11 The dispute on labor has evolved to be a serious social problem of labor noticed publicly but the studies on the discipline characteristics of labor relation research is scarce in China. This paper reviews the evolution of western labor relation theory firstly. And then based on the basic concepts and core assumptions of labor rela - tions it compares the labor problem studies related among labor relations labor economics and human resource management. Finally this paper discusses the theoretical and practical implications of the studies of labor rela - tions in China. Governmental Measurements Responding to the Problem that Agriculture Increases Product without Increasing Income Huang Gui 99 What kind of attitude should the government hold in facing with the problem of increasing output without increasing income? The existing research concentrates much on the government support for agriculture. In fact the government s inappropriate support often leads to further deterioration of the problem. The paper takes regional development of agricultural industry as an example straightens out the process and causes of the problem of in - creasing output without increasing income and finds that the problem is related to the response patterns of gov - ernmental departments when solving agricultural problems. That is in a view of the present situation we look upon the problems encountered in practice of management as an isolated and accidental phenomenon and take the correction measures directly. Based on that the author believe from a systemic point of view exploring the structural factors behind the problem giving up the traditional mentality of rewarding the heroes and monopo - lization are the effective and essential means of avoiding falling into the trap of spider webs though they are not the sufficient conditions. The Ups and Downs of Chongming s Saltern and Regional Development in the Ming and Qing Dynasty Wu Tao 105 Since the establishment of Chongming Tianci Saltern in the Southern Song dynasty it seemed that the government didn t put much interest on the control of salt production; therefore lots of looseness and randomness appeared in its management. After that Tianci Saltern underwent several times of ups and downs and we can say it is somehow related with the instability of Chongming sandbar s development but it s sure that to set up a buffer zone for controlling illegal-salt production at the region of Lianghuai & Liangzhe was definitely one of the causes also. After the Qing dynasty the government has implemented many methods of management so as to restrict the illegal salt production but it didn t work for too loose atmosphere would become a fatal black hole in any strict system. The Relation between the Students Studied Abroad and the Construction of Chinese National State Cen Hong and Yin Shaoyun 115 Chinese students studied and studying abroad play an important role in the establishment of Chinese national state in modern history. They found out the identification symbol of modern Chinese national state from the name of the Chinese nation.
