( 若 14:31) 綵帶上的拉丁與中文, 記述的就是這句訓言 The Episcopal Coat of Arms The top of the shield incorporates the Great Wall of China and the bottom of the shield is a view from Hong Kong Island, to the Lion Rock These two elements express graphically that we who live in Hong Kong keep abreast of the Church in China Within the shield the theme is what is described by St Paul: that the Lord does not give us a spirit of timidity but rather the spirit of power and love and self-discipline So do not be ashamed to testify about our Lord, but oin with me in suffering for the Gospel (2 Tim 1:7-8) The dove in the centre of the shield represents the life-giving Holy Spirit pouring forth his gifts upon us; on the left a burning heart expresses charity and love, and on the right the scales represent fairness The book of the scriptures and the palm remind us that we should not fear even to give up our lives in sacrifice for the sake of the Gospel As hard as we have tried, and in spite of our achievement, we must go forth We are not always sure where the road will lead us and there will be many trials and challenges, but the Lord will always be walking with us after his Last Supper, the Lord esus told his disciples: Arise, let us go forth from here! (ohn 14:31) These are the words of the episcopal motto inscribed on the ribbon below the shield, in Latin and Chinese

11 always moves me deeply, and has inspired me, and indeed every Christian, to put God s word into practice Each of us, cleric or lay person, is to bear witness to the faith according to his or her state of life A short verse in today s Gospel reading has become my motto With the Good Shepherd leading and caring for us, we need not have any worries, whatever challenge we may be facing, for we will surely find a way out of our difficulties We need only to pray constantly and to live according to the Gospel values and the teaching of the Church, and God will give us hope May this be an encouragement not only to myself, but also to our three new auxiliary bishops and to all the faithful Dear Brothers and Sisters, let us praise and thank God for giving us this moment of communal prayer and grace I wish to thank Pope Francis for appointing on uly 11 this year three new auxiliary bishops for our diocese, Michael Yeung, Stephen Lee and oseph Ha, to assist me in my pastoral ministry I also wish to thank the Holy Father for extending my office as diocesan bishop for another three years I recall that in 2009, on becoming Bishop of Hong Kong, I had set four pastoral priorities: 1) to preach the Gospel and to bear witness to our faith; 2) to promote vocations to the priesthood and to the consecrated life by building up a culture of vocation, 3) to strengthen the pastoral care of Catholic ethnic communities in Hong Kong; and 4) to take up the mission and responsibilities of a Bridge Church by promoting contacts between the Chinese Church and the Universal Church In the coming years we will continue to aim at these four priorities It is my great expectation that the three auxiliary bishops will be my close collaborators in these endeavours As we know, today s society is full of confusion, lacking a sense of moral values Ours is a bewildering time As a pastor, I feel the urgent need for more priests to care for the more than 500,000 Catholics in our diocese I am very grateful that our Holy Father has appointed three virtuous and capable shepherds to assist me in overseeing the diocese, handling the increasing daily workload, and facing the new challenges of our age Each of the new bishops has his own God-given talents, having held various 今天的福音, 短短幾句, 成為了我的座右銘 有善牧的帶領和照顧, 即使人生歷程中遇到挑戰, 我們也不用恐懼, 定會找到出路 我們要恆常祈禱, 按著福音的價值觀和教會的訓導生活, 天主自會給我們希望! 我願與三位新牧和各位教友共勉! 各位兄弟姊妹 : 讚美天主, 感謝他賜予我們聚首祈禱的恩寵時刻 我也感謝教宗方濟各在七月十一日宣布, 任命三位神父為教區的輔理主教, 協助本人及教區發展教務, 並延長本人擔任教區主教的職務三年 我在二零零九年接掌教區首牧時, 定下四項牧民優次 : ( 一 ) 傳揚福音, 見證信仰 ;( 二 ) 促進司鐸及獻身生活的聖召, 建立聖召文化 ;( 三 ) 加強為非華人信眾的牧民關顧 ; 及 ( 四 ) 擔當橋樑教會的使命和責任, 促進中國教會與普世教會的交流, 以達致彼此共融 在未來的歲月裡, 我們仍將持守這些牧民方向 我懇切期望三位輔理主教在這幾方面作我的得力助手 今天, 社會充斥了迷惘混亂的價值觀, 是一個複雜的時代 身為牧者, 實在感到迫切需要更多司鐸協助牧養這個有五十多萬信眾的教區 我很高興教宗委任了三位才德兼備的牧者協助牧守教區, 應付日益繁重的教務, 面對這時代的新挑戰 他們三位, 分別在教區和他們本會的崗位上, 擔任了領導角色 楊鳴章主教曾經擔任明愛總裁十年以及副主教五年 ; 李斌生主教, 是主業團東亞區區代表, 在教育和天主教法律方面貢獻良多 ; 夏志誠主教, 作為方濟會士, 以其靈修, 促進聖經和牧民工作甚有心得 他們三位藉其聖德和才智, 定能協助教區全體司鐸 信眾, 團結一致, 為香港和中國的教會與社會, 作出重大貢獻 我在此亦多謝過去多年來, 協 12 13

12 leadership positions in the diocese or in their own Communities Bishop Michael Yeung has served as Chief Executive Officer of Caritas-Hong Kong for 10 years, and as a Vicar General for 5 years Bishop Stephen Lee is the East Asian Vicar of Opus Dei, and has made many contributions in the fields of education and Church Law Bishop oseph Ha is a member of the Order of Friars Minor, and has been engaged in programmes for the spiritual formation of the faithful, the promotion of Biblical studies and other pastoral work All three of them possess great virtues and wisdom They can definitely assist me in uniting the clergy and the faithful, and they will make a great contribution to the Church and to society I wish to thank the two other Vicars General, Fathers Dominic Chan and Pierre Lam, MEP, for their many years of service to the diocese I wish to give special thanks to Father Dominic Chan, who has generously accepted to continue serving as Vicar General As for Father Pierre Lam, he will take a sabbatical leave, and afterwards will carry on his service as a spiritual director at Holy Spirit Seminary (Cardinal ohn Tong now addresses the Bishops-elect) Dear Brother Candidates for the office of auxiliary bishop, I would like to say to you what our Holy Father Pope Francis reminded newly ordained bishops recently: The office of bishop is really a service, and not an honour esus, the Good Shepherd, has exhorted us: Whoever is first among you, must become the least, whoever is the leader, must become the servant Our Holy Father said to new bishops: You must love all the people God has entrusted to you with the love of a father and a brother Love especially the priests and the deacons who are your co-workers in the ministry of Christ Also love the poor, the forgotten, and all who need your help Encourage the faithful to cooperate in all kinds of missionary work You must show warm concern towards all the people who do not yet belong to the family of Christ, because they too are people God has entrusted to you Remember what today s readings teach us: As Vicars of Christ the Good Shepherd, you must always follow His example in pasturing the flock of the Lord: You have to seek out the lost sheep, bring back the strayed, 助我和教區的陳志明副主教和林銘副主教 多謝陳志明神父繼續留任副主教 ; 也多謝林銘神父 ; 他在進修後, 將會繼續擔任聖神修院神師 ( 湯樞機現在訓示候任主教 ) 三位候任輔理主教弟兄 : 教宗方濟各在祝聖主教時, 提醒新牧說 : 主教職, 實際上是服務而非榮譽, 因為耶穌善牧叮囑我們 : 你們中最大的, 要成為最小的 ; 為首領的, 要成為服事人的 教宗對主教們說 : 要以父親和兄弟的愛, 愛護天主託付給你們的所有人, 尤其是與你們同為基督僕役的司鐸和執事 你們更要關愛窮人 被忽略的和有需要幫助的人 ; 也要勉勵教友們協助各種使徒工作 對於不屬於基督羊群的人, 也要熱切關注, 因為他們都是在主內託付給你們的人 你們要緊記今日讀經所訓示的 : 你們作為善牧基督的代表, 便要常常效法善牧的榜樣, 牧放主的羊群 : 失落的, 你們要尋找 ; 迷路的, 你們要領回 ; 受傷的, 你們要包紮 ; 病弱的, 你們要療養 ; 強壯的, 你們要看守 ; 你們要按正義牧養他們 你們更要緊記善牧基督的教導 : 他認識自己的羊, 羊也認識他, 他曾不惜為羊捨棄自己的生命 正如聖保祿宗徒對弟茂德所說的, 我也提醒你們, 要把天主藉我們的覆手禮, 所賦予你們的恩賜, 常常熾燃起來, 且依賴在我們內的聖神, 保管你們所受的美好寄託 你們在以愛德聯合起來的大公教會內, 決不可忘記你們是宗徒的承繼人 普世主教團的成員, 因而你們不能不關心所有的教會, 並要甘心為困乏的教會, 提供援助 14 15

13 bind up the inured, strengthen the weak, and watch over the strong You must shepherd them with ustice Always keep in mind the teaching of Christ the Good Shepherd He knows his flock, and they know him He even went so far as to lay down his life for the sheep ust as St Paul told Timothy, likewise I remind you to stir into flame the gift of God that you have by the imposition of our hands Guard this rich trust with the help of the Holy Spirit, Who dwells within us Never forget that you are oined to the College of Bishops in the Catholic Church, made one by the bond of charity, and therefore you should have a constant solicitude for all the Churches, and gladly come to the support of the Churches in need I still remember vividly the occasion, in 1996, when Cardinal oseph Zen, SDB, and I were ordained bishops together At that time, my heart was filled with fear and trepidation However, with the blessing of God and the sincere encouragement and support I have been receiving from the clergy and the faithful, I have come to realize that I could face all challenges and solve all problems From the time I was ordained a priest and later as a bishop, and up to now, I have always reminded myself to never forget to pray, to observe the rules of Christian life, to stay happy, to thank God for everything, to humbly learn from others, to encourage others and to be encouraged by them In this way, we pastors will strengthen the Christian community and spread the Kingdom of God I wish to say to my new brother bishops: Let us work together and support one another 回想我自己在一九九六年與陳樞機一起在這裡接受主教聖秩的情景, 至今仍歷歷在目 當時, 我的心情戰戰兢兢, 但在天主福佑和司鐸團與信眾的精誠團結和大力支持下, 一切挑戰都能迎刃而解 自從領受司鐸聖職, 以至主教職至今, 我時常提醒自己不要忽略祈禱, 生活有規律, 時時喜樂, 事事感恩, 並且要謙和學習, 與他人互勵互勉, 好成為基督堅固強力的團隊, 拓展天國! 我願以此與三位新祝聖的主教共勉 最後, 我再次衷心感謝教宗方濟各的眷顧關懷, 以及教廷國務院 萬民福音傳播部等多位神長的支持鼓勵 我和三位新祝聖的輔理主教, 定必鞠躬盡瘁, 竭盡所能, 為主作證 各位蒞臨見證三位新主教晉牧典禮的信眾和朋友, 謹向你們致以最深謝意和祝福, 亦懇請你們繼續為我們履行使命而代禱 天主保佑!
