the allegations contained in a leaflet which was distributed by a group opposing the Penang Transport Master Plan. The leaflet questioned why I objected to the PORR in 2002 but today I m in favour of the construction of PIL. Actually, I have repeatedly answered this. I objected to PORR because it charges toll and the Halcrow findings that traffic congestion would re-occur five years after the completion of the PORR. What I objected to was the toll, not the construction of the road itself, Chow said. So as part of my responsibility as Tanjong MP (then), I organised campaigns to object to the toll which will be imposed if the PORR is built. So, what was alleged that I used to object (in 2002) but now I want to build (is inaccurate). What I objected was specifically the toll and not the road. This proves that the group which distributed the leaflets during the Penang Forum dialogue has run out of capital until it has to resort to such deceitful allegations that I have changed my position, he said. Yes, I object if there s toll being imposed. If there s no toll, it s a different question altogether. I hope those who object the PTMP will get their facts right, the chief minister added.

3 August 16 31, 2018 Promises in GE14 manifesto will be fulfilled 3 Story by Victor Seow CHIEF Minister Chow Kon Yeow, in his winding up speech for the recently concluded State Assembly sitting, gave an assurance that his administration will ensure the delivery of the 68 promises made in the I Love Penang election manifesto for GE14. The exco members appointed for this term as well as myself will make sure that the 68 promises contained in the I Love Penang manifesto will be kept and delivered in this term too. As to date, some (of the promises) have been delivered, some are still in the planning stage while several projects will need federal approval, Chow, who s Padang Kota assemblymember, told members of the state assembly on Aug 10. The state government will continue with its excellent performance to make Penang the exemplary state as we were given a third mandate to run it. I am of the view that the state administration has shown its efficiency, harmonious relations and sincerity in delivering for the people. I am, as such, confident that Penang will be an intelligent city of international stature and will continue to attract visitors from within and outside of the country. I would like to stress here that on the part of the state government, we will capitalise on whatever opportunities to have a closer rapport with the federal government. Projects or programmes which were once solely organized by the state can now include the participation of the federal government and this will definitely result in value added to the state of Penang. I therefore would urge the state exco members and elected representatives to seize this golden opportunity. Prior to GE14, it was rather difficult for Penang to forge a close cooperation with the federal government although the state has all what it takes facilities, infrastructure and is among the highest contributor of taxes in the country. In other words, Penang had been left out when it concerned federal government sponsored programmes and development allocations. An example would be the Launch of the National Celebration Month and the Raising of the Jalur Gemilang on August 4 at Padang Kota Lama which was truly meaningful for Penang. It was a long-awaited moment (by everyone in Penang). Hence, it is my wish that the decision made by the Prime Minister for the state to host such national level events will be the starting point of closer ties between Penang and the federal government, the chief minister added. State awaits ministry s decision on UEC State mulls additional payment for Kafa teachers PAKATAN Harapan had in the 14th General Election manifesto pledged to recognise the Unified Examinations Certificate (UEC) for entry to public and private institutions of higher learning (IPTA/IPTS) provided the applicant has a credit in Bahasa Malaysia at the Sijil Pelajaran Malaysia (SPM) level. Currently, the state government has not taken any action and is awaiting the decision of the Education Ministry which is still in the process of studying the UEC matter, said Deputy Chief Minister II Prof P. Ramasamy during the winding-up session at the First Meeting of the 14th State Assembly on Aug 9. Ramasamy said currently admission to IPTA is based on SPM or STPM qualification, matriculation and diploma. What s wrong if the Malaysian government allows admission to IPTAs based on various academic qualifications including UEC qualifications? Ramasamy said. In a reply to Sungai Dua assemblymember Muhamad Yusoff Mohd Noor, Ramasamy said the state hopes that the decisions by ministry will be comprehensive by taking into account the importance of Bahasa Malaysia as the national language and the impact of such decisions on unity and harmony of the people. On another note, Ramasamy explained to Pulau Tikus assemblymember Lee Chun Kit that the state has always paid attention to protecting the welfare of the differentlyabled people (OKU) to ensure that they enjoy a more secure life. The state government, through the Penang Career Assistance and Talent Centre (CAT Care Centre), conducts job matching between job seekers, including differentlyabled people, and various industries. The state government has also recently organised the Differently-abled Career Expo in conjunction with Penang Career & Postgraduate Expo & Conference 2018 from June 30 to July 1 at SP Arena in Seberang Jaya where it attracted many job seekers from the differently-abled. To date, 72 OKUs have been appointed to work in state government agencies. Currently, 1% of employment opportunities are allocated to differently-abled persons in the public sector while no quota or legislation is set for the private sector. The federal government should consider implementing new policies for employment opportunities for differentlyabled persons in the private sector, he told the state assembly. PENANG will consider giving additional ex-gratia (payments) to Al-Quran and Fardhu Ain, Kafa (religious) teachers in the state. Exco for Islamic Religious Affairs, Industrial Development and Community Relations Datuk Ahmad Zakiyuddin Abdul Rahman said this in the text of the winding-up speech at the first meeting of the 14th State Assembly on Aug 9. His speech was read by exco for Rural Development, Consumer Affairs and Entrepreneur Development, Datuk Abdul Halim Hussain (pix). Ahmad Zakiyuddin was unable to attend the State Assembly sitting as he was on medical leave. The statement was in response to a proposal by Sungai Dua assemblymember Muhamad Yusoff Mohd Noor and Permatang Pasir assemblymember Muhammad Faiz Fadzil when debating the speech of Governor Tun Abdul Rahman Abbas. Ahmad Zakiyuddin, who is also Deputy Chief Minister I and Pinang Tunggal assemblymember, explained that Kafa teachers currently receive payments of RM900 a month from the federal government through the Islamic Development Department of Malaysia (Jakim). Besides that, the state government provides an additional ex-gratia of RM50 per month.

4 4 August 16 31, 2018 Looking to reinstate Voluntary Patrol Team Story by Danny Ooi THE Penang state government is looking forward towards the reinstatement of the Voluntary Patrol Team (PPS) according to exco for Welfare, Caring Society and Environment Phee Boon Poh. He said the reinstatement was important to enable members of PPS to provide immediate assistance in the event of a disaster in the state. However, Phee said the decision might take some time to materialise, pending the previous federal government s application to the Federal Court for leave to appeal against an appellate court s decision which declared PPS as a lawfully set up body. The state government will reactivate the team as soon as we are given the go-ahead, he said in reply to a question from Muhamad Yusoff Mohd Noor (BN- Sungai Dua) about the formation of a voluntary team to provide assistance in the event of floods in the state during the State Assembly sitting on Aug 9. Phee said PPS had a total of 9,000 members who had undergone various training courses. However, in 2014, PPS was declared illegal by the Home Ministry under the previous federal government as the Registrar of Societies claimed it was an unregistered body. On Oct 27 last year, the Federal Court allowed the then federal government s application for leave to appeal against an appellate court s decision which declared the PPS as lawfully set up by the Penang state government. On March 28, last year, the appellate court s three-man panel led by Justice Datuk Tengku Maimun Tuan Mat declared PPS as lawfully established after allowing the Penang government s appeal to reverse the Penang High Court s verdict on Nov 22, 2016 which held that PPS was illegal. Meanwhile, the Penang government had on Jan 27, 2015, filed a judicial review to challenge the Home Ministry s order in declaring PPS an illegal organisation. 5 August 16 31, 2018 No defective dam please, says Zairil 5 THE Penang government will only take back the expanded Mengkuang Dam from the Water, Land and Natural Resources Ministry after all defects have been rectified. Penang Works, Utilities and Flood Mitigation Committee chairman Zairil Khir Johari said the ministry had agreed to fix everything before handing over the project to the state. We do not accept a defective product, he told a press conference after delivering his winding-up speech at the state legislative assembly on Aug 9. Zairil said one of the Mengkuang Dam pump houses, the Mak Sulong pump house, was not functioning. How can we fill the Mengkuang Dam when the Mak Sulong pump house does not work? The Mak Sulong pump house is designed to pump water from Sungai Kulim to fill the dam. Unlike the Teluk Bahang Dam and the Air Itam Dam, the Mengkuang Dam is not a water catchment area. We have to pump water from the rivers. We have to draw water from Sungai Kulim and Sungai Muda, he said. In his winding-up speech, Zairil said the draw-off tower of the Mak Sulong pump house was defective. He stressed that the state government was not to be blamed for the delay in taking back the Mengkuang Dam. Commenting on direct flights to Penang, Yeoh said the state will focus on efforts to add on more direct flights to Penang. For 2018, the State Government has succesfully gained various direct flights arrangement as below: 1. Doha via Qatar Airways from Feb 6, with three flights weekly. 2. Banda Acheh via Malindo Airlines from March 15, with three flights weekly. 3. Jakarta via Citilink from March 25, with seven flights weekly. 4. Hanoi via AirAsia from July 1, with four flights weekly. 5. Phuket via AirAsia from July 1, with seven flights weekly. The Penang International Airport has a capacity of 6.5 million passengers. For 2018, the movement of passengers is expected to hit 7.8 million. With the increasing passenger numbers yearly, there is a critical need to expand the existing airport. The process of filling up the dam will only proceed if the pump continues to work after 30 days. It will take a few years for the dam to be operational, he said. Zairil said there had been a few landslides occurring at the dam site. The contractor needs to install slope reinforcement and slope protection at the site. We have identified the problems and have given them to the ministry. It is their responsibility to fix them, he added. Penang delivers more than expected THE Penang government has fulfilled its housing pledge which was stated in the state s GE14 manifesto. Penang Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo said 28,915 units of affordable homes A (low-cost), B (low medium-cost) and C (below RM300,000) have been built since A total of 22,065 units are being built and 32,212 units have been approved. If we add up these figures, we have exceeded the 75,361 units as pledged in the state s GE14 manifesto, he said in his winding-up speech at the state legislative assembly on Aug 9. Jagdeep mentioned that the state had spent RM160,754, to maintain and upgrade 50 public housing schemes from 2008 to July The state government cares for the well-being of Penangites. Some 15,000 families got to live in a conducive environment through these allocations, he said. He added the Penang government was managing four People s Housing Projects (PPR) that were built by the federal government. The projects were the Jalan Zainal Abidin PPR (316 units), Taman Bagan Jaya PPR (382), Permatang Tok Subuh PPR (231) and Mak Mandin PPR (70). The Permatang Tok Subuh PPR and Mak Mandin PPR have yet to be surrendered to the state. I have written to the Housing and Local Government Ministry; seeking their consent for the Permatang Tok Suboh PPR to be offered to tenants via the rent to buy scheme, he said. Jagdeep said the state has other units such as in Taman Sungai Duri Permai dan Taman Seruling Emas. We are planning to also build 187 rent to buy scheme low-cost units in Mak Mandin, he added.

Recently, the state government launched Body Safety Education campaign to give awareness to all layers of society pertaining to safety and protection of children. Through this campaign children will know their rights and dare to say no! to sexual harassment. In line with this campaign, the book Body Safety Education has been published in English, and is in the process of being published in Malay, Mandarin and Tamil. The book will serve as a guide for parents and teachers to educate children about the importance of body safety. For parents, programs related to parenting skills will be organised so as to give them a better understanding on how to manage their children better in this cyber era, said Chong Eng.

7 August 16 31, Agro industry contributes RM1.54b to GDP THE agriculture sector managed to contribute RM1.54 billion to the state s Gross Domestic Product (GDP) in 2017, said state Agriculture and Agro-Based Industry Exco, Rural Development and Health Committee chairman Dr Afif Bahardin. The amount increased by RM40 million compared to RM1.5 billion registered in In 2017, the agricultural sector in the state produced a total of 113, tonnes of agricultural products which included floriculture, herbs and spices, rice, vegetables, fruit crops, industrial crops and plantations. The fisheries sector recorded an increase of RM140 million in revenue from RM679 million in 2016 to RM891 in For the animal husbandary sector, the total revenue recorded was RM million last year, an increase of RM6.95 million compared to 2016, he said during the winding up session at the First Meeting of the 14th State Legislative Assembly here on Aug 9. In addition, Afif said the agro-based industry sector was also seen as a priority for the state government when various initiatives have been implemented to empower the industry in the country, including hosting large scale programmes. 8 8 August 16 31, 2018 LCCT to meet PIA s high passenger growth rate FINANCE Minister Lim Guan Eng on Aug 6 shared the plans regarding the building of a low-cost carrier terminal (LCCT) at the Penang International Airport through a 4P partnership (public, private, people, professional). The federal government, due to financial constraints is seeking alternatives to increase the capacity of PIA through a joint venture with the AirAsia, that is the building of the LCCT. We (federal government) are in a discussion with AirAsia, and it (the discussion) is taking a positive shape, so we will look into the different frameworks pertaining to the 4P partnership, Lim said at a press conference at the state assembly. The LCCT will take around one to one and a half years to be completed. Due to lack of funds, we are working on a 4P partnership to expand the capacity of PIA, Lim said. Lim highlighted the need for the LCCT as PIA has surpassed its capacity of a maximum of 6.5 million passengers per year to 7.1 million. So, we are just looking at the formula of adding a physical infrastructure (LCCT) at the PIA to accommodate the high growth of passengers. 16 年 8 月 16 日 31 日 对工作的热诚, 他是典范 报导 张燕芬 当朋友知道我在 28 楼首长办公室工作时, 他们常常会问我一个问题, 就是 首长工作这样繁重, 薪水 ( 如果跟私人界比 ) 也不见得很高, 然后你们 ( 希盟, 尤其是火箭 ) 又没有 吃钱, 到底是什么动力让他们继续这样拼下去呢? 当然, 有政治理想的人, 能够透过执政实践他们的理想, 是毕生的荣耀, 也会好好把握机会, 在政府机制内展现他们一直所推崇的理想 不过, 打从加入 ( 当时的 ) 反对党火箭的那一天起, 我相信所有的火箭人做梦都想不到有一天真的会当官, 甚至是做政府 就像曹观友首长在出席槟州总警长的开斋节开放日时, 坐在主桌嘉宾位子, 对着旁边的总警长说, 过去, 我们进来这里 ( 警察总部 ), 不是被警方政治部问话, 就是冒着可能会被扣留的心理准备 而今天, 我却是以主桌嘉宾的身份进来这里 (# 看专栏附送冷笑话一则 #) 呵呵, 感觉很不一样, 感觉很不踏实, 但这却是不管是政治人物还是公务员们, 都需要一段时 间去慢慢适应的事实 是的, 一切都不一样了, 特别是当希盟也一拼夺下联邦政权, 原本的首长变成财长, 原本的行政议员成了首长之后 因为首长需要管的范围太广泛, 无法身兼负责重大的职务, 所以曹观友须放弃他掌管了 10 年 2 届的地方政府职务, 以及接管了 5 年的治水工程, 只 留下 交通道路管理这个职责 过去的这些年, 地方政府有待改善的空间虽然还很多, 但无可否认的是, 许多方面有了显著的进步 其中一个让人津津乐道的, 就是街灯装了 LED, 道路明显的亮了起来, 整个城市也感觉安全多了 曹观友在担任行政议员时, 曾上载普通街灯及 LED 街灯的对比图, 让人一睹市政府对打造安全城市的努力, 与全民分享施政成果, 是他一直都喜欢做的事, 也一直在做的事 上任首长之后, 一个接一个的访问 陆续有来 在被记者问及州政府的治水方案时, 曹观友在言谈间常常不经意展露的, 就是舍不得治水工程这个 baby 不是吗, 那可是他在过去 5 年掌管的委员会, 就好像看着这个孩子 (Baby) 长大, 计划逐个 展开, 还有很多很多说不完的计划, 现在, 这些都 被逼 交给新的行政议员去延续未完成的 大业 说到治水, 他可以像讲自己孩子的故事般, 娓娓道来 ( 这跟他给人不爱说话的印象真的相差很大一下 ) 比如, 哪里还有什么治水工程进行中 哪里完工了 完工的工程如何改善水灾黑区的情况, 还有哪里的工程什么时候大概会完工等等, 他如数家珍, 眼神尽是不舍之情, 就一副 孩子长大了就得放手 的样子, 有时, 我觉得他甚至会忍不住想要做回治水工程的感觉 ( 呵呵, 还好再里尔不谙中文, 不然我肯定被扁 ) 从旁听他的专访, 我强烈感觉到他正享受着他工作中的每一分每一秒, 他高度热爱他的工作, 尽管工作再繁重 面对许多挑战, 但他总把这视为是享受, 像爱着他 Baby 一样的那种不舍, 要是他不热爱自己的工作, 这感觉怎样装也装不出来啊 不管是肩负职务最重的行政议员职, 或者是出任出名忙的首席部长职, 他从来都不埋怨, 既来之则安之是他的态度, 享受工作 对工作有着满满的热诚, 则是我们大家都需要学习的典范

23 2018 年 8 月 16 日 31 日 9 国家独立日国旗升起的历史性一刻 身材高记忆好 国家独立日护旗手奥利弗见证时代变迁 报导 黄国伟 他的双手, 曾经代替国家降下了一个时代, 也为马来西亚升上了全新篇章 ; 他就是 1957 年 8 月 31 日, 挺立在大马独立广场前, 在国土升起了象征着马来西亚独立的旗帜, 他就是护旗手奥利弗库柏 (Oliver Cuthbert) 当 1957 年 8 月 31 日第一声钟声响起, 大批民众集中在独立广场静候黎明到来, 见证马来西亚独立的历史性一刻时, 在不远处的英国驻马总部, 国家独立日的序幕早 奥利弗自豪的看着所获的奖章与勋衔 已拉开 那是一个漆黑的夜晚, 与独立广场的喧嚣不同, 这里显得有点冷清, 奥利弗走向飘扬的英国国旗前, 开始降下了那面来自西方的旗帜, 也预示着英军在马来西亚政治权利的终结 皇家海军上士奥利弗接受 珍珠快讯 专访时回忆说, 整个仪式是严肃的, 当他降下英国旗帜后, 早已有一名英方派来的官员等候在旁, 而他在完成整个流程后, 也把有关旗帜交给对方, 双方敬了军礼, 然后各自离开 降旗时并没有任何公开仪式, 这是为了确保整个过程能够顺利进行, 完成了降旗后, 我也回到了营地休息, 因为在 8 小时后, 我必须要为我的国家升起属于我们自己的旗帜, 而这过程一点差错也不可以有 4 万人争睹历史性一刻 奥利弗获槟州元首封赐勋衔 鲁世巍对能出任第二任中国 太拥挤了! 能够容纳 4 万人的广场, 也无法让所有前来观礼的民众挤入其间, 有些人还爬上周边的树 建筑等, 场面非常壮观, 人民的情绪也非常高涨 84 岁的海军上士奥利弗指出,8 月 31 日当天早上 9 时 30 分, 国家独立广场终于迎来了重头戏, 国父东姑阿都拉曼正式宣誓独立, 并带领大马国民在沸腾的气氛中高喊七声 Merdeka! 在国歌播出的那一刻, 也轮到了以奥利弗为首的三名护棋手, 缓缓地为马来西亚升起国旗, 迎接马来西亚的诞生, 人群也随着国旗的升起而沸腾, 有人高声欢呼, 也有人流下了泪水, 心中五味杂陈 在国旗升起的那一刻, 我心里是非常激动的, 但身为一名军官, 我必须克制自己完成自己的使命, 看着一片欢呼的海洋, 我觉得能够为国家升起这面别 具意义的旗帜, 是非常荣幸的 询及如何被选为国家的护棋手时, 他笑着回答 因为我最高! 而且记忆力最好! 身形魁梧的奥利弗, 约 6 尺的身高是其优势, 在确定国家独立后, 在众多候选人中他鹤立鸡群, 加上生性严谨的他做事向来条理, 而且熟读国际军方旗帜规范, 所以顺理成章地成为了主要的护棋手, 并与另两名护棋手, 既佐哈里和沙礼夫卡兰配合, 为我国升旗 在海军服役 22 年奥利弗说, 会参军是因为当时的历史大环境使然, 来自霹雳的他在年轻时, 是在打巴政府英校求学, 经历了丹绒马林事件后, 让他坚定了参军的念头 当时我们尚在求学, 在丹绒马林发生马共伏击事件时, 我刚巧在放置牺牲者的医院前, 看着这辛酸的一幕让我想为改变这个国家的现状而做出努力 随后, 他于 1952 年加入了马来亚海军, 并在新加坡服役, 直至 1974 年退役, 最高军衔为海军上士 呼吁年轻人从军退役后, 他也加入私人界, 并以其专业在安保行业一展拳脚, 直至 1997 年全面退休 目前, 他与妻子定居在北赖才能园, 育有三名子女的他, 如今已经拥有了五名孙子, 各自在自己的领域取得非凡成就 无论如何, 他还是心系参军的日子, 他坦言, 如今的年轻人不太热衷参军, 所以他希望在未来, 会有更多年轻人为国效力, 加入我国的军队服役, 尤其是大马皇家海军

40 14 August 16 31, 2018 Navy veteran recalls memory of military service Story by Christopher Tan Pix by Noor Siti Nabilah Noorazis HE was the one who lowered the Union Jack at the now Merdeka Square, in front of the Sultan Abdul Samad Building, in the wee hours of the morning on Aug 31, I lowered the Union Jack, symbolising the end of the British rule in Malaya, and handed over the flag to a British military officer. We exchanged salutes before leaving the square. There was no ceremony held at the square that morning (after midnight), navy veteran Oliver Cuthbert Samuel said. He said he was also tasked to hoist the flag of the Federation of Malaya at the Stadium Merdeka in Kuala Lumpur some eight hours later. The stadium was so packed! I guess more than 40,000 people thronged the stadium that day. Some even climbed trees to witness the historical event, former Chief Petty Officer Samuel revealed the contrasting ambience on Aug 31, Samuel, 84, said Malaya s first Prime Minister Tunku Abdul Rahman read the Proclamation of Independence before chanting Merdeka Samuel looking at his awards at his home in Chai Leng Park, Prai. seven times with the crowd joining in. The Ipoh-born Samuel together with two others, Lt Kom Mohd Sharif Kalam and the late Chief Petty Officer Seaman Awang Mohd Salleh, were tasked to raise the flag. I remembered the crowd was cheering as the flag went up. Deep down, I felt extremely happy and excited that our nation had finally gained her independence. However, I had to compose myself and not be overwhelmed by emotions. I calmly and proudly raised the flag of the Federation of Malaya, he said. When asked why he was selected to hoist the flag during the declaration of the nation s independence, Samuel said he was trained on the proper procedures and had learnt the international codes and protocols for raising flags. I also have a good memory and I was tall. Hence, I was asked to raise the flag while the other two officers ensured that the flag did not touch the ground, he said. Samuel said the preparation for Independence Day started about a month before Aug 31, Everyone was in a festive mood. Some were crying while some were laughing. I was preparing myself for the big event. Besides training how to raise the flag, I also took part in the military tattoo and the hockey competition Samuel (right) hoisting the flag of the Federation of Malaya at Stadium Merdeka. which were held in-conjunction with the Independence Day celebration. It was a busy month of training, he added. Samuel recalled the reason why he decided to join the Malayan Naval Force in 1952, when he was 18. I was studying at a Government English school in Tapah a year before I joined the Malayan Naval Force. Their bodies were placed in front of the hospital and it was a very painful sight. After witnessing that sorrowful tragedy, I decided to serve my country by joining the navy, he said. Samuel met his wife Tan Gim Choo in 1959 and they got married a year later. Tan followed her husband to Singapore until Samuel retired from the Royal Malaysian Navy in Samuel then worked as an administrative officer, assistant manager and a manager in three different security firms; before retiring at the age of 63 in Blessed with three sons and five grandchildren, Samuel said it is important for Malaysians to cherish the peace and unity in the country. 44 18 August 16 31, 2018 Penang artist hopes to break new ground Story by K.H. Ong MOTHER nature has always been close to the heart of Penang artist Dr Grace Choong Ai May. Thus, it comes as no surprise that her current 15th solo art exhibition at the Performing Arts Centre (PAC) of Penang until the end of this month is themed Garden Jewels. A prolific artist who paints almost every day, Choong has also taken part in over 200 joint exhibitions in various countries such as Malaysia, Singapore, Taiwan, Hong Kong, South Korea, Japan, China, Thailand and the United States. She has come a long way, 28 years since holding her first solo event in 1990 while she was still studying at the Malayan Teachers College. Later while she was teaching, she worked hard to obtain her degree, Masters and PhD in fine arts from Universiti Sains Malaysia. I m always inspired by nature and its creations. I painted the subject of orchids during my first solo exhibition. Today, my horizon has grown, Choong told a 70-odd member crowd comprising guests, friends, fellow artists and visitors at the opening day of her exhibition on Aug 5. I hope more people will learn to appreciate art and to do art. Art is not merely for one to look at. It makes you think and ponder about what is connected to you. Among those present were Penang Butterfly Farm founder David Goh, who was also the guest of honour, Penang Chinese Brush Painting Society president Ung Tin Kean, Yahong Art Gallery director Chuah Siew Teng and some of her art students from SMK Air Itam. Goh, who officiated the opening ceremony, had only words of praise for her. I m honoured to be invited to officiate her latest solo exhibition, known as Garden Jewels. I like the word jewels as I used to call my butterflies the jewels of the insect world, said Goh. Beauty always bring joy to human beings. Grace Choong s Garden Jewels with her signature of vibrant colours and broad bold brush strokes have certainly generated a lot of soothing energy that sets off the feeling of freedom of life and happiness. She draws in endless inspiration around her house garden as well as nature outside that a lot of her past of watercolour works and today s acrylic paintings were created with truthfulness and sincerity. Every few years, Choong will go to Europe for sightseeing and take the opportunity to snap photographs or do on site sketching. Most of the time, I shoot photographs. When I come back, I use them as reference for my paintings. I m always fascinated by the scenery in Europe but I don t know why I don t get so inspired when I visited China a couple of times, Choong said. I ve always dream that I can display my solo artworks around the world. I had exhibited them overseas in group exhibitions, but I hope someday I can do it solo. Her first solo exhibition at the Art Gallery in Hutton Lane which was opened by architect Datuk Lim Chong Keat, the brother of former chief minister Tun Dr Lim Chong Eu, gave her a breakthrough. She recalled that it was her father who brought her artworks to the gallery before she was accepted by the gallery to do solo. I ve been doing what I m passionate about but opportunity does not come knocking at your door. So later on, I initiated it. As an artist, you can t just sit at home. Early this year, Choong jumped at an opportunity after a friend offered her to display her Peranakan artworks solo at the Jen Hotel. Her friend was given the ballroom to sell his Peranakan materials but he did not have so much merchandise to fill the space. He said he wanted to have all things Peranakan. I happened to have this collection ready. So, you see that was an opportunity, said Choong, a fifth generation Baba Nyonya descendant herself. For her current solo exhibition, Choong said she approached Penang PAC after having seen her friends exhibited their paintings there. I m lucky that they sponsor me the space. They re very kind and this place is very beautiful and air-conditioned. If not, I cannot afford it. I am very lucky, she said. On display are 18 smaller paintings (60x60cm), titled such as Purple Vanda, Red Helicornia, Ginger Torch and Flower Power, mostly priced at RM3,800 and 13 bigger paintings (80x100cm, 100x100cm, 100x150cm), like Sunflower, Europe, Spain 06, Hibiscus and Sleeping Beauties priced from RM6,000 to RM9,000. Most are acrylic paintings and a few are oil paintings. In conjunction with the International Women s Day this year, Choong organised a joint art exhibition for 24 women s artists, including herself, at Penang PAC. On the last day, she and five other artists gave a free talk and slide shows about their artworks. Apart from her parents (Choong Chong Keat and Lily Khoo), Choong s interest in arts as a young girl was stirred by a retired teacher from Chung Ling Private School, Tan Chiang Kiong, 85, who recently was presented an award for teaching over 50 years. He does not just impart his skills but also is a very encouraging teacher. Some teachers will tell you to better study something else, not art. Taking a leaf out of his mentor s book, Choong now encourages her students at SMK Air Itam to enjoy art. Today, people go for creativity. Everything is about creativity. You don t have to go out and work, you just need to work from home if only you can create something by yourself. You can sell it online, you can publicise it, promote it online and a lot of things you can do. So, creativity is the in thing. It s not about Science and Maths. Our education system has been talking about Science and Maths. They don t get it. Even in schools, Science and Maths teachers are looked up at whereas Art teachers are secondary. That s the perception in most schools. They don t understand. It s about creativity. Smart people only can do art. When you look at a painting, it s not about the colours or whether it s pretty or not. It s about the ideas behind it. You see, some can study very well. But when they come out, they cannot work. They don t know how to socialise. These are not creative people. Choong s current solo art exhibition runs daily until Aug 31 from 10.30am to 6pm.

47 August 16 31, No housing price hike with SST PENANG Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh (pix) has given his assurance that the state would maintain the existing ceiling price of the low-cost (LC), low medium-cost (LMC) and affordable homes in the state. The ceiling price of LC, LMC and affordable homes will not be increased with the reintroduction of Sales and Services Tax (SST) on Sept 1. We feel that the ceiling price of affordable homes on the island (RM300,000) and on the mainland (RM250,000) is reasonable. The (ceiling) price will not be increased until such time we think it is necessary to do so. At this point, I am very firm that we will not increase the (ceiling) price, he told a press conference in Komtar on July 27. Jagdeep said housing developers were given a lot of incentives to encourage them to build affordable homes for the people. He also spoke on the Penang Affordable Housing Expo 2018 which will be held at Prangin Mall from 10am to 10pm on Aug 18 and 19. Penangites will have the chance to grab 6,284 affordable housing units from 13 housing developers at the expo. Representatives from the Penang Housing Department, Bank Negara Malaysia and the Election Commission will also be at the expo. Among the many affordable housing projects at the expo is a PR1MA project in Permatang Pauh. Since Pakatan Harapan has taken over the federal government, previous federal government projects such as PR- 1MA projects have also been taken over. Whether it will be called as PR1MA is another issue. The Housing and Local Government Ministry is looking at it. Barisan Nasional had failed the people in the past, when not a single PR1MA home was built in Penang, Jagdeep said. He added that 1,000 PR- 1MA units would be available at the expo. The housing developers taking part in the expo are PDC Sdn Bhd, Potential Dual, PLB Land, Prisma Bumiraya, Ideal Property Sdn Bhd, Aspen Ventures, Corfield Development, Excel Focus, M Summit Corporation, Iconic Land, Hunza, Asia Green Construction and PTL Properties. A DELEGATION of five members from the Penang Baha i Community (PBC), led by the chairman of the Local Spiritual Assembly, Chew Beng Cheong, made a courtesy call on Chief Minister Chow Kon Yeow at his office in Komtar on Aug 13. Chew delivered a letter of congratulations from the Spiritual Assembly of the Baha is of Malaysia, the Baha i national body, for Chow s appointment as the Chief Minister of Penang and the Pakatan Harapan government. Chew also expressed the desire of the Baha i community to be involved in working with the state government for the betterment of society. The effort of the Baha i community in acquiring a burial ground for many years was brought up. While stressing no pressure was intended, Chow replied that it was nevertheless a pressing issue, with a Baha i population of 5,000 in the state and reportedly some 300,000 nationwide. He promised to look into the matter, and proposed a piece of land in Batu Kawan identified for this purpose. Also present were Penang Baha i Community member, Yap Siok Hoon.
