The Formation of Intervention State and Development of German Administrative Law Michael Stolleis, Translated by WANG Yin-hong (1.Goethe University Frankfurt, Frankfurt, 60323; 2.Institute of Legal History of China University of Political Science and Law, Beijing, 100088) Abstract: The emergence and development of German administrative law is closely related with the formation of intervention state. In intervention state, administrative rules and adjustments are used to shape and promote process of social change; legal regulations are used to achieve certain effect. In industry society, such regulations means that more public law is needed. Based on paradigm of general national law and dogmatics of civil law, German administrative law has formed its own general rules and methods.
