Australia s Hedging Strategy on China Wei Zongyou Facing China s rise and the complicated situation in the Asia Pacific, Australia adopts a foreign policy in which hedging on China is a noticeable characteristic. On one hand, Australia continues to enhance political and economic relations with China. On the other hand, it consolidates its security alliance with U.S. and strengthens economic and security relations with regional powers like Japan. Meanwhile, it participates actively in regional institution building. By these means, Australia tries to expand its strategic space of diplomacy and ensure economic prosperity and national security. China s External Economic Environment in the Next Five Years and New Thinking of Opening Up Zhen Bingxi & Li Xiaoyu China s external economic environment in the next five years will take on three features: a new round of modest growth, new trends in globalization, and complication of great power competition. In the same period, the pace and scale of China s goingout strategy are expected to rise unprecedentedly. It is extremely important for China to have accurate comprehension of the external economic environment and manage opportunities and challenges well for continuous development and integration into world economy. Under such circumstances, China had better develop new thinking of the opening up strategy, set new strategic targets, push forward reform in major fields, and promote the level of service in support of further opening up. The Belt and Road Initiative for India: Walking Alone or Dancing with China? Gan Junxian India has a complex perception of the Belt and Road Initiative. India suggests programs like the Monsoon Plan and the Cotton Route in order to gain independent voice in the field of connectivity. Despite the goal to dominate the Indian Ocean, due to the limited economic scale of other countries in the region, the Indian Ocean is not able to accommodate the expansion of India s economy, nor can it become the ideal stage for India to realize its great-nation dream. To release its economic potentials, India must walk out of the Indian Ocean region and promote connectivity with Northeast Asia and Europe. The Belt and Road Initiative is in line with the developing interests of India. The Initiative s vast inclusiveness and huge impact on Asia-European trade will prompt India to participate in cooperation more actively. In future, India will pursue strategic independence and continue to push forward connectivity plans centered on itself. At the same time, India will choose to catch up with the Belt and Road Initiative and achieve a strategy joint to China s. 132
