16 ABSTRACT Keywords: Lu-ku, industrial redevelopment, post-disaster development, 921 earthquake The Chi-Chi earthquake in 1999 has caused serious casualty and property damage to the central region of Taiwan. Lu-ku is one of the disaster areas that are trying to promote industrial redevelopment in order to provide adequate job opportunities in the disaster area. Based on the Comprehensive Planning for the Post-Disaster Reconstruction in Lu-ku, this research is to identify the development problems of the economic sectors in Lu-ku and to propose the vision and strategy for the future development. The findings could be referred by agencies related to the future industrial redevelopment in Lu-ku. In addition to literature review, on-site questionnaire survey and interview were conducted in order to investigate the post-earthquake industrial development problems and future potentials. In this research, development vision and strategies were formulated by means of strategic planning approach. This research was conducted from June 2000 to December The total budget for this research is NT 800,000. Major findings are summarized as follows: I. Vision of Future Industrial Development The future industrial development in Lu-ku will be based on tourism and tea industries. More specifically, It is envisioned that there will reach 1.5 million tourists in 2011, and the average length of stay will reach 2.1 days per person. Meanwhile, a growth management scheme will be established to achieve sustainable development. For the tea industry, the proportion of domestic consumption and export -1

17 will be increased from 7:3 to 5:5. Not only the export proportion increased, tea industry would be transformed into cultural tourism based industry. II. Agricultural Development Strategy The strategy of tea industrial development is to increase the production value of U-long tea and to promote the income of tea oriented tourism. Potential measures include: price diversification, product diversification, global marketing, and tea cultural development. III. Tourism Development Strategy The first dimension is to build up tourism attractiveness. Potential projects include: networking Sea-tou, Phoenix Bird Paradise and Sun-lin-sea, hiking trail planning and development, night tourism and bed and breakfast lodging. The second dimension is to clear the barriers of tourism (psychological, transportation and information), potential measures include: in-time information provision, roadway reconstruction, and tourism information center. The third dimension is to explore the potential market, including various marketing programs to attract potential tourists. IV. Industrial Development by Stage The future development can be divided into four phases. The first phase ( ) is infrastructure restoration period; the second phase ( ) is the tourism restoration period focusing on job training and tourism attractiveness enhancement. The third phase ( ) is the stable growth management period focusing on environmental quality control, and the fourth phase ( ) is the sustainable development period focusing on the empowerment of self-adjustment capability to meet the future tourism demand. -2

18 V. Recommendation of Administration Actions A. Short-term program (to be completed in one year) 1. To establish public-private partnership based organization by Lu-ku Hsiang government. 2. To promote demonstration shopping street by Department of Commerce, Ministry of Economic Affairs 3. To help private business develop the Association of Tourism in Lu-ku by the Hsiang government. 4. To coordinate and promote the implementation of annual activity schedule by Lu-ku Hsiang government. B. Long-term program (to be completed in three years) 1. To establish a funding program to subsidize local governments develop tourism based on traditional industries by the Council for Economic Planning and Development. 2. To help the establishment of Local History Workshop by the Council for Cultural Development VI. Recommendation of Future Researches A. Short-term research (to be conducted in one year) 1. The Ministry of Agriculture should help the planning and promotion of tea and bamboo industries in Lu-ku. 2. The Council for Planning and Control should fund the local marketing program of Lu-ku to promote tourism in Lu-ku. 3. The San-Wan area of Lu-ku should be planned and redeveloped by the Council for 921 Reconstration. -3

19 B. Long-term research (to be conducted in three years) 1. The property tenure scheme within the Experimental Forest Department, National Taiwan University should be studied by the Council for Planning and Control. 2. A feasibility study of importing Panda into Lu-ku to improve the tourism attractiveness should be studied. -4

untitled Abstract Nowadays, more and more countries begin with the development of creative industries as a strategy to revive the economy. It not only strengthens the link between economic development and local
