5 Flowchart of International Student Qualifications By the law of <Nationality Act>Article 2: A person shall have the nationality of the Republic of China (ROC) under any of the conditions provided by the following Subparagraphs: 1. His/her father or mother was a national of the ROC when he/she was born. 2. He/she was born after the death of his/her father or mother, and his/her father or mother was a national of the ROC at the time of death. 3. He/she was born in the territory of the ROC, and his/her parents can t be ascertained or both were stateless persons. 4. He/she has undergone the naturalization process. Holding of foreign nationality and has never had ROC nationality, and does not have the status of overseas compatriot student at the time of application. Holding of both foreign and ROC nationalities at the time of application, and having no history of a household registration record in Taiwan Holding of foreign nationality at the time of application, and holding of ROC nationality before the time of application, but has obtained documents issued by Ministry of Interior indicating that the person concerned has given up ROC nationality for at least 8 years before the time of application. Being a former citizen of Mainland China and holds a foreign nationality, having no history of household registration record in Taiwan Holding of foreign nationality and a permanent residence status in Hong Kong or Macao, and having no history of a household registration record in Taiwan The applicant must have lived in a foreign country for at least 8 consecutive years to apply for the bachelor programs in the School of Medicine, School of Dentistry, and School of Chinese Medicine. The applicant must have lived in a foreign country for at least 6 consecutive years to apply for the bachelor programs other than the School of Medicine, School of Dentistry, and School of Chinese Medicine. *Foreign countries refer to countries other than Taiwan, mainland China, Hong Kong and Macau. The applicant must have lived in Hong Kong, Macao, or another foreign country continuously for at least 8 consecutive years to apply for the bachelor programs in the School of Medicine, School of Dentistry and School of Chinese Medicine. The applicant must have lived in Hong Kong, Macao, or another foreign country continuously for at least 6 consecutive years to apply for the bachelor programs in Colleges other than the School of Medicine, School of Dentistry and School of Chinese Medicine. *Foreign countries refer to countries other than Taiwan and mainland China. consecutive means that the applicant must not stay in Taiwan for more than 120 days in each calendar year; the number of years lived in a foreign country is calculated retrospectively from August 1 of the year when the applicant enrolls(2016). The only exceptions to the regulation of residing overseas consecutively of calculation are for those who fulfill one of the following requirements with written supported proof: 1. Attended overseas youth training courses organized by the Overseas Compatriot Affairs Council or technique training classes accredited by the Ministry of Education (MOE) 2. Attended a Mandarin Chinese language center at a university/college of which foreign student recruitment is approved by MOE, and to which the total length of stay is less than 2 years; 3. Exchange students, whose length of total exchange is less than 2 years; or 4. An Internship in Taiwan which has been approved by MOE, to which the total length of stay is less than 2 years. An individual, who has both foreign and R.O.C. nationalities and has applied for an annulment of their R.O.C. nationality before February 1, 2011, will then be qualified to apply for admission as an international student and will not be subject to the limitation of residing overseas continuously. The applicant has not studied in Taiwan under the status of overseas compatriot student and has not received the student status from the University Entrance Committee for Overseas Chinese Students in the year of enrolment. Applicants have never been expelled by any university or college in Taiwan under these circumstances (with dropout records due to failure in conduct grades, academic grades, or being indicted guilty by the criminal law) Application for Bachelor programs: graduation from secondary schools in a foreign country Application for s programs: graduation from universities with a Bachelor degree Application for PhD programs: graduation with a degree (except application for Graduate Institute of Clinical Medical Science) Fulfill the requirements of the to-be-applied-departments/ Institutes Eligible for application 4 The information above is based on the law of Ministry of Education: International Students Undertaking Studies in Taiwan. International students applying for schools in Taiwan shall be limited to one application only. Upon completion of the course of study, at a school in Taiwan, to which an international student has applied, the student's admission to another school s academic level shall be handled in a manner identical to the admission procedures for local students. An exception is that an application for a master s degree or higher levels of graduate studies can be processed under the procedures of each individual school. Most of the courses in CMU are instructed in Chinese. 6 申 請 文 件 Required Materials/Documents (1) 本 校 入 學 申 請 表 ( 附 件 一 ) 及 具 結 書 ( 附 件 二 ) Complete the application form (Attachment 1) & the declaration form (Attachment 2). (2) 最 高 學 歷 畢 業 證 明 文 件 及 成 績 單 中 英 文 以 外 之 語 文, 應 附 已 公 證 之 中 文 或 英 文 譯 本 如 獲 得 本 校 錄 取, 必 須 於 入 學 前 繳 交 經 我 國 駐 外 使 領 館 代 表 處 或 辦 事 處 驗 證 之 文 件 Applicant must photocopy the diploma and transcript of the highest degree obtained. (A Chinese or English translation which is notarized by local authority is required if the documents are not in either of the languages aforementioned. The diploma and transcript shall be authenticated by Taiwan Embassy or Taiwan representative office in/near the country before enrollment if the applicants are admitted. (3) 財 力 證 明 須 由 金 融 機 構 提 出 足 夠 在 臺 就 學 之 財 力 證 明 ( 必 須 顯 示 金 額 及 幣 值 ), 最 低 額 度 為 美 金 一 萬 元 如 為 台 灣 獎 學 金 獲 獎 生, 須 提 供 台 灣 獎 學 金 證 明 書 如 獲 得 本 校 錄 取, 必 須 於 入 學 前 繳 交 經 我 國 駐 外 使 領 館 代 表 處 或 辦 事 處 驗 證 之 財 力 證 明, 或 由 金 融 機 構 密 封 直 接 寄 至 本 校 國 內 銀 行 的 存 款 證 明 不 需 要 經 由 我 國 駐 外 機 構 辦 理 驗 證 程 序 Official bank statements a. They must be submitted to prove the applicants ability to provide the needed funds for enrollment with the balance on it. The minimum balance should be equivalent to U.S. Dollar 10,000 or above. b. The bank statement should be issued by the bank officially with the information of current balance and currency. The bank statement should be authenticated by Taiwan Embassy or Taiwan representative office in/near the country before enrollment if the applicants are admitted, or sealed and mailed to CMU by the bank directly. c. Financial statements from a Taiwanese bank or a branch of a foreign bank located in Taiwan do not need to be authenticated. Or a copy of Taiwan Scholarship Certificate if the applicant is a Taiwan Scholarship recipient. 7 (5) 推 薦 書 二 份 ( 包 括 一 份 專 業 科 目 教 師 推 薦 書 及 一 份 中 文 教 師 推 薦 書 ) Two letters of recommendation with contact information, one from an academic instructor in the related field of study and the other by a Chinese instructor. (6) 申 請 人 出 生 證 明 護 照 影 印 本 及 父 母 護 照 影 印 本 ( 日 韓 籍 人 士 可 檢 附 全 戶 戶 籍 謄 本 代 替 出 生 證 明 ) A photocopy of the applicant s birth certificate A photocopy of the applicant s passport Photocopies of the applicant s parents passports (or any document that shows parental relationship to the applicant and his/her nationality.) (7) 其 它 各 系 所 另 定 應 繳 之 文 件 Other additional documents that ate required by the department or institute (see P14-26) (8) 申 請 時 具 外 國 國 籍, 且 兼 具 或 曾 具 中 華 民 國 國 籍 者, 需 繳 交 連 續 居 留 海 外 相 關 證 明 文 件 如 內 政 部 入 出 國 及 移 民 署 入 出 國 日 期 證 明 書, 及 父 母 親 身 份 證 字 號 出 生 年 月 日 ( 申 請 醫 學 牙 醫 或 中 醫 學 系 學 士 班 者, 申 請 時 須 已 連 續 居 留 海 外 8 年 以 上, 其 餘 須 連 續 居 留 海 外 6 年 以 上 ) Applicants who hold a foreign nationality as well as an ROC nationality should submit documents (such as Certificate of Entry and Exit Dates issued by National Immigration Agency) showing residence abroad for at least 6 consecutive years (Applicants for the bachelor programs in the School of Medicine, School of Dentistry and School of Chinese Medicine should submit documents showing residence abroad for at least 8 consecutive years), and the ROC ID number and date of birth of parents. (11) 曾 為 大 陸 地 區 人 民 具 外 國 國 籍 且 未 曾 在 臺 設 有 戶 籍 者, 需 繳 交 連 續 居 留 海 外 相 關 證 明 文 件 及 外 國 國 籍 證 明 ( 申 請 醫 學 牙 醫 或 中 醫 學 系 學 士 班 者, 申 請 時 須 已 連 續 居 留 海 外 8 年 以 上, 其 餘 須 連 續 居 留 海 外 6 年 以 上 ) An applicant being a former citizen of Mainland China and holds a foreign nationality, having no history of household registration record in Taiwan should submit proof of foreign nationality and documents showing residence abroad for at least 6 years (Applicants for the bachelor programs in the School of Medicine, School of Dentistry and School of Chinese Medicine should submit documents showing residence abroad for at least 8 years). (12) 緬 甸 籍 學 生 簽 證 受 理 原 則 如 下, 請 於 報 名 時 繳 交 以 下 文 件 影 本 : (a) 華 裔 學 生 : 限 就 讀 研 究 所, 且 申 請 人 具 備 托 福 紙 本 測 驗 成 績 500 分 (CBT 電 腦 托 福 測 驗 173 分 ) (b) 非 華 裔 之 緬 甸 籍 學 生 : 不 限 就 讀 大 學 部 或 研 究 所, 惟 申 請 人 必 須 具 充 分 之 財 力 證 明, 且 托 福 紙 本 測 驗 成 績 500 分 (CBT 電 腦 托 福 測 驗 173 分 ) 以 上 者 (c) 護 照 效 期 : 必 須 3 年 以 上 According to the visa regulation for students with the nationality of Republic of The Union of Myanmar, Burmese applicants should submit the following documents in photocopies: (a) Overseas Chinese Students: Applicants can only apply for graduate programs. A TOEFL score of at least 500 on PBT test (or 173 on CBT test) is required. (b) Non- Overseas Chinese student: Applicants can apply for either undergraduate or graduate programs. An authenticated financial statement and a TOEFL score of at least 500 on PBT test (or 173 on CBT test) are required. (c) Passport validity: at least 3 years. (13) 越 南 及 泰 國 籍 人 士 向 我 國 駐 外 館 處 申 請 赴 臺 灣 留 學 簽 證 時 需 提 交 基 本 外 語 能 力 ( 華 語 或 英 語 ) 證 明, 請 向 駐 越 南 台 北 經 濟 文 化 辦 事 處 及 駐 泰 國 台 北 經 濟 文 化 辦 事 處 確 認 其 申 請 規 定 According to the resident visa regulation for students with the nationality of Vietnam and Thailand, applicants should submit the certificate of Chinese or English proficiency test of certain level. Interview Date for School of Medicine: May 2, Interview Date for School of Dentistry: May 4, Interview Date for School of Chinese Medicine: May 4, 放 榜 Release of Admission Results 放 榜 日 期 :2016 年 5 月 20 日 Date of Release: May 20, 重 要 入 學 須 知 Important Admissions Reminders (1) 依 教 育 部 規 定, 外 國 學 生 經 入 學 學 校 以 操 行 學 業 成 績 不 及 格 或 因 犯 刑 事 案 件 經 判 刑 確 定 致 遭 退 學 者, 不 得 向 本 校 申 請 入 學 違 反 規 定 經 查 證 屬 實 者, 取 消 其 入 學 資 格 According to the Ministry of Education regulations, if you have ever been expelled by any university or college in Taiwan under these circumstances (with drop-out records due to failure in conduct grades, academic grades, or being indicted guilty by the criminal law), you are not allowed to apply to this university. Violation of this regulation will result in the cancellation of admission regardless of the merits of the application. (2) 外 國 學 生 所 繳 入 學 證 明 文 件 有 偽 造 假 借 塗 改 等 情 事, 應 撤 銷 錄 取 資 格 ; 已 註 冊 入 學 者, 撤 銷 其 學 籍, 且 不 發 給 任 何 相 關 學 業 證 明 ; 如 畢 業 後 始 發 現 者, 應 由 學 校 撤 銷 其 畢 業 資 格 並 註 銷 其 學 位 證 書 If the application documents international students provided are found falsified, making use of others documents or altered, the students will be deprived of their admission and registration, and will not be given any certificates. If it is found after their graduation, their diplomas will be revoked and the qualification of graduation will be deprived. (3) 外 國 學 生 來 臺 就 學 後, 其 於 就 學 期 間 許 可 在 臺 初 設 戶 籍 登 記 戶 籍 遷 入 登 記 歸 化 或 回 復 中 華 民 國 國 籍 者, 喪 失 外 國 學 生 身 分, 應 予 退 學 If international students apply for the initial household registration in Taiwan or acquire naturalization or restoration of Taiwan Nationality during their period of study, their status of foreign students will be denied and their student status will be discontinued. International students are required to have adequate Chinese reading, writing, listening and speaking ability (Except for some of the Graduate Programs that offer English-speaking courses. According to CMU s Implementation Directions for Mandarin Proficiency Levels and Required Courses released in 2014, international students enrolled since 2016 Fall Semester are required to accomplish Mandarin as Second Language courses and reach their qualified criteria. International students enrolled in programs and all courses taught in English are not subject to this requirement. (7) 醫 學 系 牙 醫 系 藥 學 系 與 中 醫 學 系 各 年 級 於 台 中 校 區 就 讀, 其 餘 學 系 大 學 部 一 年 級 於 本 校 北 港 分 部 上 課, 二 年 級 以 後 在 台 中 校 區 上 課 All undergraduate students except who enroll in the departments other than School of Medicine, Dentistry, Pharmacy and Chinese Medicine will go to Beigang Campus for the first academic year, and move to Taichung Main Campus from the second academic year on. Those undergraduate students who enroll in School of Medicine, Dentistry, Pharmacy and Chinese Medicine will go to Taichung Main Campus from the first academic year on. In this case, please make sure to duplicate the application packages. If accepted by the university, the student may choose only one program to enroll in. An exception is that an application for a master s degree or higher levels of graduate studies can be processed under the procedures of each individual school. The proof of insurance issued in a foreign country shall be verified by Overseas Agencies. An individual of foreign nationality, pursuant to the following requirements and who has resided overseas continuously for no less than 6 years is also qualified to apply for admission under this regulation. However, an individual who plans to apply for study at a department of medicine, dentistry or Chinese medicine must have resided overseas continuously for no less than 8 years. 1. An individual who also is a national of the R.O.C., but does not hold nor has had a household registration in Taiwan. 2. Regarding individuals mentioned in the preceding 2 subparagraphs, they must not have studied in Taiwan as an overseas Chinese student nor received placement permission during the same year of the application by the University Entrance Committee for Overseas Chinese Students. According to the Education Cooperation Framework Agreement, a foreign national who was selected by a foreign government, organization, or school, and does not hold a household registration from the time of their birth is not subject to the limitations as prescribed in the preceding 2 paragraphs after receiving the approval from the authorized educational government agencies. The six and eight year calculation period as prescribed in Paragraph 2 shall be calculated from the starting date of the semester (Feb. 1st or Aug. 1st) as the designated due date for the time of study. The term overseas as prescribed in Paragraph 2 is limited to countries or regions other than Mainland China, Hong Kong and Macau; the term reside overseas continuously means that an individual may stay in Taiwan for no more than a total of 120 days per calendar year. The only exceptions to this method of calculation are for those who fulfill one of the following requirements with written supportive proof: 1. Attended overseas youth training courses organized by the Overseas Compatriot Affairs Council or technique training classes accredited by the Ministry of Education (the Ministry ); 2. Attended a Mandarin Chinese language center at a university/college of which foreign student recruitment is approved by the Ministry, and to which the total length of stay is less than 2 years; 3. Exchange students, whose length of total exchange is less than 2 years; or 4. However, such a term may be exempt, if any of the conditions prescribed in Subparagraphs 1 through 4, Paragraph 5 of the previous Article applies and is supported with written proof, and the said domestic length of stay shall be excluded from the overseas length of residency. If it is found after their graduation, their diplomas will be revoked and the qualification of graduation will be deprived. 36 International students applying for admission to CMU shall submit their applications directly to Office of International Affairs before the end of March every year. Please note that these application materials will be first examined and evaluated by Office of International Affairs. 38 第 8 條 Article 8 Mainland China shall be regarded as the same as those at domestic schools with equivalent levels. B. Academic credentials referred in the preceding 2 Items shall be subject to the Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education. However, academic credentials earned from schools or branches established in Mainland China by foreign schools shall require public notarization in Mainland China and be verified and examined by an institute established or appointed by, or through a private agency commissioned by the Executive Yuan. 3. Validated financial statement by overseas diplomatic offices indicating sufficient funding for staying in Taiwan. The minimum balance should be equivalent to U.S. Dollar 20,000 or above. 4. Others as required by the respective departments. CMU that reviews the application documents without verification by overseas consulates, representative offices, agencies of the country or other bodies authorized by the Ministry of Foreign Affairs (hereinafter referred to as Overseas Agencies ) or institutes established or appointed by the Executive Yuan, or a private agency commissioned by the Executive Yuan as prescribed in subparagraphs 2 and 4 of the preceding paragraph may request for verification. International students who apply for the initial household registration in Taiwan or acquire naturalization or restoration of Taiwan Nationality during their period of study, their status of foreign students will be denied and their student status will be discontinued. 40 International students transfer to undergraduate programs should apply to attend the Transfer Exams of Spring Semester held by CMU and the Joint Transfer Exam held by the Committee of private medical universities. However, international students whose student status is discontinued by the University because of misconduct, poor academic results or criminal offences, are not allowed to apply for transferring to CMU.
