Beijing citizens have strong awareness as the host of the cap2 ital city of nation, which is now transiting to the knowledge of modern international metropolis citizen who much more care of p rotecting the natural and social water environment. To carry out this research can p romote the con2 struction of quality water culture and modern civilization in Beijing. Culture Perform ing in Coun try Soc iety: Yangko O pera and Coun try Soc iety in Shanx i in the La te Q ing and the Early Y ears of the Republic of Ch ina HAN Xiao2li Since modern times, Yangko opera had been in favored in Shanxi country. Comparing with the traditional op2 era that the elite participated, Yangko opera had the more close relationship with the country society. During the late Q ing and early years of the Repulic of China, because of no official interference, there was a benign interac2 tion between the folk culture and country society. For this interaction, Yangko opera was not only created and en2 riched, but also vividly revealed the p luralistic p rospect of Shanxi country society and emotional understanding of local peop le. Decision making has become more open and transparent, the quality of education has also increased. Nevertheless, to further p romote equity of education, it is necessary to use the concep t of entitlement as the ethical2legal foundation of education equity. The concep t of entitlem ent em2 phasizes equality of access to public goods, and p rioritizes the necessity of requiring basic education for every2 one. A t the operational level, there are structural weaknesses that need to be addressed, mostly caused by the multi2agency nature of educational policy form ation. Therefore, it is necessary to build intra2agency negotiation mechanism s to solve the p roblem of poor coordination between macro2development policy and concrete education policy. It is also important to build an accountability mechanism that emphasizes effects, and to strengthen the education regulatory system. These changes w ill perm it the transition from an adhoc policy2making style to a sci2 entific and democratic style of policy2m aking. 160
