5 二 申 請 資 格 / Eligibility 1. 具 外 國 國 籍 且 未 曾 具 有 中 華 民 國 國 籍, 於 申 請 時 並 不 具 僑 生 資 格 者 Any applicant who, at the time of application, is a foreign national, has never held a Republic of China (ROC) passport, and does not possess overseas Chinese student status. 2. 具 外 國 國 籍 且 符 合 下 列 規 定, 於 申 請 時 並 已 連 續 居 留 海 外 六 年 以 上 者 ( 計 算 至 2016 年 8 月 1 日 ) An applicant of foreign nationality who, pursuant to the following requirements, has continuously resided overseas for no less than 6 years (up to August 1, 2016) is also qualified to apply for admission under this regulation. a. 申 請 時 兼 具 中 華 民 國 國 籍 者, 應 自 始 未 曾 在 臺 設 有 戶 籍 An applicant holding both foreign and R.O.C. nationalities, but has never been registered as part of a household in Taiwan. b. 申 請 前 曾 兼 具 中 華 民 國 國 籍, 於 申 請 時 已 不 具 中 華 民 國 國 籍 者, 應 自 內 政 部 許 可 喪 失 中 華 民 國 國 籍 之 日 起 至 申 請 時 已 滿 八 年 ( 計 算 至 2016 年 8 月 1 日 ) An applicant holding foreign nationality, and who once held ROC nationality, but has not been registered as part of household in Taiwan for at least 8 years(up to August 1, 2016), as determined by the Ministry of Interior. c. 前 二 款 均 未 曾 以 僑 生 身 分 在 臺 就 學, 且 未 於 當 學 年 度 接 受 海 外 聯 合 招 生 委 員 會 分 發 If the preceding two clauses are relevant to an applicant, than that applicant must not have studied in Taiwan as an overseas Chinese student and have not been approved for student status by the University Entrance Committee for Overseas Chinese Students in the enrollment year. 依 教 育 合 作 協 議, 由 外 國 政 府 機 構 或 學 校 遴 薦 來 臺 就 學 之 外 國 國 民, 其 自 始 未 曾 在 臺 設 有 戶 籍 者, 經 主 管 教 育 行 政 機 關 核 准, 得 不 受 前 二 項 規 定 之 限 制 According to the Agreement on Educational Cooperation, a foreign national selected by a foreign government, organization, or school, is not subject to the limitations as prescribed in the preceding two paragraphs (however, the individual will still need to obtain approval from relevant Taiwan government agencies). Please note: this is applicable only to applicants who have never been registered as part of a household in Taiwan. 3. 具 外 國 國 籍, 兼 具 香 港 或 澳 門 永 久 居 留 資 格, 且 未 曾 在 臺 設 有 戶 籍, 申 請 時 於 香 港 澳 門 或 海 外 連 續 居 留 滿 六 年 以 上 者 An applicant holding foreign nationality, concurrently holding a permanent residence status in Hong Kong or Macau, has never been registered as part of a household in Taiwan and, at the time of application, has continuously resided in Hong Kong, Macau, or another foreign country (overseas) for no less than 6 years is qualified to apply for admission under these regulations. 4. 曾 為 大 陸 地 區 人 民 具 外 國 國 籍 且 未 曾 在 臺 設 有 戶 籍, 申 請 時 已 連 續 居 留 海 外 六 年 以 上 者 An applicant who is a former citizen of Mainland China, currently holds a foreign nationality, has never been registered as part of a household in Taiwan and, at the time of application, has continuously resided overseas for no less than 6 years is qualified to apply for admission under

6 these regulations. 5. 第 2 至 4 項 所 稱 海 外, 指 大 陸 地 區 香 港 及 澳 門 以 外 之 國 家 或 地 區 : 所 稱 連 續 居 留, 指 外 國 學 生 每 曆 年 在 國 內 停 留 期 間, 合 計 未 逾 一 百 二 十 日, 連 續 居 留 海 外 採 計 期 間 之 起 迄 年 度 非 屬 完 整 曆 年 者, 以 各 該 年 度 之 採 計 期 間 內 在 國 停 留 期 間 未 逾 一 百 二 十 日 予 以 認 定 The term overseas as prescribed in paragraph 2~4is limited to countries or regions other than Mainland China, Hong Kong and Macau. The phrase continuously reside overseas means that an individual may stay in Taiwan for a total of not more than 120days per calendar year. If the calculated calendar year is not a complete one, the stay in Taiwan should not exceed 120 days within the calculated calendar year period. 但 符 合 下 列 情 形 之 一 且 具 相 關 證 明 文 件 者, 不 在 此 限 : 其 在 國 內 停 留 期 間, 不 併 入 海 外 連 續 居 留 期 間 計 算 The only exceptions to this method of calculation are as follows (Please note: these exceptions must be supported by written documentation): a. 就 讀 僑 務 主 管 機 關 舉 辦 之 海 外 青 年 技 術 訓 練 班 或 教 育 部 認 定 之 技 術 訓 練 專 班 Attended overseas youth training courses organized by the Overseas Compatriot Affairs Council or technical training classes. Please note: the courses must be Ministry of Education (hereafter referred to as the Ministry )accredited. b. 就 讀 教 育 部 核 准 得 招 收 外 國 學 生 之 各 大 專 校 院 華 語 文 中 心, 合 計 未 滿 二 年 Attended a Mandarin Chinese language center at a university or college in Taiwan for no more than 2 years. Please note: the educational institution must be Ministry accredited. c. 交 換 學 生, 其 交 換 期 間 合 計 未 滿 二 年 Exchange students who have studied in Taiwan for no more than 2 years. d. 經 中 央 目 的 事 業 主 管 機 關 許 可 來 臺 實 習, 實 習 期 間 合 計 未 滿 二 年 An internship lasting for no more than 2 years. Please note: the internship must be authorized by a central government agency. 6. 外 國 學 生 申 請 來 臺 就 學, 依 第 2 至 4 項, 申 請 入 學 以 一 次 為 限, 於 完 成 申 請 就 學 學 校 學 程 後, 除 申 請 碩 士 班 以 上 學 程, 得 逕 本 校 規 定 辦 理 外, 如 繼 續 在 臺 就 讀 下 一 學 程, 其 入 學 方 式 應 與 我 國 內 一 般 學 生 相 同 In paragraph 2~4, Upon completion of the courses of study, if an international student intends to apply for another program at the same academic level at a school in Taiwan, the student's admission shall be handled in a manner identical to the procedure of admission for local students. In the case of applications for master s degrees or higher levels of graduate studies can the student s admission be processed under the rules of HKU. 7. 外 國 學 生 須 符 合 教 育 部 採 認 之 高 中 大 學 或 獨 立 學 院 畢 業 者 ( 請 參 考 教 育 部 國 際 文 教 處 網 頁 外 國 學 生 具 高 中 畢 業 資 格 者, 得 申 請 入 學 本 校 學 士 班 ; 具 學 士 學 位 者 或 具 有 與 我 國 學 制 相 當 之 同 等 學 力 資 格 者, 得 申 請 入 學 本 校 碩 士 班 International students who have graduated from a high school, college or university recognized

7 by the Ministry of Education of the Republic of China can apply for admission(for more information, please visit: International students with a foreign high school diploma are eligible to apply for undergraduate programs; with a Bachelor s or a Master s degree are eligible to apply for Master programs. 8. 外 國 學 生 經 入 學 學 校 以 操 行 學 業 成 績 不 及 格 或 因 犯 刑 事 案 件 經 判 刑 確 定 致 遭 退 學 者, 不 得 再 依 本 辦 法 申 請 入 學 違 反 規 定 並 經 查 證 屬 實 者 撤 銷 其 所 獲 准 入 學 資 格 或 開 除 學 籍 International students who are dismissed from schools after admission due to behavioral issues, poor academic performance or a conviction under the Criminal Law may thereafter not apply for admission under the Regulation 學 年 度 申 請 至 本 校 就 讀 之 外 國 學 生 申 請 日 期 自 2015 年 10 月 15 日 起, 應 備 文 件 及 相 關 規 定 應 以 中 華 民 國 教 育 部 網 站 公 布 之 最 新 外 國 學 生 來 臺 就 學 辦 法 之 規 定 為 準, 請 申 請 者 隨 時 查 閱 教 育 部 網 站 ( 及 本 校 網 站 The international student application period for the fall semester of the 2015 academic year begins of October 15, Requirements and regulations can be found on the Ministry of Education (MOE) Website. These documents must be authenticated by a ROC embassy, consulate, representative office, the agency authorized by the Ministry of Foreign Affairs(hereafter referred to as Taiwan s overseas representative office ), or verified by an institute established or appointed by, or through a private agency commissioned by, the Executive Yuan(a copy of the translation in Chinese or English is necessary if the original diploma is in language other than Chinese or English). Remark: If the verification process is not completed before the application deadline, a signed Affidavit (of Admissions Documents to be Verified) (See Appendix 3) must be submitted with the application. At the time of registration, students must provide the original academic degree and transcript verified by a Taiwan overseas representative office, or verified by an institute established or appointed by, or through a private agency commissioned by, the Executive Yuan. If all the required documents cannot be submitted on time, the admissions offer will be revoked. 5. 具 備 足 夠 在 臺 就 學 之 財 力 證 明 書 一 份 ( 具 備 足 夠 在 臺 就 學 之 財 力, 由 金 融 機 構 核 章 並 密 封 逕 寄 本 校 ; 未 密 封 者, 須 經 我 國 駐 外 館 處 驗 證 ) A financial statement with sufficient funds (to support your study in Taiwan) and the official bank stamp. The statement should be sent to HUNGKUANG University in an envelope sealed by the bank. Unsealed financial statements shall be authenticated by a Taiwan Overseas Mission. 6. 護 照 影 本 或 其 他 國 籍 證 明 文 件 A copy of passport or other equivalent verification as proof of nationality. 7. 母 語 非 華 語 之 申 請 人 應 繳 交 華 語 文 能 力 測 驗 證 明 和 華 語 文 課 程 成 績 單 及 至 少 一 封 華 語 教 師 推 薦 函 ( 推 薦 函 格 式 如 附 表 五, 華 語 文 能 力 測 驗 相 關 資 訊 請 參 考 國 家 華 語 測 驗 推 動 工 作 委 員 會 網 站 Applicant whose mother language is not Mandarin shall submit the Certificate of TOCFL

10 (formerly TOP), an official transcript of the Chinese language courses taken, and at least one recommendation letter from a Chinese language teacher (Appendix 5. 11 六 其 他 申 請 注 意 事 項 /Others 1. 申 請 人 應 注 意 申 請 資 格 申 請 系 所 之 各 項 規 定 Applicants may apply for a maximum of three degree programs only (filled in the order of choice) and shall abide by all the application requirements as specified 2. 報 名 時 繳 交 之 畢 業 證 書, 除 海 外 臺 灣 學 校 及 華 僑 學 校 所 發 者 外, 應 依 教 育 部 國 外 學 歷 查 證 認 定 作 業 要 點 規 定 辦 理 The diploma submitted for review shall be authenticated in accordance with the rules promulgated by the R.O.C. Ministry of Education, except for diplomas issued by overseas Taiwanese schools or overseas Chinese schools. 3. 依 教 育 部 規 定, 凡 曾 遭 國 內 大 專 校 院 退 學 者, 不 得 再 向 本 校 申 請 入 學 若 違 反 此 規 定 並 經 查 證 屬 實 者, 撤 銷 其 入 學 資 格 In accordance with the Ministry of Education regulations, students who had been dismissed from a university or college in the R.O.C. are not eligible to apply. Applicants who violate this regulation will have their admissions revoked. 4. 已 報 名 或 錄 取 之 學 生, 如 經 發 現 申 請 資 格 不 符 規 定 或 所 繳 交 之 證 件 有 變 造 偽 造 假 借 冒 用 等 不 實 情 事 者, 未 入 學 者 即 取 消 錄 取 資 格 ; 已 入 學 者 開 除 學 籍, 亦 不 發 給 任 何 學 歷 證 明 ; 如 將 來 在 本 校 畢 業 後 始 發 現 者, 除 勒 令 繳 銷 其 學 位 證 書 外, 並 公 告 取 消 其 畢 業 資 格 If any violations to the admission qualifications or false information in the submitted documents are found, applicants will be denied admission. If already admitted, the student will be asked to leave. 12 七 報 到 及 註 冊 入 學 /Registration 1. 錄 取 生 在 指 定 期 間 內 須 回 傳 弘 光 科 技 大 學 境 外 學 生 入 學 意 願 確 認 表 2. 已 回 傳 完 成 入 學 意 願 確 認 表 之 新 生, 學 校 會 寄 發 正 式 的 入 學 通 知 書, 新 生 應 依 於 開 學 日 前 一 週 來 台 辦 理 報 到 及 註 冊 手 續, 並 繳 驗 護 照 畢 業 證 書 及 成 績 單 ( 經 我 國 駐 外 使 館 處 行 政 院 設 立 或 指 定 之 機 構 或 委 託 之 民 間 團 體 驗 證 之 畢 業 證 書 ) 健 康 檢 查 正 本 ( 檢 驗 後 歸 還 ), 始 得 註 冊 入 學, 逾 期 未 報 到 即 以 自 願 放 棄 入 學 資 格 論 1. If the applicants are accepted, they should fill out a confirmation form. 2. After got the confirmation form, we will mail out the admission letter. The admitted students shall submit their official education certificates, transcripts, health check-up report and the copy of passport or be disqualified from admission. Copies of certificates with school seal or stamp will not be accepted.
