202 6 D232 A 003-385 202-06 - 0027-4 Tension and Limitations A Probe into the Way the 7 000-person Conference Was Held Wang Haiguang Abstract The 7 000-person conference was originally intended to be one to oppose decentralism and solve the food problem and it proved to be one for initially summing up the experience and lessons of the Great Leap Forward which mobilized the initiative of the whole Party to overcome difficulties with one heart and one mind a result brought about by encouraging democracy within the Party. The 7 000-person conference was held with a simple procedure focused topics and flexible ways. The conference implemented the three nots policy and the central leaders made self-criticism and undertook responsibilities of their own accord. However the 7 000- person conference was not able to develop a regular institution and consolidate its positive results.
