3 Introduction of National Central University (NCU) I. About NCU National Central University (NCU) was founded in 1915 at Nan-King and was ranked among one of the best universities in China. NCU was re-established in Taiwan in 1962, relocated in Jhong-Li in 1968 and gradually developed into a comprehensive university. NCU has now become Taiwan s leading school in the fields of geophysics and space science, and was selected as one of the major research-oriented universities in As a top research-oriented university in Taiwan, NCU is rapidly gaining international reputation for research and academic excellence. NCU has strived to create many new academic departments, and to foster an international environment conducive to the free exchange of ideas, as well as to welcome international students to enroll in academic programs. Until now NCU has established sister-school ties with well-known institutions in over 20 countries, spanning five continents: Europe, Asia, the Americas, and Australia. NCU has been creating an international campus with English/Chinese bilingual signs, information and administrating assistance. Professional support and coordination can be obtained from International Affairs Division Office (OIA). NCU has its own Language Center, offering Chinese Mandarin and cultural courses for international students to learn more about Chinese and Taiwanese languages and culture. A friendly study and research environment can be found in NCU. 2.

4 II. Campus Life in NCU The NCU campus is like a big community with a population of ten thousand. It has all the amenities necessary to make living here both convenient and comfortable, such as a post office, a bank, a bookstore, laundries, beauty parlors and barbershops, copy shops, an optician, diners and cafes, convenience stores, etc. Also, cultural activities such as lectures, exhibitions, film screenings, and competitions are held almost daily. Dormitory There are 16 student dormitories with a total of 1,918 rooms, holding 6,343 students; 55 of them are designed specifically for handicapped students. There are phone and Internet connections in every room to allow students to have an access to the latest global information. There are also washing machines, driers, drinking fountains, and televisions in every dormitory. Furthermore, there are public spaces such as lounges, reading rooms, gymnasiums, table tennis rooms, and pool-rooms for recreation, entertainment, and study. All female student dormitories have door that require ID cards for access, for security. Libraries The NCU main library is located in the center of the campus. It s easy for every student from every dorm to access. There are two branch libraries: Kuo-Ting Library and Audio Visual Center in Zhong- Zheng Library. The current library holdings include: 1,570,000 books in total. Recreation Exercise facilities on campus include indoor swimming facilities, track, tennis courts, basketball courts and a large gymnasium that houses space for weight training, aerobics, dance, etc., providing students with a comfortable environment in which to maintain their physical fitness while pursuing their studies. Cultural Activities 1. Extracurricular Activities: More than 90 fraternity houses and clubs catering to the recreational, socializing, service, as well as literary and artistic needs of the students. 2. Art Center: Its aim is to promote the overall art cultivation on campus and to guide the university faculties and students to engage in any cultural activity. Also, Art Center works build up cooperation with other cultural institutions and groups and invite well-known art workers and art groups domestic and overseas for exhibition and performance. 3.

5 International Master Program of Environment Sustainable Development (IESD) I. Introduction of Program Environmental and energy issues are important parts of many challenging global problems. International Environment Sustainable Development (IESD) Program is an interdepartmental program involving four departments and institutes in the College of Engineering and the Center for Space and Remote Sensing Research. The College of Engineering has own ample resources of teaching and research capability in energy and environmental fields, and with the Geographic Information Systems (GIS) and Remote Sensing (RS) technology supported by the Center for Space and Remote Sensing Research, we seek for more practical and effective solutions to energy and environmental problems nowadays and to make the globe a better and sustainable living environment for all human beings. Program Objective Our objective of the IESD program is to nurture professionals in technology and management on the sustainable development and to assist the advancement of internationalization of NCU as well as to promote the international cooperation. Scope of Curriculum IESD program offers courses in three major areas: Energy Technology and Policy, Environmental Technology, and Remote Sensing and Geographic Information Systems (GIS). All courses are lectured in English. The IESD program students must complete a minimum 32 credits in courses, including 8 required credits. For those who are interested in Chinese, NCU Language Center also provides different levels Chinese courses. After completing all courses and master thesis, the students will be awarded the Master of Science degree from International Master Program of Environmental Sustainable Development, College of Engineering. 4.

Foreign students shall complete and successfully pass all courses and a master thesis within two-year period, and receive the M.S. degree conferred by National Central University. If a student fails to fulfill the requirements for the M.S. degree within the stipulated time period, the scholarship provided by TaiwanICDF shall not be extended. Those who have completed all the required courses may continue to complete the thesis with other funding sources, upon approved by one s nation s government, the ROC (Taiwan) Ministry of Foreign Affairs, and TaiwanICDF. 5.

7 II. Qualification 1. Applicants qualify who abide by the MOE Regulation Regarding International Students Undertaking Studies in Taiwan. Violations of any of the regulation will result in immediate cancellation of the applicant s admission, the deprivation of the applicant s recognized status as a NCU registered student, or revocation of the applicant s NCU diploma. 2. Eligibility is limited to foreign students who hold a bachelor s degree of science or engineering, and those who have studied physics and calculus are preferred. 3. English proficiency proof (transcript of TOEFL or from language center or degree from an English-speaking country) is required to provide for applicants whose first language is not English. III. Other appliances with the voltage higher than 500W are forbidden in the dormitories. 6. 住宿生會客, 應於上午七時至夜間十一時於交誼廳或其它公告場所辦理會客 進入寢室需經學務處生輔組 ( 上班時間 ) 或軍訓室 ( 下班及假日時間 ) 同意始准進入 The boarders should meet guests in the living rooms or in other announced spaces in the dormitory from 7:00 AM to 23:00 PM. The guests entering the boarders rooms should be permitted by Section of Student Guidance (in office hours) or Office of Military Education (before and after office hours, and on holidays and at weekends). 7. 寢室床位編定後, 不得私自互調 ; 住宿異動, 須經學務處生輔組核准 After the rooms in the dormitories have been assigned and distributed, transferring rooms privately without permission is not allowed. 22 status at the time of their application, is qualified to apply for admission under this regulation. An individual of foreign nationality, pursuant to the following requirements and who has resided overseas continuously for no less than 6 years is also qualified to apply for admission under this regulation. However, an individual who plans to apply for study at a department of medicine, dentistry or Chinese medicine must have resided overseas continuously for no less than 8 years. 1. An individual who also is a national of the R.O.C., but does not hold or has had a household registration in Taiwan. 2. An individual who also was a national of the R.O.C. but has no R.O.C. nationality at the time of their application shall have an annulled status regarding their R.O.C. nationality for no less than 8 years after an annulment of R.O.C. nationality by the Ministry of the Interior. 3. Regarding individuals mentioned in the preceding 2 subparagraphs, they must not have studied in Taiwan as an overseas Chinese student nor received placement permission during the same year of the application by the University Entrance Committee for Overseas Chinese Students. According to the Education Cooperation Framework Agreement, a foreign national who was selected by a foreign government, organization, or school, and does not hold a household registration from the time of their birth is not subject to the limitations as prescribed in the preceding 2 paragraphs after receiving the approval from the authorized educational government agencies. If the calculated calendar year is not one complete calendar year, their stay in Taiwan should not exceed 120 days within the calculated calendar year period. The six and eight year calculation period as prescribed in Paragraph 2 shall be calculated from the starting date of the semester (February 1st or August 1st) as the designated due date for the time of study. The term overseas as prescribed in Paragraph 2 is limited to countries or regions other than Mainland China, Hong Kong and Macau; the term reside overseas continuously means that an individual may stay in Taiwan for no more than a total of 120 days per calendar year. The only exceptions to this method of calculation are for those who fulfill one of the following requirements with written supported proof: 1. Attended overseas youth training courses organized by the Overseas Compatriot Affairs Council or technique training classes accredited by the Ministry of Education (the Ministry ); 2. Attended a Mandarin Chinese language center at a university/college of which foreign student recruitment is approved by the Ministry, and to which the total length of stay is less than 2 years; 3. Exchange students, whose length of total exchange is less than 2 years; or 4. An Internship in Taiwan which has been approved by an authorized central government agency, to which the total length of stay is less than 2 years. 21.

23 Article 3 An individual, who has both foreign and R.O.C. nationalities and has applied for an annulment of their R.O.C. nationality before February 1, 2011, the effective date of this amendment, will then be qualified to apply for admission as an international student under the amendment effective before February 1, 2011 and will not be subject to the limitation as prescribed in Paragraph 2. An applicant of foreign nationality, concurrently holding a permanent residence status in Hong Kong or Macao, having no history of a household registration record in Taiwan and, at the time of application, has resided in Hong Kong, Macao, or another foreign country for no less than 6 years is qualified to apply for admission under these regulations. However, an individual who plans to apply for study at a department of medicine, dentistry, or Chinese medicine must reside overseas continuously for no less than 8 years. The term reside overseas continuously mentioned in the preceding paragraph means an individual may stay in Taiwan for no more than a total of 120 days per calendar year. However, such a term may be exempt, if any of the conditions prescribed in Subparagraphs 1 through 4, Paragraph 5 of the previous Article applies and is supported with written proof, and the said domestic length of stay shall be excluded from the overseas length of residency. An applicant being a former citizen of Mainland China and holds a foreign nationality, having no history of household registration record in Taiwan, and at the time of application, has resided overseas continuously for no less than 6 years is qualified to apply for admission under these regulations. However, an individual who plans to apply for study at a department of medicine, dentistry, or Chinese medicine must reside overseas continuously for no less than 8 years. The term reside overseas continuously means an individual may stay in Taiwan for no more than a total of 120 days per calendar year.
