3 Welcome Message 大会致辞 It is my honor and privilege to speak to my dear friends attending the 11 th APACT Conference in Beijing, China. APACT was founded on June 12 th, 1989 in Taipei with the goal of making Asia-Pacific a tobacco-free region by the year Today, however, Asia-Pacific is not yet a smoke-free region and it is still the region with most smokers in the world. Or may we call it the region with the largest chimney in the world? What does the failure to accomplish the APACT goal of 1989 mean? It means that we very much underestimated the power of our enemy, the international tobacco industry. They are still making money at the expense of our health. It s painful. We still can t provide our Prof.Ted Chen children with a smoke-free environment to live. We still see many of our people getting addicted to cigarette smoking and suffering. We still pay to harm our health, induced by cigarette merchants. The mission to create a smoke-free Asia, however, is continuing. The process of fighting for tobacco control is a wonderful experience that has produced many memorable achievements. Some of the major milestone performances that APACT has been involved in include: 1) FCTC Many APACT leaders such as Dr. Judith MacKay, Dr. Greg Connally, Dr. Takeshi Hilayama, Dr. Prakit Vatee Satokit, Dr. Hatai Chitanondh, Dr. Harley Stanton and Dr. Teh Wei Hu made significant contributions, directly or indirectly, to the draft of WHO s FCTC that all APACT member states signed and ratified. 2) MPOWER - All APACT member organizations have followed WHO MPOWER and implemented multi-level strategies in tobacco control. Some APACT member organizations such as those from Singapore, Hong Kong and Australia proudly achieved the most outstanding MPOWER performance in the world. 3) Volunteerism in March 1989, in Dr. David Yen s office at the John Tung Foundation in Taipei, at the urge of Ms. Kwang Mo Chung (Chair, S. Korea Consumer Union) and Dr. Ted Chen (Executive Board member, American Public Health Association) the idea of APACT was fermented. From the very beginning, APACT was built as an anti-smoking alliance of Asia-PacificT NGOs, with no 1

4 membership fees charged. The heroes of APACT campaigns are volunteers in villages, towns, cities and states commissioned to fight for health justice against cigarette smoking. 4) Resilience APACT has gone through 27 years and survived many attacks coming from the international tobacco industry. She has overcome all challenges and still keeps growing. The wonderful film you saw at the beginning of the opening session shows highlights of APACT history. I would also like to show you APACT growth history as shown by Mr. Kiyochi Miyazaki of Japan. 5) China the hosting of the 11 th APACT Conference by China is the most significant development as I see it. It was initiated sometime during the Australia APACT meeting in 2010 with Ms. Xu Quahua of CATC in Beijing and Ms. Lin Chingli of JTF in Taipei warmly holding hands and chatting to bring her to birth. With the great leadership of Dr. Hu Da-yi, China brings to APACT new energy and focus as attested by the wonderfully arranged program that displays the challenges and accomplishments of WHO MPOWER programs. I see that with the leadership, resources and talents of China, APACT can now continue marching on in a roar. As China declares to make it a tobacco-free China, I finally see the road, the pathway, to end cigarette smoking in Asia becoming wider and brighter. At the conclusion, I would like to imagine what the late Dr. David Yen would probably like to do at this occasion. Well, as I know him, he would probably raise his fist and shout on behalf of our children, LET S GO CHINA, LET S GO APACT!. 5 亚太地区拒烟协会陈紫郎秘书长致辞 很荣幸今天能在中国北京隆重举行的第 11 届亚太地区拒烟大会 (APACT) 上与各位亲爱的好友和佳宾们发表此开幕致词 亚太地区拒烟协会于 1989 年 6 月 12 日成立于台北, 目标是预定于公元 2000 年始亚太地区成为无烟地区 但至今, 亚太地区仍是全球吸烟人数最多的区域, 甚至可以称亚太地区为全球最大的烟囱 未能达成当初亚太拒烟协会预设的目标, 这代表我们低估了我们最强大的劲敌 国际烟商的势力, 这是个悲痛的失算 我们仍然无法提供我们下一代一个无烟的生活环境, 我们仍然目睹着同胞吸烟而成瘾, 花钱买烟, 自残健康, 受烟商的牵制, 直到死亡 尽管如此, 我们仍持续地朝目标前进 在这个共同奋斗的过程中, 我们达成了许多值得欣慰的成就 以下, 我们就来回顾亚太拒烟协会这 27 年来的重大事迹 1. 烟草控制框架公约 : 当世界卫生组织 (WHO) 颁布烟草控制框架公约 (FCTC) 时, 亚太各国都踊跃签署 而许多亚太地区拒烟协会的专家学者皆对公约之起草颇有贡献 其中包括 Judith MacKay 博士 Gregory Connally 博士 Takeshi Hirayama 博士 Prakit Vatee Satokit 博士 Hatai Chitanondh 博士 Harley Stanton 博士 胡德伟教授等多位亚太地区拒烟协会的领袖 2. MPOWER: 全体亚太拒烟协会会员皆依据 WHO 的 MPOWER 策略进行各层级的烟害防制策略 其中新加坡 香港及澳洲更是全球推行 MPOWER 策略的佼佼者 3. 义工行动 :1989 年 3 月, 在董氏基金会的创始人严道博士 南韩消费者联盟董事长郑光谟女士及美国公卫协会执行委员陈紫郎教授的共同酝酿之下, 发起了创立亚太地区拒烟协会的构想 起初, 亚太地区拒烟协会是由亚太地区各个倡议拒烟的民间团体组成 不收会费, 建立在义工服务的基础上推行 而这些无名英雄们正是协会内那些穿梭于乡 镇 市区为 健康正义 而挺身, 努力不懈的义工们 4. 坚韧的活力 : 经历 27 年, 亚太地区拒烟协会在经历国际烟商的诸多打击之下, 我们仍屹立着并继续成长 您们所见的影片展示了我们协会的成长过程 在此, 也为您呈现由日本的 Kyoichi Miyazaki 先生提供的影片, 让大家一同体会亚太地区拒烟协会这 27 年来一步一脚印的成长过程 5. 中国 : 由我所见, 本次由中国主办的第 11 届亚太地区拒烟协会研讨会意义重大 此大会可以说是由 2010 年于澳洲的亚太拒烟大会, 与中国控制吸烟协会的许桂华顾问以及台湾董氏基金会的林清丽女士, 热情相谈联手促成 在这个过程中, 在海峡两岸诸多团体的支持之下, 尤其是在胡大一会长的领导之下, 第 11 届亚太地区拒烟大会就此开幕 展现出各地推行 MPOWER 政策执行带来的挑战与成就 我相信有中国的资源 人才与英明的领导, 亚太地区拒烟协会必定有一片大好的将来 如今中国立志成为无烟中国, 在此愿景下, 我看见了亚太地区迈向无烟世界的全新曙光 最后, 我想象着如果已故的严道博士在这里, 他必定是会带着我们为我们的儿孙们振臂高呼 : 中国加油! 6 Dear Distinguished Guests and Colleagues: On behalf of the organizers of Chinese Association on Tobacco Control, the Chinese Center for Disease Control and Prevention, China Centre for Health Education and the Chinese Association on Preventive Medicine, it s my honor to warmly welcome all of you 700 delegates, experts and volunteers from 28 countries and regions to participant in the 11th Asia Pacific Conference of Tobacco or Health which is opening to in the golden season of Beijing. The Asia Pacific Association of Tobacco Control was initiated and established by the pioneers of prof. YAN Dao, legal person and director of Taiwan financial group; Prof. Ted Chen, Chinese American from American Tulane University; prof. Judith Mackay, Hong Kong representative of Anti-smoking consulting in Asia. They were the initiators and practitioners who recognized and accepted the scientific facts on Dayi HU research of tobacco harmful to health, and took action and activities of tobacco control in Asia Pacific region. Under the leadership of them and followed by every country in Asia Pacific followed, the first APACT was successfully held in Taibei in 1989 and organized ten times of APACT in different Asia countries and regions. With the country member increasing of APACT, the conference attracts more and more people to participant and more and more high quality abstracts. It already become a unique TC academic exchange and experience sharing platform organized by the NGOs, supported by the governments, led by TC experts and participated by volunteers from Asia Pacific regions. It also strongly improved the implementation of FCTC and has more and more social impact in Asia Pacific region by its well operating mechanism system. We couldn t forget the water source when drinking water. We couldn t have such achievement without their active drives and great contribution to tobacco control in Asia Pacific region. I would like to take this opportunity to call all of you here to sand up and claps to appreciate our TC pioneers Prof. YAN Dao, Prof. Ted Chen and Judith Mackay as well as who are not listed here. In Asia Pacific region, it takes two third smokers and population of the whole world, therefore the implementation of FCTC in Asia Pacific region is directly influence in global progress. Dear Guests and Colleagues It s our pleasure to host the 11 th APACT and thanks for the trust from the Executive Committee of APACT. China is the biggest country with tobacco plant, produce, consumption and smokers. I believe that this conference will conduct active impact on improving of implementation of FCTC in China. We should take this chance to learn and share the experience from countries, to devote to improving the progress of FCTC and protect people health from tobacco harm and prevalence of diseases. 7 第十一届亚太控烟大会主席胡大一致辞 尊敬的王贺胜副主任 陈紫郎秘书长, 各位嘉宾 各位代表 女士们 先生们, 朋友们! 今天, 第 11 届亚太控烟大会在金秋的北京隆重开幕了, 有来自 27 个国家和地区的 800 余名代表参加大会 首先请允许我代表中国的四家主办单位, 即中国控制吸烟协会 中国疾病预防控制中心 中国健康教育中心 中华预防医学会, 向来自世界各个国家和地区的代表 专家 学者和志愿者, 表示热烈的欢迎和衷心的感谢! 亚太拒烟协会是在台湾财团法人董事基金会严道博士 美国杜兰大学美藉华人陈紫郎教授 亚洲反吸烟咨询所驻香港主管朱迪 马凯女士等控烟先辈的共同发起和倡导下成立的, 他们是最先接受认可科学家们研究的关于烟草危害健康的科学事实, 率先行动起来, 并在亚太地区发起了控烟行动 在他们的积极推动下, 亚太国家纷纷响应, 自 1989 年在台北举行首届亚太烟草或健康大会以来, 至今己在 10 个国家和地区成功举办了 10 届 随着加入拒烟协会的国家愈来愈多, 参加会议的人数愈来愈多, 论文质量愈来愈高, 会议的规模愈来愈大, 已经成了亚太国家和地区的社会控烟组织搭台, 政府大力支持, 控烟专家学者积极引领, 社会各界志愿者积极参与的控烟学术研究和经验交流的平台, 强有力地推动了亚太国家和地区的控烟履约工作, 并产生了愈来愈大的社会影响力, 也已形成了良好的运转机制 饮水思源, 亚太控烟大会有了今天的影响力, 和他们的积极推动和付出有很大关系, 我提议借此机会让我们以热烈的掌声, 向亚太烟草或健康大会的倡导者 组织者以及我们的控烟先辈严道博士 陈紫郎教授 朱迪迈克女士等表示最崇高的敬意! 亚太地区的人口 吸烟者人数均占全球的二分之一, 因此, 亚太国家和地区的控烟履约工作做的好坏, 直接影响着全球的控烟履约进程 各位同仁, 女士们, 先生们! 第 11 届亚太控烟大会在中国举办, 是亚太会议执委会对我们的信任 中国是世界上最大的烟草种植 生产, 消费和烟民大国, 我相信这次会议必将对进一步推动我国的控烟履约工作产生积极影响, 我们一定会认真学习分享各国的经验, 更加积极推进控烟履约工作的进程, 为保护公众免受烟草危害, 减少疾病流行作出应有的贡献 最后预祝大会圆满成功! 5

8 Invited Guest Introduction 嘉宾简介 Deputy Dirctor The national health and family planning commission of PRC 国家卫生和计划生育委员会副主任王贺胜 Mao Qunan He is the news spokesman of NHFPC, Director of Dept. of propaganda of NHFPC since June He graduated from Department of Chinese Traditional Medicine, Beijing College of Traditional Chinese Medicine in July 1985 (Beijing University of Chinese Medicine), obtaining a Bachelor of medicine; graduated from the school of public health, Tongji Medical university, obtaining a Master of medicine in July Since 1987, he transferred from Beijing Institute of traditional Chinese medicine to the MOH. He has been a deputy director of General Office in September 2002, the ministry of health staff, and as a news spokesman of MOH. He was a director of China's Center for Health Education of NHFPC (director of news propaganda center of the MOH) in Oct

9 毛群安现任国家卫生计生委新闻发言人 宣传司司长 1985 年 7 月毕业于北京中医学院 ( 现北京中医药大学 ) 中医系, 获医学学士 ;1992 年 7 月毕业于同济医科大学公共卫生学院, 获医学硕士 1987 年从北京中医学院调入卫生部办公厅工作 2002 年 9 月任卫生部办公厅副主任, 并担任卫生部新闻发言人 2008 年 10 月任中国健康教育中心 ( 卫生部新闻宣传中心 ) 主任兼党委书记 2013 年 6 月任国家卫生计生委新闻发言人 宣传司司长 Dr Douglas William Bettcher, PhD Director of Department for Prevention of Noncommunicable Diseases, World Health Organization (WHO), Geneva, Switzerland He was previously the Director of Tobacco Free Initiative Department, WHO which has now become an integral programme within the new Prevention of Non-communicable Diseases Department. He has a multidisciplinary background and holds a PhD in International Relations and a Graduate Diploma in World Politics, both from the London School of Economics and Political Science; a Master s of Public Health from the London School of Hygiene and Tropical Medicine; and a Doctor of Medicine degree from the University of Alberta, Canada. In addition, he sits on the Editorial Board of the scientific journal Bulletin of the World Health Organization and has served as vice-chair of the public health interest group of the American Society of International Law. He has international and country-level experience in tobacco control, and was WHO s principal focal point for providing Secretariat support for the negotiation of WHO s first treaty, the WHO Framework Convention on Tobacco Control. Dr Bettcher s current portfolio includes oversight for WHO s work on NCD risk factor prevention (including tobacco use, diet and physical inactivity), health promotion, and NCD risk factor surveillance. In the area of tobacco control, Dr Bettcher is responsible for coordinating the WHO s work with the Convention Secretariat to the WHO FCTC to support the comprehensive implementation of the WHO FCTC; for the scaling up of WHO s country-level tobacco control work, as one of the five partners in the Bloomberg Initiative for Reducing Tobacco Use, and for overseeing the implementation of the WHO project to establish a capacity building resource center for tobacco control in Africa, which is supported by the Bill and Melinda Gates Foundation. 7

10 世界卫生组织预防非传染性疾病司司长 Bettcher 博士曾担任世卫组织 无烟草行动 司司长, 该部门现已成为新组建的预防非传染病司中的一项重要规划 Bettcher 博士负责协调世卫组织预防非传染性疾病的工作, 并以此身份, 在联合国大会非传染性疾病预防与控制高级别会议 政治宣言 中预防工作的实施方面, 发挥全球领导作用 Bettcher 博士目前主管的工作包括监督世卫组织在非传染性疾病危险因素预防 健康促进 非传染性疾病危险因素监测等领域的工作 Bernhard Schwartländer Dr Bernhard Schwartländer took up his position as WHO Representative in China on1 September Before joining WHO in China, he served as Director for Evidence, Policy and Innovation at UNAIDS headquarters in Geneva and as the United Nations Country Coordinator on AIDS in Beijing, China. Dr Schwartländer held a number of senior international positions including as the Director for Performance Evaluation and Policy at the Global Fund to Fight AIDS, Tuberculosis and Malaria, Director of the World Health Organization s HIV Department, and as the Director of Evaluation and Strategic Information at UNAIDS. In 2000, Dr Schwartländer undertook a special assignment at the World Bank to perform economic analyses on the cost and impact of the HIV/AIDS epidemic and the responses to it. Prior to joining the United Nations, Dr Schwartländer was the Director of the national AIDS programme in Germany and the Director of the Division of Infectious Disease Epidemiology at the Robert Koch-Institut in Berlin, the central biomedical and infectious disease research and reference laboratory of the federal Ministry of Health, Germany. Dr Schwartländer has published widely in scientific journals and books and taught applied epidemiology in Berlin. He brings extensive experience in development policies as well as infectious disease epidemiology and programming at global and country levels. Dr Schwartländer is a medical doctor and holds a doctorate in medical epidemiology. 8

His major is diagnosis and treatment, prevention and rehabilitation to cardiovascular disease. He obtained several National Plan funds and National Natural Scientific Fund. He achieved more than ten National Prize for Progress in Science and Technology. He is the international board member of Journal of the American College of Cardiology, European heart Journal, Nature Cardiovascular Medicine and the editor-in-chief BMJ Heart Asia, Chinese Journal of Cardiology, etc. He has published more than 500 professional articles and papers and educated 88 master degree students, 72 doctoral and 20 post-doctoral students in the past years. He devoted himself to the advocate of tobacco harm and intervention of smoking cessation, created a new model of tobacco control (TC) in the medical institution, primary care as well as public health. He actively conducts training course and TC lecture for medical staff and develops public education. He obtained the honorary title Chief of Health Promotion by National Ministry of Public Health, and The world Chinese outstanding contribution prize in tobacco control in

As vice president of the Chinese Preventive Medicine Association, member of the Standing Council and the Academic Committee of CMA; in the world, as Executive Committee of the IANPHI, Executive Committee of international health regulations and influenza pandemic assessment committee of WHO. He has participated in the national "863 Plan" research project, a number of key projects of National Natural Science Fund and the national "973" key basic research in related fields of pathogenic biology technology. In SARS prevention technology research, leading people infected with bird flu, melamine in infant milk powder incident, disease prevention after Wenchuan earthquake and H1N1 flu pandemic and other new infectious diseases and public health response to sudden major events disposal. He was leading national disease surveillance, public health management health risk factors identification and intervention. In West Africa he joined the aid of disease prevention and control system construction and other global health cooperation program, such as to prevent Ebola epidemic and disease. He has the honorary title: Chinese PhD graduates with outstanding contribution, expert enjoying special allowance of the State Council, "young experts with outstanding contributions". 11

He was transferred to the Ministry of Health in 1994, and assumed the position of Deputy Head, Department of Personnel, Ministry of Health in In 2013, Mr. Li was Deputy Head of Department of Personnel of the National Health and Family Planning Commission, while in 2014 he commenced his present title and position Director and Party Secretary of the Chinese Center for Health Education. In between 2004 and 2015, Ms. Xu, as the Executive Vice President of the CATC, actively promoted China s performance in honoring agreements with stunning achievements. She organized experts to have formulated the National Standard for Smoke-Free School and Standard for Smoke-Free Hospital. The Tobacco Hazard and Tobacco Control she organized to compile filled the gap of professional tools on tobacco control in China. The book Strategic Choice for Healthy Development, with Ms. Xu as the editor-in-chief, has been selected as the further-education textbook for nation-wide senior leading cadres. She went in person to Shanghai and succeeded in negotiating with the World Expo chief in returning CNY200 million donations to tobacco enterprises. She actively promoted legislation of tobacco control in China, and successfully facilitated complete ban of tobacco advertisement in the newly amended Advertisement Law of the People s Republic of China. 48 The 11th APACT Declaration 第十一届亚太地区烟草或健康大会宣言 The 11th APACT Declaration The health hazards of tobacco, and can cause many diseases. For half of a century, scientists have confirmed that smokers are much higher risk of health hazards than that of non-smokers, who would be died of chronic diseases such as cancer, cardiovascular disease, chronic obstructive pulmonary disease (COPD), 22% cancer, 70% lung cancer is caused by tobacco use. Smoking causes 6 million deaths, 0.6 million people died of second-hand smoking, including 0.13 million children in the world every year. As long as the exposure to tobacco smoke, will lead to immediate and long-term health damage. There is no safe level of exposure to tobacco smoke. All tobacco products are harmful, there are no safety of tobacco products. The Framework Convention on tobacco control issued by the WHO in 2003, has become the common consensus of the world's governments and action guide. In 2011, The Political Declaration of the sixty-sixth high level meeting of the United Nations on the prevention and control of chronic non communicable diseases pointed out that the tobacco use is one of the important risk factors for chronic diseases. The Asia Pacific region covers the Western Pacific and Southeast Asia region, the population accounts for 1/2 of the world, there are about 600 million smokers, accounting for 1/2 of the world population, and About 2.3 million people die each year from tobacco related diseases. Tobacco use has brought enormous disease and economic burden to all countries in the Asia Pacific region. In recent years, countries in the Asia Pacific region made unremitting efforts to promote the performance of tobacco control work, in pushing the government to develop tobacco control policy, legislation, a total ban on tobacco advertising and promotion, raising cigarette taxes and price, create a smoke-free environment, providing smoking cessation service, carry out publicity and education on the dangers of tobacco, developed the tobacco epidemic monitoring etc.. But the biggest challenge we are facing, is still the tobacco industry's strong intervention. Asia Pacific governments in the formulation of tobacco control policies in the process are faced with the tobacco industry blatant interference. Even if the law is passed, they will continue to find legal loopholes and the exemption from the collapse of the law of effective implementation.
