To gain the legitimacies for People's Mediation from its institutional environment is the key point of this reform in the process of which all mediation communities try to alter their structures in order to suit the legitimacy coming from the social environment. According the structures of mediation organizations become more and more isomorphic. Meanwhile due to distinctive kinds of legitimacies the pursuit of them will result in decoupling between the behaviors and structures of mediation organizations. The New Institutionalism provides us with a new approach to analyze the evolution of People's Mediation in China.
