The national pollutant emission inventory database system with CEMS had been developed based on the point source online monitoring data of the national key industrieswhich was optimized according to the EIA and approval and acceptance report from the Ministry of Environmental Protection. The database system was composed of the data collection and optimization system and the statistical analysis system. The data collection and optimization system mainly contained five modulessuch as information exchange platformcollectionoptimizationexport into inventory and export into the statistical analysis system. The statistical analysis system was developed for data processing and report presentation. With the help of the database system the pollution emission inventory of the thermal power industries in 2011 was generated. It seemed that the geographic distribution of the thermal power industries and air pollutant emissions in China was extremely unevenalmost concentrated in the district of EastSouth and North China but rarely in northwest district.
