中国少数民族人口老龄化问题研究_郑长德

1 2014 /01 21 JOURNAL OF ETHNOLOGY DOI /j. issn 利用 和 2010 年人口普查数据, 分析中国少数民族人口的老龄化 问题发现, 中国各少数民族人口随全国人口一起, 共同进入了持续老龄化的状态, 且表 现为老年人口规模及其占总人口的比例增长快,75 岁以上的高龄老年人增速快, 老年人 口规模大, 老年负担系数大, 老龄化族际差异大的 两高三大 的特征文章认为, 在 未来一个相当长的时期内, 少数民族人口的老龄化趋势将会持续下去, 老龄化程度会进 一步提高同时, 中国少数民族集聚区, 经济社会发展水平低, 在这一背景下步入老龄 化社会, 属于典型的 未富先老 要解决好少数民族人口老龄化问题, 首先应尽快调整 人口政策, 以积极的人口对策化解深度人口老龄化进程中的社会压力与经济负担 ; 要转变方式, 调整结构, 切实加快少数民族和民族地区的经济社会发展 ; 开发和利用 银色人力资源, 加快发展老龄事业和老龄产业 ; 其次 第三, 要充分 第四, 以健康老龄化为中 心构建全民敬老爱老社会服务机制, 广泛动员和吸纳社会中介组织 志愿者与社会资源 参与 少数民族人口 ; 老龄化 ; 未富先老 ; 人口普查 C A &ZD XWD - S % %

The aging process of some ethnic groups is very fastand the structure of their population aging belongs to a typical aging model. Some ethnic groups aging process is relatively slowand the structure of their aging still belongs to a young model. Moreover the rate of aging of various ethnic groups in the same region is also differenteven the rates and trends of aging within one specific ethnic group also differ. Hence the situation of population aging among minorities in China is very complicated. Based on the data from three demographic censuses conducted in and 2010this article analyzes the differences of population aging among various ethnic groups. 1. The Basic Situation of Population Aging a- mong Ethnic Minorities in China According to the census the population above age 60 among minority populations was million in It increased to million in 2010 and reached above million in The population above the age of 65 among the minority population was million in million in 1990 and reached million in According to typical international standards of population aging frameworks and statistics from the 2000 censuschina s population has already become an aging population. Among the total population of that year10. 46% of the population was a- bove the age of % of the population was above the age of 65. Among the ethnic minority populations8. 57% of the population was above the age of 60and 5. 58% was above the age of 65. Hencethe minority population had not yet become a typical aging population. Howeverin 2010 the rate of aging in the total minority population further increasedand it also became a typical aging population. 2. Ethnic Differences of Population Aging a- mong the Minorities There are 55 ethnic minorities in Chinaand the rate of aging among these minorities differs from each other. From 2000 to 2010the rate of population aging of every ethnic minority was increasing. 3. The Impact of Population Aging on the Minority People and their Local Socioeconomic Development According to data from the demographic census the aging trends among China s ethnic minority population will continueand their rate of population aging will increase further over a fairly long period of time into the future. Moreoverbecause the socioeconomic development level is relatively low in China s ethnic minorities areas the situation of becoming an aging society under such background will result in a classic example of Aging before Getting Rich. This will influence the minorities and their local socioeconomic development from various aspects. Seen from the perspective of suppliesthe most direct impact of population aging is on labor supply. Secondlypopulation aging will influence the supply and formation of capital. Moreover the large scale or rapid growth of the elderly will increase the expense of social insurance provided for the elderly as well as the government s annual pension payments. Thisin turnwill influence 96
10 2014 /01 21 JOURNAL OF ETHNOLOGY the formation of capital related to the government s investment in ethnic minority areas where development mainly depends on the government s investment. In a word the acceleration of the population s aging process will shorten the minority areas population dividend periodand reduce related economic benefits. Seen from the perspective of demandpopulation aging will first influence the consumption model. The change in the structure of population aging will cause the rate of social consumption and deposit to fluctuateand in doing so will influence e- conomic development. Secondlythe development of sociocultural welfare services will not be able to adapt to the population aging. Thirdlypopulation aging will increase the needs of social services for the elderly. Fourthlythe constant increase of an aging population will reveal the strong need for health care for the elderly. 4. Concluding Comments and Policy Suggestions Population aging is a trend that human society cannot avoid. The economic development level in ethnic minority areas in China is still low. It has entered an aging society when the per - capita income and its development level is still low. Hence it is a typical type of Aging before Getting Rich. Thereforewe must pay attention to the issue of population aging in the socioeconomic development of the minority areas by 1 Adjusting population policy as soon as possible by using a positive aging policy in order to address the issues of social pressure and economic burden during the process of population aging. 2 Changing the methodsadjusting the structureand accelerating the socioeconomic development in minorities areas. 3 Exploiting and using fully silver human resources i. e. the human capital of the elderly and accelerating the development of the services and industries related to the aging. 4 Constructing a social service institution with universal respect and love for the elderly by taking healthy aging as the coreand by widely encouraging and adopting the participation of social intermediary organizationsvolunteers and social resources.
