28 ISSN 1680-8428 An Examination of Important Developments and Trends in Internet Usage in Taiwan Ya-Hui Yang, Chia-Lin Peng Abstract This paper uses the substantial data from surveys of Taiwanese people s digital technology usage conducted by the Research, Development and Evaluation Commission of the Executive Yuan from 1994 to 2014. The changes that have taken place in Internet usage over the past decade are analyzed to examine the digital divide (i.e. disparities in digital opportunities) between different social groups. In addition, the paper uses the standard deviation in the digital access index (DAI) to gauge the extent of the digital divide between different groups and evaluate the results achieved in efforts to mitigate the digital divide. It confirms the existence of the digital wall.
