20 Abstracts uses the method of Institutional Economics to sort out the economic growth of Argentina in the 20th century. The industrial structure dominated by agriculture and animal husbandry the strategy of import substitution industrialization and populism are typical characteristics of the initial path of economic growth in Argentina. By calculating the total factor productivity of Argentina and comparing it with the United States the author finds that the low total factor productivity of Argentina is the key factor of the middle income trap. In order to explore the reasons for the low growth rate of total factor productivity the article analyzes the capital formation and economic structural factors of Argentina explores the causes of long-term deviation of the economic and social policies. The analysis shows that there are conflicts between populism electoral politics and the path of economic development. Such endogenous conflicts are reflected in aspects such as the high welfare the difficulties in capital formation lack of technological innovation and long-term difficulty in updating the industrial structure. Key words Argentina Import substitution industrialization total factor productivity Populism public choice 101 The Indigenous Movements of Latin America Features Historical Process and Contributions Carlos Antonio Aguirre Rojas Abstract Since the 1990s the indigenous movements have called attention to a special dynamism of political life in Latin America due to the anti-systemic and anti-capitalist movements of a new type in this region. Within the vast set of those powerful movements in Latin America indigenous movements have gained a prominent role and managed toward a central place. This article tries to illustrate the features of the main indigenous movements in today s Latin America and find out the reasons behind the enormous protagonism of these indigenous movements which has increased in an exceptional scale since the 1990s. In reality the persistent indigenous movements in Latin America are directly related to the role played by the global dynamics of world capitalism in the last five years within economic and production activities. The Latin American indigenous movements have made specific contributions to the broader set of anti-capitalist struggles throughout the world. These contributions enrich the anti-capitalist movements of the world making the current criticism of the world capitalism more complex more acute and pervasive. They also bring closer the construction of a non-capitalist world in future expectations. Key words indigenous movement anti-systemic anti-capitalist Latin America 117 Relationship Between Indian Movement and Government in Latin America The Cases of Bolivia and Ecuador Fan Lei Abstract The Indian movement is an important factor in Latin American political arena and one of the forces in regional social movements. Through the case studies of Bolivia and Ecuador this paper analyzes the general features and the reasons behind the evolution of 157

21 Journal of Latin American Studies Bimonthly Vol. 40 No the relationship between the Indian movements and the governments from the perspective of the relationship between ethnic identity and nation - state construction. From 1950s to 1970s the Latin American Indian organizations were mainly founded by the initiatives of the governments which led to the domination-subordination relationship but then the Indian movements became gradually independent due to the awakening of Indian ethnic identity. From 1980s to early 21st Century the increasing Indian ethnic identity made Indian movements not only champion land rights national autonomy and the construction of pluri - national states but also become the main force against the neo-liberalism which led to their confrontation against the governments. Since 2006 the difference in the relationship between ethnic identity and nation-state construction resulted in two different directions of the relationship between the Indian movements and the governments. Only by recognizing and respecting the Indian ethnic identity confirming and protecting their equal citizenship status and civil rights can we rightly deal with the relationship between the Indian ethnic identity and nation-state construction so as to build authentic pluri-national states. Key words Latin America Indian movements ethnic identity pluri-national state national autonomy 136 The Evolution of Ethnic Politics in Latin America The Case of Bolivia Li Han Abstract In the last two decades the rise of ethnic politics in Latin America has been marked by the emergence of new indigenous or ethnic parties. The development of the ethnic parties in this region has been hindered by institutional obstacles inadequate resources and low level of ethnic consciousness. Along with the third wave of democratization in Latin America the formation of indigenous parties is the product of broad political participation of indigenous people. As the most successful indigenous party in Latin America to this day the Movimiento al Socialismo MAS has been the product of years of indigenous mobilization in Bolivia and has relied heavily on the support of broad networks of social movements. MAS has not caused ethnic conflicts in Bolivia compared with the ethnic parties in other countries. Its success can be mainly attributed to its inclusive political strategy in order to keep cooperative relations between different ethnic groups and adapt itself to domestic situation. Although indigenous parties in most Latin American countries have not been able to duplicate the electoral achievements of the MAS and may have little chance of coming to power they have nevertheless successfully reshaped the politics of the region.
