4 2013 Manpower Statistical Report of The Electrical and Mechanical Services Industry Summary of Findings Introduction The Electrical and Mechanical Services Training Board conducted its 2013 manpower survey on the electrical and mechanical services industry between 18 th March 2013 and 19 th July 2013 to collect uptodate manpower information with a view to assessing the industry s manpower structure and training needs. Scope of the 2. The survey covered the following sectors/branches of the electrical and mechanical services industry: Sector A : Electrical and Mechanical Engineering Branch 1 : Contracting (E & M) Branch Contractors dealing with electrical and mechanical systems and equipment including: (a) Electrical wiring and fitting (HSIC 1 : ); (b) Fire alarm and firefighting equipment, installation and maintenance (HSIC : ); (c) Telecommunications equipment, installation and maintenance (HSIC : ) ; and (d) Airconditioning and ventilation system, installation and maintenance (HSIC : ). Branch 2 : Electrical Fitting with Water Plumbing Branch Engineering companies of the electrical fitting with water plumbing 1 HSIC stands for Hong Kong Standard Industrial Classifications. 1

6 Sector B : Shipbuilding and Ship Repair Branch 5 : Shipyards and Boatyards, including: (a) Building of ships and floating structures (HSIC : ); (b) Building of pleasure and sporting boats (HSIC : );and (c) Repair of water transport equipment (HSIC : ); Branch 6 : Supplementary Samples Shipping firms and fleet operators recruiting local shorebased technical staff, consulting firms, classification societies of ships, government agencies and educational institutions. Sector C : Gas Establishments include: Branch 7 : Gas supply companies including gas manufacturing and distribution (HSIC : ); Branch 8 : Gas utilization companies including gas fitting, installation and maintenance (HSIC : ); Branch 9 : Supplementary Samples Trading companies of gas equipment having associated servicing workshops, and relevant divisions of Government departments and education institutions. 3. In view of the limited resources, a stratified random sampling method was adopted to select about establishments recorded by the Census and Statistics Department in the Hong Kong Standard Classifications (HSIC) list in paragraph 2. Together with some 100 supplementary samples, a total of about establishments were included and they employed about 79% of the total workforce of the industry. 3

7 Number of Workers Employed 4. The survey revealed that at the time of survey, totally workers were employed in principal jobs of electrical/mechanical engineering and related disciplines in the electrical and mechanical services industry in Hong Kong. Of the workers, workers were employed in the electrical and mechanical engineering sector, workers in the shipbuilding and ship repair sector, and workers in the gas sector. The survey also revealed that there were workers of other disciplines working in the electrical and mechanical services industry. Among the workers, workers were employed in the electrical and mechanical engineering sector, workers in the shipbuilding and ship repair sector and workers in the gas sector. Electrical and Mechanical Engineering Sector (Appendices 1 to 6) 5. Considering that many companies were engaged in both contracting and servicing works, respondents were asked to estimate their manpower devoted to these two types of businesses. The finding was that within the E&M Engineering sector, 43% of manpower were devoted to contracting work, while the other 57% of manpower were devoted to servicing work. In terms of head counts, they were equivalent to and workers for contracting and servicing businesses respectively. The detailed 4

The manpower statistics, based on principal jobs of the whole electrical and mechanical engineering sector are tabulated in Appendix 1 while that of its Contracting (E & M) branch, Electrical Fitting with Water Plumbing branch, Servicing (E & M) branch and Supplementary Samples are in Appendices 2, 3, 4 and 5 respectively. 9. The breakdown of manpower engaged in contracting and servicing work of different branches of the electrical and mechanical engineering sector is tabulated in Appendix 6.

9 10. At the time of the survey, there were trainees under various forms of training in the electrical and mechanical engineering sector, representing 3.5% of the total workforce. Employers reported a total of vacancies, representing 5.9% of the total manpower in the sector. 10 Shipbuilding and Ship Repair Sector (Appendix 7) 12.
