The reality was despite the regulation and policy restrictions a large number of migrants still continued to enter the northeast to reclaim land. While developing the economy in the border areas migrants also had a profound impact on local ethnic relations. Mainly relying on the archival source like routine memorial to the Qing Ministry of Justice this article takes illegal migration as its focal point to discuss the following five issues the blockade policy and the migrants the relationship between migrants and Bannermen primarily Manchu-Han relations influx of migrants and outflow of Bannermen the region of mixed Bannermen and Han population and establishment of an official arbitrator business development and cultural integration. The conclusion provides a preliminary observation of Manchu-Han relations in the northeast in Qing dynasty.
