The first of these is the Certified Return To Work Coordinator (CRTWC), the second is the Certified Disability Management Professional (CDMP). The difference between these two designationsis, according to Dr Corbett, that the CRTWC is targeted at those coordinators who work directly with ill or injured employees to plan their return to work; while the CDMP is targeted at those management professionals who lead joint labourmanagement committees in establishing policies and procedures, promoting return-to-work concepts and evaluating disability management programs that improve productivity and help injured or illed workers. Both desingations take into account a person s educational background, their experience background as well as an one day examination during which an individual must demonstrate their understanding on the concepts of disability management and return to work. The CDMP designation also requires the candidate to have knowledge of programme administration, p o l i c y development, and programme evaluation. Both designations are being offered around the world, and there are currently discussions on the possibility of providing it here in Hong Kong. NIDMAR s auditing system is officially called the Consensus based Disability Management Audit and is based upon a code of practice developed using best practice models from around the world as well as the involvement of the International Labour Organization, governments, unions and major organizations. It looks at 16 aspects of an organization s disability management programme and compares it to best practice thereby showing them the gap they have to fill. According to Dr Corbett, it says to a company Here are the things that you re good at, here is where you ve got gaps in your service and here is what you can do to improve your programme. In order to achieve the certification of International Disability Management Standards Council (IDMSC), a company must achieve a post-audit score of 80% so certification at the first attempt is rare. Mr Corbett mentions that during the audit, it helps the organization to find out exactly what strategies they need to be implement and the best way to do this is to use the results of audit as a blueprint for improvement. This pre-emptive audit allows them to build their DM strategy in the most efficient and cost effective manner. Hong Kong is currently at the very early stages of DM. When New Zealand expressed the desire to move forward with certification, auditors were trained and companies were audited in the space of a few months. With the leadership of the Occupational Safety and Health council, the same rapid progress could happen in Hong Kong. This is a situation which, according to Mr Zimmermann, mirrors what is happening in other jurisdictions where leading organizations recognize the tremendous economic and social costs that disabling conditions impose on employers, on workers, and on our society as a whole and understand that there are some very well proven strategies on how you can reduce the socio-economic impact of these disabling conditions. The implications for Hong Kong businesses and Hong Kong s disabled community of DM implementation are immense. It can keep more people who have suffered disabling conditions in employment, reducing the burden on Hong Kong s social security system and demonstrating that a person should not be judged by their disability, but by what they are capable of contributing to their employer and to society.

38 Incident At the accident scene, a transportation worker (the deceased person) and his co-worker were unloading metal cages of waste paper from a lorry onto the ground. To begin with, they worked together to unload the metal cages of waste paper. After the cages had been removed, the deceased person proceeded to load the empty metal cages back onto the lorry by himself. While he was working from the tail-lift platform of the lorry, he fell off the edge onto the ground. At the same time, the metal cage on the platform rolled down and landed on his upper body. He was rushed to hospital for treatment, where he passed away a few days later. Circumstances The deceased person and The coworker were employed by a waste paper company as transportation workers. On the day of the accident, they had been assigned to collect waste paper from a client. The coworker drove a lorry to the client s premises and with the assistance of the deceased person, they collected four half-filled metal cages of waste paper. The co-worker then drove the lorry back to the waste paper company. After The co-worker parked the lorry, they proceeded to unload the metal cages of waste paper onto the ground. They used the tail-lift platform at the back of the lorry to unload one metal cage at a time. The two workers stood on the tail-lift platform to escort each metal cage to the ground. Another The co-workert the wastepaper company assisted by removing the paper from inside the metal cages with a forklift truck. After the four metal cages had been unloaded and emptied, the deceased person and The co-worker proceeded to load the empty metal cages back onto the lorry on their own. At the time of the accident, The co-worker was moving an empty metal cage towards the lorry. He saw that the tail-lift platform was raised 1 metre above the ground in a horizontal position and the deceased person was lying on the ground underneath the taillift platform. While he was watching, an empty metal cage on the tail-lift platform rolled down and landed on the upper body of the deceased person. The victim was later reported to have suffered a serious bone fracture injury to his head and he subsequently died in hospital. Findings and observations 1. The lorry compartment was enclosed by a metal frame and was 1 metre above the ground. The tail-lift platform at the back of the lorry was 2 metres wide and 1.6 metres long. It could be raised up to a height of about 1 metre above the ground. 2. Movement of the tail-lift platform was controlled by two devices. One was a fixed control which was installed at the rear left part of the lorry next to the rear left wheel. The other was a pendant control which hung in the rear left part of the lorry compartment. Functional testing after the accident revealed that the tail-lift platform was in good working order without any abnormalities. It is not likely that this accident was related to any mechanical failure of the tail-lift platform. 3. The metal cage involved in this accident was 1.4 metres long, 0.93 metres wide, 1.5 metres high and 100 kilograms in weight. Six rubber wheels were installed at the base of each metal cage. No locking/ stopping devices were installed on any of these wheels. 4. No stop device was installed on the tail-lift platform to secure wheeled loads in position and prevent loads from rolling unintentionally off the edge of the platform during loading and unloading. 5. The transportation workers were instructed to work in pairs when loading/unloading metal cages containing waste paper using the tail-lift platform. They were permitted to work on their own when loading/unloading empty metal cages. 6. If stop devices and stopping/locking devices had been installed on the tail-lift platform and the wheels of the metal cage respectively, the metal cages could have been stabilised and secured in position on the tail-lift platform. This would avoid the need for the workers to stay on the platform to manually stabilize the cages during the loading/unloading process. One of the workers could stay inside the lorry compartment and the other could stay on the ground to load/ unload the metal cages onto/from the tail-lift platform. The hazard of falling from the tail-lift platform would thus be eliminated. Recommended preventative measures 1. A system of work for loading/ unloading metal cages onto/from a lorry using the tail-lift platform of the lorry, that is safe and without risks to health, shall be developed and implemented. 2. Suitable and sufficient stop devices and stopping/locking devices should be installed on the taillift platform and the metal cages respectively, so as to prevent wheeled loads or cages from accidentally rolling off the edges of the tail-lift platform during loading/ unloading operations. 3. As far as practicable, no worker should be allowed to remain on the tail-lift platform of a lorry during loading/unloading operations so as to eliminate the risk of falling from it. Applicable legislation 1. Occupational Safety and Health Ordinance, Section 6(2)(a) The employer failed to provide or maintain systems of work that are, so far as reasonably practicable, safe and without risks to health to ensure the safety and health at work of his employees. 2. Occupational Safety and Health Ordinance, Section 6(2)(b) The employer failed to make arrangements for ensuring, so far as reasonably practicable, safety and absence of risks to the health of his employees in connection with the handling or transport of substances.
