16 CONTENTS Measurement of the Chinese Government Administrative Costs Zhang Guang School of Public Affairs Xiamen university Xiamen Abstract: Administrative costs of the Chinese government have attracted a lot of attention from public opinion and social science scholars. This paper begins with a classification of administrative or overhead costs, and then examines the fiscal indicators and statistics utilized by the Chinese authority to record and report administrative costs of governments at different levels. Specifically, we examine carefully government administrative expenditure and operating expense in other departments, the two fiscal indicators for administrative costs appearing in pre-2007 fiscal statistics, and expenditures for general public services, an indicator for administrative costs in post-2006 fiscal statistics, with a finding that they all reflect costs of central administration. The paper also reports and analyzes expansion of administrative costs of the Chinese government during the reform era. Hangzhou government has applied some public opinion expression mechanisms such as government investigation, mobilization? with project, public consultation and public evaluation of government in five water co governance, so there exists a relatively complete functional chain in consultation, legalization, mobilization, accountability and other aspects. These mechanisms of administrative absorption have achieved some performance in local governance. Through empirical research, we can find out the basic logic and governance model of absorption-styled participation in five water co governance,which reflects the changes of means of governance from?campaign-styled governance to?institutionalized governance and from administrative controls to participatory governance. These changes are caused by the particularity of public issues and target of effective governance. While dealing with public problems, means of governance also helps government to integrate society and consolidate its position of domination, then approach to the target of effective governance.
