Historical Analysis of Birth Spacing Policy in China ZHANG Cui-ling 1, 2, LIU Hong-yan 1 (1. China Population and Development Research Center,Beijing 100081; 2. Northeast Asian Studies College,Jilin University,Changchun 130012) Abstract: This paper has a historic review of the birth spacing policies among 31 provincial units to provide a general background to understand the change of birth policies in China. Birth spacing policies experienced a changing process of the initiation at the end of 1950s, the formal adoption in some provinces in the 1970s and 1980s, national adoption in 1990s and the termination since 2002. The alternation of birth spacing policies reflects the Chinese governments comprehensive understanding of the fertility pattern and the fertility control approach of birth spacing in new period. The change reflects the increasing respect and gradual improvements in the protection of reproductive rights. Key words: Birth spacing, Policy, Historical analysis 56
