Qu est-ce que la Garantie CLE? Pour louer un appartement en France que ce soit dans le secteur public (résidences universitaires CROUS, HLM..) ou privé (résidences étudiantes, logement privé ) il vous sera demandé presque à chaque fois un garant. C est-à-dire une personne vivant et travaillant en France qui pourra servir de garantie en cas de non-paiement du loyer de votre part. La Clé (caution locative étudiante) est une garantie de l'etat qui permet aux étudiants, sans garant en France, de faciliter leur accès à un logement. Elle est gérée par le CROUS via le site internet lokaviz.fr What is the CLE guarantee? If you want to rent an apartment in France, whether it is from the public sector (university residences, CROUS or HLM residences...) or from the private sector (student residences, private owner ), you will need a guarantor. In other words, you ll need a person living and working in France who will be able to pay your rent if you cannot. The CLE (student rental guarantee, for its French acronym) is a guarantee from the government that allows the students who do not have a personal guarantor, access to an accommodation. Qui peut bénéficier de la CLE? Les étudiants français ou étrangers âgés de moins de 28 ans au 1er septembre de l'année de signature du bail. Les doctorants et post-doctorants de nationalité étrangère âgés de plus de 28 ans au 1er septembre de l'année de signature du bail. (doctorat obtenu depuis moins de 6 ans, occupant un poste de chercheur non titulaire au sein d'une unité ou laboratoire de recherche dans le cadre d'un contrat à durée déterminée). Pour quel type de logement? Pour les logements : de tous bailleurs (CROUS, HLM, agences locatives, propriétaires particuliers), de tous types (chambre, studio, T1, T2, T3...), quel que soit le mode d'occupation (seul, en couple, en colocation). La CLE prend en charge les impayés à hauteur d un montant de 500 euros par mois. C est-à-dire que si votre loyer est supérieur à 500 euros le propriétaire sera assuré seulement jusqu à 500 euros et pas plus. Pour les couples ce plafond est majoré à 60% (soit le loyer est couvert jusqu à 800euros pour les 2 personnes) What kind of accommodation? Housing such as: any kind of landlord (CROUS, HLM, rental agencies, private owners), all types (room, studio, T1, T2, T3...), any kind of housing status (single, couple, roommate). The CLE covers unpaid rents up to 500 for a person living alone. If the price of your monthly rent is over 500 euros, the landlord is covered until 500 maximum. A savoir : La garantie est personnelle. Si le logement est loué en colocation, chaque colocataire doit faire une demande de garantie et satisfaire aux conditions. Sauf si bail solidaire dans ce cas, seule une demande CLE au nom du colocataire qui apparait sur le bail est nécessaire Cotisation : En contrepartie de l'engagement de caution solidaire, l'étudiant doit s'acquitter d'une cotisation mensuelle équivalente à 1,5 % du montant du loyer (maximum 10,5 euros pour Paris intra-muros, 9 euros pour l'ile-de-france et 7,5 euros pour les autres régions). Vous pouvez faire la demande CLE que vous ayez déjà trouvé un logement ou non IL est conseillé de faire la demande moins de 3 mois avant l arrivée en France ou dans votre logement. Important : The guarantee is personal. If the accommodation is rented with a roommate, each roommate must apply for the guarantee and answer to conditions. 3ème étape: Validation de la garantie CLE 3 rd step: Validation of Guarantee certificate 第三步 : 申请文件生效 Une fois que votre dossier CLE est validé par le CROUS vous recevez une attestation d éligibilité à la garantie CLE. Attention cette attestation n est que provisoire et ne signifie pas que votre CLE est complètement validée. En effet il vous faudra ensuite retourner dans votre espace personnel Lokaviz aller dans l onglet «document à télécharger» pour : o o o o Télécharger la convention CLE, la signer et la faire signer par votre bailleur puis la remettre (les 4 pages) dans votre espace personnel. Charger votre contrat de location (ou attestation de résidence pour les résidences CROUS) signé par vous et par votre bailleur Télécharger le mandat SEPA qui vous sera envoyé par le CROUS, le signer puis le remettre dans votre espace personnel Remplir la partie concernant votre logement avec TOUTES les données de votre appartement et celles de votre bailleur Ce n est que quand vous recevrez dans votre espace personnel le document intitulé «Notification définitive» que votre demande de CLE sera bien validée et terminée Once your request for CLE is validated by CROUS you will receive an eligibility attestation of CLE guarantee. Be careful this attestation is temporary and doesn t mean that your CLE is validated.
