Asked by: Hon. IP Kin-yuen Reply: The Community Participation Scheme for Organising Study Tours sponsored community organisations to organise study tours to the Mainland. The ceiling of daily sponsorship to each eligible participant in 2013-14 was $450 for places outside Guangdong Province and $205 for places in Guangdong Province. The daily sponsorship could cover expenses incurred by joining the tour, e.g. air-passage, train, accommodation, meals, local transportation, etc. Session 13 HAB - Page 138

MA Fung-kwok Reply: (a) In 2014-15, an additional $30.42 million recurrent funding is available for allocation to the nine major performing arts groups (MPAGs) on top of the amount of recurrent subvention in 2013-14. In view of the different development needs of the MPAGs, on the advice of the Advisory Committee on Arts Development (ACAD), a bidding approach was adopted under which the MPAGs were invited to submit applications for additional recurrent funding to support proposals that were long term in nature (whereas funding proposals for new initiatives which are time-limited in nature will continue to be considered under the Contestable Funding Pilot Scheme). Allocation of the additional funds to the MPAGs applying for the additional funding was determined on the basis of the ACAD s holistic assessment of all the proposals put forward in the applications in accordance with a set of assessment criteria and having regard to the applicants past performance and business plans and budgets for 2014-15. The additional amount of recurrent funding approved for the groups will be incorporated into their annual subvention on a recurrent basis thereafter, subject to their submission of business plans and budgets under the annual funding exercise. WONG Pik-wan, Helena Reply: The Association of Hong Kong Flag-guards (AHKF) was not given any funding under the Assistance Scheme for Needy Student Members (the Scheme) in 2013-14 and their amount of recurrent subvention was relatively small. With the increase in recurrent subvention and a provision of funding under the Scheme, the total amount of recurrent subvention for the Association is nearly tripled in 2014-15. In 2012-13 and 2013-14, the AHKF organised 33 and 29 activities respectively, including annual parade, flag-guards training sessions and flag-guarding competition, inspection and marching band training etc. The total number of youth participants were around 3 830 in 2012-13 and around 4 760 in 2013-14. (c) The HKPL enters into contracts with suppliers of audio-visual materials under which the HKPL is granted the right or licence to provide reading, listening and viewing services of such materials at designated libraries as well as the right to lend audio materials to any third party. Apart from paying contractual fees to the suppliers, the HKPL is not required to pay extra charge for the provision of the above-mentioned services on a loan basis since the suppliers are bound by the contracts to ensure that the audio-visual materials supplied to the public libraries can be used without any restriction. The HKPL pays royalties/licence fees to the registered licensing bodies for the public performance of music and background music during events held in the libraries and the hiring units of the Hong Kong Central Library, as well as the showing and playing of music works at the individual workstations of public libraries. The total amount of royalties/licence fee paid by the HKPL to the relevant licensing bodies in the past three years is $175,945 (2013-14), $170,438 (2012-13) and $168,075 (2011-12) respectively. As a follow-up, can the Administration provide these information later? On the other hand, I have noticed that among the Chinese books for adult lending, except for the publications of the Hong Kong Examinations and Assessment Authority, the remaining seven items on the list are books written by local novelists and around 200 copies were acquired for each title. Many authors are worried that the acquisition of a large quantity of copies by libraries may affect their income and, in the long run, it will have an impact on the promotion of creative writing and the local publishing industry. In fact, there is a growing public awareness of the importance to protect intellectual property rights. Authors should be recognised and reasonably rewarded for their efforts. Many stakeholders have repeatedly reflected to me and the Department that there is no such concept of public lending right in Hong Kong. Provided that library services are not affected, will the Department conduct a feasibility study on and consider the introduction of public lending right? Asked by: Hon. MA Fung-kwok Reply: Other than the list of the top ten Chinese and English titles acquired in 2013-14 for the adult and junior library collection of the Hong Kong Public Libraries (HKPL) submitted earlier, the Leisure and Cultural Services Department will provide the most acquired top ten titles by classification for adult and children books in 2013-14 in around two weeks time Note. However, the corresponding loan figures for these books in a particular year are not available in HKPL s computer system which is designed to capture cumulative loan statistics since the purchase of the books. The HKPL follows the principles laid down in the UNESCO Public Library Manifesto in developing a diversified library collection to meet the community s needs for information and research, to support continuous education and profitable use of leisure, and to promote literary arts. In 2013, the HKPL organised over 20 000 extension activities throughout the territory to promote reading and literature including the works of the local authors. As libraries and authors are partners in promoting creative works and knowledge, public libraries help enhance the public s knowledge of and interest in local authors and their works. Public lending right (PLR) is a controversial issue internationally. At present, the guidelines promulgated by the International Federation of Library Associations and Institutions (IFLA) do not require the adoption of a PLR system and there is no consensus among public libraries internationally whether such a system should be adopted. While the PLR system is adopted in some western countries, such system is absent in the whole of Asia and countries like the United States. It should be noted that IFLA considers the argument that the provision of copyright works by public libraries for free lending detracts from primary sales is unproven. We share IFLA s core values that the provision of free and equitable access to information by public libraries should not be affected or restricted. The HKPL will continue to provide free public lending service and a platform for free cultural exchange and free access to information.
