KEYWORDS: Rapidly developing and evolving area; Huaqiangbei Area; market-oriented; plan-responding; planning development track 1 ABSTRACT: Huaqiangbei, the commercial center of Shenzhen City transformed from the old industrial zone, is the key area for the exploration of the potential land value driven by the market force; when the original land space could not satisfy the complex and high-density urban functional and spatial demand. The paper tries to explore the relationship between the planning and the market and analyze the development track of the planning of Huabeiqiang area by summarizing the planning history of Huaqiangbei Area from the spontaneous development of the market, the transition of the market system, to the speeding development of the market and from the planning that was lagged behind and following up to the development, to the planning that can control and response to latest development.as an empirical study, this paper believes that the planning of the rapidly developing area should be market-oriented and plan-responding.
