11 ABSTRACTS and Political Science Guangdong Ocean University Drawing a New Picture of the South China Sea What Chinese Media Could Learn from Agenda-setting Theory Tan Linmao Abstract As a critical factor for the security of the Asian -Pacific region the South China Sea issue has been a hotspot for all major media all over the world. For Chinese media it becomes gradually crucial to reply the exterior and interior challenges and to strengthen the international discourse rights on the South China Sea issue. Agenda - setting Theory an influential thought in the academic circles of the Western journalism can help to reveal the agendas that the Western media have set on the South China Sea issue. This theory also can be a rich source of inspiration for the reports of Chinese media involving the South China Sea. Based on the framework of Agenda-setting Theory this article analyzes the respective characteristics strengths and weaknesses of the reports of Chinese mainstream media and we-media involving the South China Sea. In order to reinforce our agenda-setting capability on the South China Sea issue some proposals are offered to innovate the transmission ways and reform the management mechanisms of propaganda according to the new situation. The Philippine government has repeatedly invited China in the short term to jointly patrol and fight piracy in the southern Philippines waters. The Philippine government's proposal is constructive for China and the Philippines. However the joint fight against piracy is both an opportunity and a challenge China needs to be cautiously optimistic about the prospects. In all as the trend of maritime security going abroad is imperative for China the invitation of the Philippines to combat piracy jointly has important implications.
