15 ABSTRACTS (5) An Empirical Study of Government Purchasing and Resident Consumption in China Pan B i n L uo X i nx i ng X u X uanhua 68 This paper aims to examine t he impact of Chinaπs fiscal policy o n t he real eco no my by exploring t he relatio ns bet ween government p urchasing and resident co nsumptio n. Estimatio ns are made using time2series data and urban and rural household data for , wit h t he addition of a generalized common income model of government p urchasing, and t he result s are co mpared. In particular, t he time2series data variables are taken as a no n2statio nary stochastic p rocess, and po ssible co2integratio n of variables, over2sensitivit y of social co nsump tio n and significant st ruct ural changes in t he dispo sable inco me coefficient are taken into acco unt. The empirical result s show t hat government p urchasing expenses and resident sπ co nsumptio n are co mplementary, o n t he basis of bot h time2series and ho usehold data. The coefficient s of complementarity are between 0132 and 0138, suggesting a similar degree of complementarity in both directions. (6) Information Rent Seeking and Regulation Cao Hepi n g 77 This paper explores t he po st2ent ry behavior of multinatio nal enterp rises ( M Es) in China. Wit h t he introduction of t he M Esπ two2stage growt h in China, the aut hor present s a dynamic principle2agent model to capt ure t he information rent2seeking mechanism of M Es. It is concluded t hat t here exist two types of rent2seeking behavior. One is benign and can promote economic growt h ; t he ot her is malign and would exhaust t he potential welfare of an economy. A regulation t hat enco urages t he benign while p ro hibiting it s t ransformatio n into t he malign t hro ugh instit utional designs is proposed. (7) Public Policy Agenda2setting Patterns in China W ang S haog uan g 86 In any society, the number of potential p ublic issues almost always exceeds t he capabilities of t he government to process t hem. Issues thus must compete for a place on t he decision2making agenda. While it is certainly a dimension of power to influence t he decision2making p rocess per se, it is perhap s even more important to have a say in set ting t he agenda. This paper fir st proposes a typology of agenda2setting models and then traces how t hose models have evolved in contemporary China. It concludes t hat only by grasping subtle yet significant paradigm shift s in agenda2setting can o ne f ully app reciate t he extent to which Chinaπs political system has t ransformed. ( 8 ) Structural Barriers, Institutional Transformation and Resource Differentials : The Chinese General Social Survey Report B i an Yanj ie L i L ul u L i Yu H ao D ahai 100 U nder t he redist ributive regime, work unit s and place of birt h were t he t wo st ruct ural barriers against occupatio nal mo bilit y, maximizing reso urce differential s amo ng work unit s and localities while minimizing socioeco no mic differences bet ween occupatio ns. The 2003 Chinese General Social Survey demonstrates t hat t hese struct ural effect s continued but were reduced by market2oriented reforms wit h t he rise of t he no n2state sector. The result s show t hat inco me ret urns to occupatio nal stat us are significantly higher in t he no n2state sector t han in t he state sector, bot h st rengt hening t he stat us meaning of occupatio n and increasing t he socioeco no mic inequalities amo ng individuals and families. To what extent do people view t he increased socioeco no mic inequalities as legitimate? How equal or unequal are opport unities for socioeco no mic mo bilit y? These are t he important sociological questio ns implicit in t he p resent research.
