13 A Study on Turkey s Relations with Shanghai Cooperation Organization ZHANG Bo (Zhang Bo, Assistant Research Fellow Institute of West Asian and African Studies, Chinese Academy of Social Sciences) Abstract Turkey pursues a pro-active, multi-dimensional foreign policy, expands its Strategic Depth, and tries to build a Central Country ; Turkey s disappointments with EU and some Western Countries push Turkey to seek the Shanghai Cooperation Organization (SCO) membership. In 2013 then Turkey's PM Erdogan publicly expressed Turkey's wishes to become a full member of SCO; The SCO and its member countries have become more appealing to Turkey; Even though there were some public opinions which question and oppose Turkey's accession to the SCO, the development of Turkey's relations with SCO will contribute to regional security and development. The SCO Summit in Dushanbe in September 2014 passed two legal documents for entitling new membership. The SCO is more open and inclusive.
