On the one hand, the end of the Cold W ar abrup tly changed the world political landscape and forced both p layers to painfully readjust them selves. On the other hand, such relationship is not free of the striking constraints inherited from the p revious order. Ideological disputes as well as the US dom inance are still affecting the policy2making of Beijing and B russels for upgrading their bilateral ties. However, China and Europe as key variables are not always reactive to the world system. The deepened bilateral transactions, in line with China2EU accom2 modative strategies to p romote rapp rochement, set a p recedence of a new2type power relationship and thus casts a light on the future transformation of the post2 Cold W ar world system. The consequent interactions between the world system and the China2Europe ties meet the definition of the system theory suggested by James E. Dougherty and Robert L Pfaltzgraff, J r. 17 The N ew S tra teg ic Triang le: U. S. and Eu rop ean R e ac tio n s to C h inaπs R ise D avid Sham baugh Sharing overt convergences on Chinaπs importance in world affairs, the US and the EU perspectives differ in global order, challenges arisen with Chinaπs transitions and the resources to be invested in Chinese studies. The transatlantic tensions over the arm s embargo toward China highlights how deep ly divergent such allies could be2 come in face of a new strategic balancing power. The author suggests not only to have a reasonable estimate of such agreements or disagreements but more important2 ly to facilitate constructive interactions among the three key p layers to meet global challenges.
