U.S. Middle East Strategic Adjustment and China s Public Diplomacy Countermeasures XIONG Liang (MPA, Staff of Asian-African Department of the Chinese People s Association for Friendship with Foreign Countries) Abstract As the Middle East policy of the USA is undergoing a process of strategic adjustment, it is possible to see changes and instability in traditional alliance. This adjustment is based on shift of the Middle East s role valued by America, which changes from an important energy supplier to a strategic instrument bridling China s development. Since this kind of shift is caused by growing shale revolution in the States and its profound influence upon American geopolitics, big oil-producing countries in the Middle East, such as Saudi Arabia and Qatar, will become competitors to the United States. Any unrest in these countries will indirectly upgrade American status as an energy exporter and directly affect even threaten China s economic development.the main feature of American adjustment in this regard is to reduce its military presence and strengthen the role of diplomacy, especially public diplomacy. In this context, China must, on one hand, confirm and elevate its strategic positioning to the Middle East, a key energy supplier and a large consumption market.on the other hand, China needs to counter the threat through individualized public diplomacy measures.
