Due to the dualistic resi2 dence registration system and the absence of social security system, the rural labor becomes to the vulner2 able group worse t han t he unemployed in t he cities. The reality gives rise to series of serious conse2 quences. The social security system should cover the rural labor so as to improve the process of urbaniza2 tion and modernization.
