土木史研究論文集 Vol.29 2010 年 * ** Abstract Fukuchiyama Line, which locates in suburban of Osaka Megalopolis, has performed a part of Japanese trunk railway network. Because it was chosen as a national railway policy that new line constructions take priority over any line improvements, no major improvements have been made on the line after its open in 1904. Steam locomotives with higher power could make trains reach their destinations in shorter time before World War, while trainsets with better performance could not make any remarkable improvements in train service level, especially in necessary time, for tens of years after the war. Improvements of double-tracking and electrification in 1980s increased both regional trains and inter-city trains in number and in their average speed. The relative rise of service level of regional train was larger than the others because of slow operation.
